BEIJING, March 26 (Xinhua) -- Chinese Premier Wen Jiabao met with Malawian President Bingu wa Mutharika here on Wednesday, and called for setting up formal mechanism to guide and coordinate bilateral trade cooperation.     Wen told Mutharika that to enhance China-Malawi friendly cooperative ties was in the fundamental interests of both sides, adding China was ready to expand substantial cooperation with Malawi.     The premier called on both countries to confer on setting up a guidance and coordination mechanism for trade cooperation. China would encourage its enterprises to increase imports from Malawi in a bid to stimulate bilateral trade and promote its balanced development. BEIJING -- China's first lunar probe Chang'e-1 will fly to the moon orbit with no more orbital corrections, a scientist told Xinhua on Saturday.Tang Geshi, a scientist with the Beijing Aerospace Control Center (BACC), said that the center will order the satellite to apply the first break at about 10:00 on Monday with no more planned orbital corrections.BACC carried out an orbital correction of Chang'e-1 on Friday, about nine days after its launch. "The correction has made the satellite run accurately in the transforming orbit heading to the moon, and another correction planned on November 4 will be unnecessary," Tang said.The Chang'e-1 lunar probe has been flying at a speed of 500-meter per second to the space where the moon's gravity could capture it.It has completed four orbital transforms and one halfway correction and is expected to enter the moon orbit on November 5.China's first lunar probe, Chang'e-1, named after a fairy-tale Chinese goddess who flew to the moon, blasted off on a Long March 3A carrier rocket on Oct. 24 from the Xichang Satellite Launch Center in southwestern Sichuan Province. 

A plan to rebuild part of the Yuanmingyuan (the old Summer Palace) Park has met with mixed public response.The park's management office said it is planning to rebuild a palace gate before the end of this year.Zong Tianliang, spokesman for the office, said the project will take a year to complete and will be "a loyal copy of the original gate".But many fear construction of the gate might destroy some the historic remains.Yuanmingyuan is regarded as a symbol to remind Chinese people of the shameful history of the 19th century when China was bullied by Western countries.What visitors see in the park today is mostly the ruins left from a fire that the British and French troops set after plundering countless treasures from the royal garden in 1860.More than half of the 2,300 netizens who responded to a poll on sina.com on Monday were against the rebuilding project.About 54 percent agreed that rebuilding the gate would destroy some historical relics, and protecting what "remains is the best solution"."Yuanmingyuan as it stands today is the best material for patriotic education. China's State-owned Sinochem Corporation, one of the world's top 500 companies, had profits of more than eight billion yuan (US.1 billion) in 2007, up 95 percent over the previous year, the firm said on its web site.The Beijing-headquartered company didn't elaborate on these figures. Preliminary estimates showed that revenue topped 200 billion yuan, up 19 percent. Total assets exceeded 100 billion yuan. Sinochem, which began as a trading company in 1998, is involved in a range of businesses including agriculture, energy, chemicals, finance and real estate.Sinochem International, one of its subsidiaries, said last month that it would buy part of the business of Monsanto Company, a US-based agricultural company.Under the terms of the agreement, Sinochem will purchase the assets related to Monsanto's pesticide business and certain other assets in China's Taiwan Province and countries including the Philippines, Thailand, Vietnam, India, Pakistan and Bangladesh.

China's State Council on Friday approved a new regulation designed to make it easier for the public to lodge complaints against what they deem unjust government decisions. According to the Regulation on Implementing Administrative Review Law, the public has the right to ask the government to review its actions and decisions that they believe have infringed upon their rights. "It is an important platform for China's administrative organs to solve disputes, ease social tension and strengthen inner monitoring," said an official with the State Council's legal office. To ensure officials do not pass the buck, the regulation also stipulates that government bodies at all levels must take petitions seriously or their chief officials may be sacked. The regulation is based on the Administrative Review Law China adopted in 1999, the official said. Since then an average of more than 80,000 disputes have been resolved every year. The official said that the new regulation would be a more efficient means for the public to file complaints to the government than compared with filing lawsuits and petitioning. "Many of the disputes are thus settled at grassroots and rudimentary level and do not have to go to courts," the official said. "It tightens the affinity between the government and the public, and helps improve the government image." The regulation will take effect on August 1.

