The authorities delayed announcing the results of the legislative election because6,539 ballots were found to be spoiled, the SAR's Legislative Election Affairs committee said Monday.     Some 149,006 of the total 249,886 registered voters cast their ballots during the polling period, but 6,539 of these ballots were deemed as invalid, according to the SAR's Legislative Election Affairs Committee.     This year's voter turnout stood at 59.9 percent, compared with 58.39 percent in the previous legislative election in 2005.     The results of the legislative election still need to be submitted to the SAR's Court for final approval, and the confirmed results will be published on the SAR's Official Gazette on Sept. 30 at the latest.

BEIJING, Sept. 18 (Xinhua) -- Sirens wailed in a number of Chinese cities Friday to remind people of the Sept. 18 invasion and occupation by Japanese troops in 1931.     "We should not forget the past. The history tells us that we will be beaten if we are week," said Yang Jianhua, a 56-year-old worker who beat the bell at the 9.18 History Museum.     Dozens of cities across China including Harbin, Changchun and Xi'an also sounded the alarms at 9:18 a.m. to remind the people of the humiliating history.     On Sept. 18 in 1931, Shenyang resounded with the noise of cannons and explosions when Japanese forces attacked the barracks of Chinese troops. The move marked the beginning of a Japanese occupation that lasted 14 years.     A history museum in Changchun, capital of northeast China's Jilin Province, opened to the public for free as from Sept. 18. The Museum covers 10,600 square meters with more than 3,000 historical documents and materials.     An exhibition in Beijing displayed 220 photos and 260 items of historical relics on ordinary people's fighting against Japanese troops. URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. BEIJING, June 29 -- Chinese listed banks, which have lent record high amounts in the first half, are likely to report lower profit growth in the period due to narrowing interest spreads and higher provisioning requirements, industry analysts said.     "We are expecting a 7 to 8 percent year-on-year profit fall among the 14 listed banks in the first half-year," said Wang Liwen, banking analyst with Shanghai-based Guotai Junan Securities Co, citing stretched interest spreads as the major reason.     In 2008, the net interest rate spread for banks ranged from 2.45 percentage points to 3.62 percentage points, with the average figure hovering around 3 percentage points. This year, as the government cut interest rates several times to spur economic growth amid the global financial crisis, the net interest rate spread is expected to be lower, at around 2.36 percentage points. But this year, the net profit could probably stand at 210 billion yuan, down 10 percent on a yearly basis.     Bank of Ningbo, for instance, on July 14 announced no more than a 5-percent decease in net profit in its pre-released semi-annual report to the Shenzhen bourse. It is the first Chinese listed bank to report a profit fall in the first half.     Wang Yifeng, an analyst at TX Investment Consulting, said the improved provision coverage ratio requirement might also cripple profits at listed banks.     To prevent potential risks arising from the lending spree, China Banking Regulatory Commission raised the minimum provision coverage ratio requirement to 150 percent from 130 percent earlier this year.     "The increase will mainly eat into the profits of several large State-controlled banks as they are still not up to the new requirements," said Wang.     But as the squeezed spreads bottom out in the second half, most analysts said listed banks would still post positive growth for the whole year.     "Thanks to the widened interest rate spreads and lower loan cost in the following months, we are expecting a 10-percent growth in profits overall this year," said Liu Yinghua, an analyst with Shenzhen-based Ping An Securities.

BEIJING, Aug. 1 (Xinhua) -- China's crude steel output would surely top 500 million tonnes this year, said Luo Bingsheng, vice chairman of China Iron and Steel Association (CISA) on Saturday.     In the first half, China produce 266.58 million tonnes of crude steel, up 1.23 percent over the same period last year. In June alone, the daily output was about 1.65 million tonnes on average.     Compared with an increasing production capacity, the country's steel enterprises saw declining profits and revenues in the first six months amid low steel prices resulted from weaken market demands.     According to statistics covered 71 of China's large-scale steel producers, total business revenue of them dropped 28.07 percent year on year to 955 billion yuan (139.82 billion U.S. dollars) in the first half. Profit decreased by 98.32 percent to 1.73 billion yuan.     China produced 500 million tonnes of crude steel last year, accounting for 38 percent of the world total production volume.

URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday.     Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus.     The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing.     Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted.     By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group.     Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees.     Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections.     The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic.     Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order.     The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters.     A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery.     Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards.     He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.

BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said.     The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday.     The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW).     The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies.     The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said.     Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.
