Most of them suffered physical traumas and the long-time exposed wounds were infected in many of the cases, Hou Shike, chief doctor of the rescue team told Xinhua on Thursday.     The Chinese doctors expressed their sorrow for the lack of medication supplies in Haiti, a country believed to be the poorest of the western hemisphere.     "Doctors and medicine are of great need here," Hou said in a painful tone. With each "Merci (Thank you)" from a cured patient, the medicine that the rescuer brought from China becomes less.     "Now we see the patients are still able to move. But when the infection gets worse, the consequences will be critical," Hou said, apparently worried.     "I hope there are more rescue teams joining us," he said.     China's rescue team arrived in Port-au-Prince on early Thursday morning, with 50 members of the International Rescue Team of China, three rescuer dogs and more than 20 tons of equipment and humanitarian aid.     The Chinese government officials from the Foreign Ministry and Public Security Ministry and media also arrived on a chartered plane. An earthquake of 7.0 magnitude struck Haiti on Tuesday, destroying buildings and basic infrastructures, leaving thousands of people dead and millions affected, including the United Nations' Stabilization Mission in Haiti (MINUSTAH).     It was announced Thursday that a total of four police, 19 soldiers and 13 civilian staff members with the UN mission have died and hundreds of UN personnel unaccounted for.     According to United Nations' statistics, 70 percent of Haiti's population lives in poverty and half of its 8.5 million people are unemployed. The Food and Agriculture Organization has designated Haiti as one of the world's most economically vulnerable countries.

LONDON, March 15 (Xinhua) -- U.S. President Barack Obama's pressure on China over its currency's exchange rate is a manifestation of hypocrisy from the West and will not work, a British economist has said."The president is playing with fire... Obama really should tread carefully. At the same time, the United States is now at risk of sparking what could be an all-out trade war," said Liam Halligan in an article carried by this week's Sunday Telegraph.Halligan, chief economist at Prosperity Capital Management, predicted that China will not yield to U.S. pressure on the issue."Beijing will eventually allow the yuan to rise, but in its own time and in order to tackle inflation and not because of U.S. pressure."Chinese inflation is now at 2.7 percent, close to the official 3-percent control target, he noted.Halligan argued that the Chinese yuan may not be under-valued as much as Western politicians have perceived.Although Chinese exports rose by 46 percent in the first two months of 2010, the rise is from a very low base -- with February 2009 being the epicenter of the U.S.-sparked sub-prime storm, he noted.He also pointed out the fact that China's trade surplus dropped by 51 percent in the same period. That means China's gain in exports were out-weighed by an import surge."This hardly suggests the yuan, as (U.S. Treasury Secretary Tim) Geithner claims, is 'way too low'," said Halligan.Geithner said in January that Obama believed China was manipulating its currency.On Obama's latest call for China to adopt a more "market-oriented exchange rate," Halligan said Washington is actually the biggest currency manipulator in the world."The reality is that America's 'weak dollar' policy -- its long-standing practice of allowing its currency to depreciate in order to lower the value of its foreign debts -- amounts to the biggest currency manipulation in human history."Halligan also noted that Washington has for years "shamefully stalled" on various rulings of the World Trade Organization that showed America to be breaching global trade rules."America needs to act smarter and get its own economic house in order. Obama has decided instead to lash out at China in a desperate attempt to placate a U.S. electorate increasingly mindful of their president's failings," said Halligan.The economist said Western politicians' blame game against emerging markets over the current global imbalances reflects their hypocrisy and lack of character."It's always easier to blame someone else for your failings... The Western world's response to this self-made 'credit crunch' has highlighted the hypocrisy of our so-called leaders, their refusal to face reality and, above all, their lack of character," he said."The implication (of statements of Western politicians) is that sub-prime, and the deepest Western recession in generations, wasn't our fault. It was entirely unrelated to widespread financial fraud, political myopia and lax regulation," Halligan scorned.

BEIJING, Jan. 13 (Xinhua) -- Chinese Vice President Xi Jinping Wednesday stressed the need for able Party officials at county and village levels for countryside development.     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks when meeting with the relatives of Shen Hao, former secretary of a village committee of the CPC, whom Xi described as setting up an ideal example for village officials.     During his six years as the Secretary of the Xiaogang Village Committee of the CPC in east China's Anhui Province, Shen led impoverished villagers to build roads, improve housing facilities and help increase villagers' annual income from 2,300 yuan (337 U.S. dollars) to 6,600 yuan per capita.     On Nov. 6, 2009, he died of heart attack at the age of 45.     He was posthumously honored with the title of "national outstanding CPC member" and "the people's civil servant."     Xi said Shen had left a great legacy as a modern CPC village cadre with his "loyalty and love, innovation and hard work."     He urged Party officials at county and village levels to learn from Shen and contribute to the building of the socialist new countryside