Well, that can become a reality if a Peking University design contest throws up something novel and exciting enough to replace the Western-style gown, which till now have been worn by students. The prestigious seat of higher learning, long known for its tradition of innovation, launched the academic-gown designing contest on Thursday. The criterion: the costume has to be traditionally Chinese. The top design could become a must at the university's graduation ceremony in the not-so-distant future, according to the university's Communist Youth League committee, which is in charge of students' activities. "If the gown proves a success, we could introduce it in other universities, too," committee director Han Liu said. The contestants, students and teachers both, have been asked to submit their gown and cap designs before June 8. After the preliminary eliminations, the selected costumes will be displayed at this year's graduation ceremony on July 3. "It's an innovation because students in all Chinese colleges today use the same Western-style gown," said Lu Peng, another committee official. "It's also part of our campaign to promote culture and tradition on campus." Colleges students used to wear different types of gowns at the graduation ceremony till the State Council's Academic Degrees Committee promoted a standard one, the Western-style gown, in 1994. The degrees committee, however, told China Daily on Friday that it was not compulsory for all colleges to use the same gown. Scholars and students have been asking if Chinese people should wear traditional clothes on important occasions, such as graduation ceremonies. "Why should Chinese students wear Western gowns while receiving their degrees?" Sui Yue said. Sui is a sophomore and president of Peking University's Costume and Culture Association for Communication, a students' association that's helping organize the contest. The contest is open to all traditional Chinese clothes, she said, but "hanfu", the pre-17th century traditional dress of the Han Chinese, the majority ethnic group of China, has the edge because of its popularity among students. Wide sleeves, crossed collar-bands, layered robes and a fabric belt are the striking features of the hanfu. The contest reflects the revival of traditional Chinese culture, Li Zhisheng, a professor of history at Peking University, said.

SHENYANG, March 6 (Xinhua) -- A total of nine descendants of the Chinese painter Qi Baishi have made agreements with one of 19 publishers and received books worth 100,000 yuan (14,051 U.S. dollars) as compensation over copyright infringement, a local court said on Thursday.     The Chinese Drama Publishing House contacted Qi's descendants and decided to give them books worth 200,000 yuan with a 50 percent discount as compensation after the court handed down the petition paper on Feb. 26, according to Shenyang Municipal Intermediate People's Court on Thursday.     Qi's offspring will have 90 percent copyright of the pirated book "Wu Changshuo and Qi Baishi's Seal Cutting" during the next 49 years and the publishing house has the remaining ten percent, according to their agreement.     Qi's descendants sued 24 publishers for 10 million yuan (1.3 million U.S. dollars) in damages for copyright infringement in December 2007. The court accepted 19 of them.     The claims were made against publishers based in Shanghai, Chongqing and other places, according to documents from the court.     Qi Bingyi, the painter's grandson said all the art works of his grandfather should enjoy the protection of copyright for 50 years after his death in 1957, but the publishers printed, published and sold the copies of the works without permission and also failed to pay contribution fees.     The largest damages claim ranged from 100,000 yuan to more than three million yuan.     The evidence that the plaintiffs collected included more than 100 items, including books, gold coins, paintings and seals.     The court began hearing four of the suits on Feb. 25 and a decision is yet to be handed down.

The government will get tough on those involved in illegal activities and speculation to cool the country's booming property market, a leading construction official said Thursday."We are in the middle of a campaign to regulate the property market and will crack down hard on anyone engaged in illegitimate activities such as stockpiling land and bidding up prices," Qi Ji, vice-minister of construction said at a press conference."We will expose and punish unscrupulous developers and do everything we can to prevent price hikes driven by non-market factors," he said.Qi said the government will also introduce differentiated tax and credit policies to deter people from buying property for investment purposes and control the demand for large apartments.Citing Beijing as an example, Qi said one of the key factors behind the skyrocketing prices was the influx of buyers from outside the city."Figures show more than a third of the commodity houses in Beijing were bought by people from outside the city," he said.And the figure is more than 50 percent for high-end properties in central areas, he said.The situation has led to an imbalance between supply and demand in these areas and prices are soaring, Qi said.House prices in the capital showed a year-on-year increase of 11.6 percent last month, the highest this year.Qi said governments must put greater emphasis on the development of low and middle-priced housing and small to medium-sized apartments to stabilize housing prices.In an effort to help ease the housing problems of low-income families in urban areas, the State Council recently rolled out a series of policies including the establishment of a low-rent system, the construction of more affordable homes and a large-scale program to renovate shantytowns.Qi said 10 million low-income families nationwide have housing problems, most concerning a lack of living space of less than 10 sq m per person."They cannot afford houses on the open market, which is why governments must help them," he said.
