BEIJING, Feb. 19 (Xinhua) -- China on Thursday again lodged urgent representations to the Russian Minister Counsellor to China in regards to the sinking of a Chinese cargo ship in Russian waters.     The Sierra Leone-flagged vessel named "New Star" sank off the waters near Russia's far-eastern port of Vladivostok on Sunday. Seven Chinese crew members were still missing.     China paid great attention to media reports that the ship sank after a Russian Coast Guard cruiser fired at it, said Foreign Ministry spokeswoman Jiang Yu in a news release.     Jiang said China had urged the Russian side to spare no efforts to help search for the missing crew members and make thorough investigations to find out the causes of the incident as soon as possible.     The Chinese embassy in Russia and consulate general in Khabarovsk also made representations to Russia at the same time, Jiang noted.     "Russia attached great importance to China's concern," said Jiang, adding that relevant Russian department is investigating the conduct of law enforcement agencies involved in the incident and will inform China of the results in time.

BEIJING, Feb. 21 (Xinhua) -- Chinese President Hu Jintao met with U.S. Secretary of State Hillary Clinton here on Saturday, stressing that it is of ever great importance to further deepen and develop Sino-U.S. relations.     Hu appreciated Clinton for her inaugural visit to China and other parts of Asia since taking office, saying this reflects the importance the new U.S. administration puts on developing relations with China and other Asian countries.     Clinton said she had "very good meetings" with Chinese officials during her visit, which she called the beginning of "a new era" of Sino-U.S. relations characterized by positive cooperation. BEIJING, April 6 (Xinhua) -- China will promote health-care reform in four areas -- public health services, medical treatment, medical insurance and drug supply -- for both urban and rural residents, according to a central government document released on Monday.     The reforms will make health-care more convenient and affordable and narrow the urban and rural gap, said the reform guidelines, jointly issued by the Central Committee of the Communist Party of China (CPC) and the State Council.     The government will provide unified education on disease prevention and control, health-care for women and children, first aid, blood donation and family planning to both urban and rural residents, the guidelines said.     Efforts will be made to further improve the sanitation of living and working conditions for urban and rural residents and to deal with all forms of pollution, said the document, adding that the monitoring for food sanitation and sanitation at work places and schools will be strengthened.     Medical treatment will mainly depend on nonprofit medical organizations with state-run hospitals playing the major role and commercial hospitals developing in a complementary way, the guidelines said.     The medical service in rural areas will be greatly improved, with emphasis on county-level hospitals. Large hospitals in cities should provide long-term aid to county-level hospitals in terms of clinical services, personnel training, technological guidance and equipment sharing, according to the document.     The reform will set up a new urban medical system based on community health-care services, which can help lower the medical expenses and provide more convenient service.     Chinese traditional medicine will play a bigger role in disease prevention and control, and in dealing with emergency public health incidents and medical care services, the document said.     The guidelines said a comprehensive medical insurance system composed of the basic medical insurance for urban employers and employees, basic medical insurance for urban residents and a new rural cooperative medical care program will cover 90 percent of the population by 2011.     In 1998, China began to establish a medical care system, aimed to cover all employers and employees in urban areas. The country introduced a comprehensive medical insurance program, which covers all urban residents, including children and the unemployed, in July 2007. A total of 79 cities were selected to launch the pilot program.     The insurance system's principle will shift from major diseases to also covering minor diseases. Commercial medical care insurance will also be made available to meet individual needs, according to the guidelines.     The document said China will speed up the establishment of a drug supply system to ensure basic supply and safety. The system is based on a catalogue of necessary drugs that are produced and distributed under government control and supervision.     The basic medical insurance will cover all listed drugs to effectively provide access to a range of basic medicines and to reduce quality problems, and prevent manufacturers and business people from circumventing the government's price controls.