GENEVA, March 17 (Xinhua) -- China respected the universality of human rights and believed all human rights were "universal, indivisible, interdependent and interrelated," He Yafei, China's new ambassador to the UN Office in Geneva, said on Wednesday."The principle of universality has been included in the UN Charter, the Universal Declaration of Human Rights and other international human rights instruments," He told Xinhua in an interview."China has ratified more than 20 international human rights instruments, including seven of the eight core human rights instruments. This demonstrates clearly China's affirmation of the universality of human rights," said the ambassador, who was China's vice foreign minister before taking his new position in Geneva earlier this month.While acknowledging the universality of human rights, He also stressed that countries might have different understandings about human rights and different ways and means of promoting and protecting human rights because of the "diversity of culture, history, religion and the difference of social systems and development levels.""The Vienna Declaration and Program of Action (VDPA) adopted by the World Conference on Human Rights in 1993 has confirmed that the significance of national and regional particularities and various historical, cultural and religious backgrounds must be borne in mind when promoting and protecting human rights and fundamental freedoms by states," he said.According to the Chinese ambassador, the UN Human Rights Council, which is based in Geneva and comprises 47 member states, is an agency aimed at promoting and protecting human rights through dialogue and cooperation.Nearly four years after its creation, the Council "has basically accomplished its work and is on the right track," he said.He noted the Council had been able to review all the items on the agenda and provided timely responses to the substantive human rights issues.In addition, the Council had reviewed human rights situations in 112 UN member states, including China, through its Universal Periodic Review (UPR) mechanism, which was a "worth mentioning" result.He admitted the Council was not a "perfect" agency and still suffered from problems such as double standards and politicization.The functioning of the Council needed to be reviewed so that its work could be improved and better aligned to the letters and spirit of the UN resolutions, he said.However, the ambassador expressed opposition to any attempts to "rebuild" the agency or to "renegotiate what has been agreed upon.""It is not the time to reform it or rebuild it when it is only four years old... What we should do at the present stage is to find the gaps and fill them in a pragmatic and forward-looking way," he said.The Human Rights Council replaced the former widely discredited and highly politicized UN Human Rights Commission, created in 1946.One of the Council's major duties is to conduct a Universal Periodic Review of all 192 UN member states to scrutinize their human rights records at home, regardless of their size, wealth, military or political importance.Besides its three regular meetings each year, the Council can also hold special sessions to discuss crisis situations.While the Council's Universal Periodic Review mechanism has been widely praised, some nongovernmental organizations still criticize the agency for not working effectively to tackle human rights problems around the world.A review of the Council's working methods is expected to take place in 2011, in accordance with a UN General Assembly resolution.In the interview, He also highlighted China's increasing contribution to the United Nations and its deeper integration into the international system."From the start of this year, China becomes the 8th largest contributor to the UN regular budget, just following the seven industrialized countries," He said.He added China was by far the largest troop-contributing country among the five permanent members of the UN Security Council. BEIJING, Feb. 25 (Xinhua) -- China defended its move to reduce its holdings of U.S. Treasury securities, saying the United States should take steps to promote confidence in U.S. dollar .Foreign Ministry spokesman Qin Gang made the comment Thursday when responding to questions on China's sale of U.S. Treasury securities last December.Qin said the issue should be viewed from two perspectives.He said on the one hand, China always followed the principle of "ensuring safety, liquidity and good value" in managing its foreign exchange reserve. And when it came to how much and when China buys the bonds, the decision should be made taking into account the market and China's need, so as to realize rational deployment of China's foreign exchange property, he said.And on the other hand, the United States should take concrete steps to beef up the international market's confidence in the U.S. dollar, Qin said.The way to view the issue was similar to doing business, he said.China trimmed its holdings of U.S. debt by 34.2 billion U.S. dollars in December 2009, leaving Japan the largest holder of U.S. Treasury securities, the U.S. Treasury Department reported on Feb. 16.As of the end of November last year, China held 789.6 billion U.S. dollars of U.S. Treasury bonds.

BEIJING, Jan. 21 (Xinhua) -- China's yuan-denominated individual home mortgage lending rose 1.4 trillion yuan (204.98 billion U.S. dollars) in 2009, up 47.9 percent from the previous year, said a report issued by the People's Bank of China, the central bank, on Wednesday.The growth rate was 37.4 percentage points higher than the previous year, said the report on China's investment flow in 2009.Meanwhile, the yuan-denominated property development lending gained 576.4 billion yuan in 2009, up 30.7 percent year on year, and the growth rate was 20.4 percentage points more than the previous year, the report said.The total mid-term and long-term loans in foreign and domestic currency expanded 7.1 trillion yuan in 2009, up 43.5 percent from the previous year, and the growth rate was 23.4 percentage points more than the previous year.The short-term loans in foreign and domestic currency expanded 2.3 trillion yuan, up 758.5 billion yuan from the same period last year.Industrial mid-term and long-term loans in foreign and domestic currency added 1 trillion yuan among China's major financial institutions, up 26 percent from the previous year.Infrastructure mid-term and long-term loans in foreign and domestic currency expanded 2.5 trillion yuan, up 43 percent from the same period last year, according to the report.The central bank said on Jan. 15 that China's new yuan-denominated lending in 2009 hit a record 9.59 trillion yuan (1.4 trillion U.S. dollars), almost double that of the previous year.