BEIJING, March 29 (Xinhua) -- Chinese Vice Premier Wang Qishan has called on the international community to "act together" at the upcoming London summit to get through the global financial crisis, in an article published by the British newspaper The Times on Friday.     In the article entitled "G20 must look beyond the needs of the top 20," with a subtitle "China believes the developing world should have a stronger say in how the international financial system is run," Wang urged all heads of states to be present at the G20 London summit to "act together to get through the time of hardship."     After the financial crisis broke out, China was quick to put in place a decisive plan to boost domestic demand, advance economic restructuring and improve people's well-being, which have started to produce results, said the vice premier.     However, the Chinese economy still faces severe challenges, including to meet the demanding goal of maintaining economic growth by boosting domestic demand, ensuring employment and readjusting the economic structure. China also has to cope with shrinking external demand caused by the global economic downturn and trade and investment protectionism, Wang said.     "China will continue to take forceful measures to maintain steady and fast economic growth and contribute its share to an early recovery of the world economy," Wang pledged in the article.     Since the G20 summit in Washington last year, said Wang, China has provided a lot of assistance and support through a variety of means to a number of countries and regions, and played a part in the creation of significant Asian and global economic and trade initiatives.     The Chinese leader stressed the significance of the international community to enhance coordination and cooperation to overcome the current difficulties.     "Efforts should be made to expand trade and investment cooperation to bolster economic growth, step up cooperation among small and medium-size businesses to ensure employment stability, and strengthen cooperation in energy conservation and emissions' reduction, environmental protection and development of new energy technologies to nurture growth points for the world economy," Wang suggested.     He firmly rejected trade and investment protectionism of all kind. "The international community should recognize that the trend towards economic globalization is irreversible and should take credible steps to reject all forms of trade and investment protectionism," he said.     Wang also called on the international financial system to be reformed, "with the focus on readjusting the governance structure of international financial institutions and increasing the representation and voice of developing countries." He asked the London summit to set a clear goal, timetable and road-map for such reform.     To prevent similar crisis from happening again, Wang, also a Chinese economic expert, suggested prudent regulation of all financial markets and institutions involved to be tightened and regulatory coordination and cooperation at both the regional and international levels to be increased.     On the hot topic of increasing financial resources for the International Monetary Fund (IMF), he said China supports the increase as far as the fund is safe and reasonable returns can be ensured.     "China is ready to play an active part in exploring ways to raise resources and will contribute to this effort within its ability," Wang said. He asked the IMF to mobilize resources through the "quota-based" system as well as voluntary contributions, striking a balance between the rights and obligations of the contributing countries.     As a return, said the Chinese vice premier, the IMF must enhance capacity-building, reform governance structure and ensure that the resources play a significant role in easing the international financial crisis and countering the global economic downturn. BEIJING, April 5 (Xinhua) -- China will strengthen oversight of listed securities companies by promoting information transparency.     On Saturday, China Securities Regulatory Commission (CSRC) introduced a regulation which said securities companies should remind investors about potential risks when shareholders decide to launch a new business or introduce an innovative business.     The annual report and half-year report by listed securities companies should include risk assessment conditions, as well as reasons for risk and probable effects. BEIJING, March 12 (Xinhua) -- Overseas Chinese say they are pleased with the economic stimulus measures discussed at China's two top political conferences and think the proposals will provide a good road map for the future.     The two conferences, known as the "two sessions," are the Second Session of the 11th National People's Congress (NPC), which was to end Friday, and the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), which closed Thursday.     Speaking of Premier Wen Jiabao's work report to the NPC, overseas Chinese in the Czech Republic said they are confident for the future development of their homeland.     Ni Jian, chairman of the Czech Council for the Promotion of Peaceful Reunification of China, together with others, said they were pleased as Wen said in his speech that China "must not slacken efforts" to promote its exports amid a sharp decline in external demand.     Wen said "We will continue to diversify our export markets and compete on quality, enhance traditional export markets, and energetically open up new markets," adding the government is to take a series of measures to relieve the difficulties of exporters.     Ni said the proposed measures lighten the way for Chinese business people abroad.     Hu Zhiheng, a Wenzhou businessman in Italy, said he was most impressed by Wen's remarks that the government will make efforts to "ensure steady growth in foreign trade."     As a matter of fact, China had already adopted a series of measures before the two sessions that included such things as raising export rebates, loosening credit, and abolishing or cutting customs tariffs, he said.     The overseas Chinese were mostly concerned with the economic policies released at the two sessions and how the government will be responding to the global financial crisis in order to maintain stable development, Luo Yuhong, chief editor of Capital News in Belgium, told Xinhua.     Lu Chengrui, head of the U.S. Shandong Association, said he holds high expectations for the two conferences, and hopes all of the plans can be implemented.     Zhan Aixia, head of the New York Beijing Association, said after reading the government work report that she expects her country to develop a stronger economy and intensify cultural exchanges with the United States.     In addition, Chinese students in Japan, Belgium and Italy also kept a close eye on China's development.     In Belgium, student Chen Fang said she was especially interested in issues concerning employment as she planned a career in China after graduation.     Wu Changbo and Chen Yao in Italy described Wen's work report as China's commitment to the world amid the economic crisis.     In the face of great challenges and difficulties, China still pledged an 8 percent economic growth, which they said has showcased the confidence of the country.     Wen's statement that put a priority on the employment of college students and the advancing of education were inspiring, they said, adding that they wish they could use the knowledge they have acquired abroad to serve the motherland after graduation.     Li Guangzhe, chief of the Chinese students' association in Japan, told Xinhua that the group cares most China's ongoing process of building a harmonious society and the role it plays in the world platform.     Li said he found the answers to those questions in the premier's work report.     The confidence delivered in Wen's report will give impetus to the development of the whole world and demonstrates that China is a responsible global power, he added.
