BEIJING, Jan. 29 (Xinhua) -- Chinese State Councilor Ma Kai urged here Friday that public complaints and petitions should be handled properly to promote social stability and harmony.Ma Kai, also secretary-general of the State Council, or cabinet, made the remarks at a national conference attended by heads of relevant government departments dealing with such petitions.Ma stressed that the government should make more efforts to prevent the occurrence of disputes and complaints right from the start.He also called for better investigation and sound settlement of petition cases.He urged setting up a risk assessment system in the decision making procedure in major social issues.Better implementing existing policies and the accountability system for relevant official departments are also needed, Ma said.

BEIJING, Feb. 21 (Xinhua) -- The total length of China's rural roads had reached 3.3 million kilometers by the end of 2009, connecting 99.4 percent of towns and villages, a transportation official said here Sunday.Some 381,000 kilometers of roads were built in China in the past year, far exceeding the annual target of 300,000 kilometers, China's Vice Minister for Transport, Feng Zhenglin, said at a conference.By the end of 2009, residents at 35,000 towns and 553,000 villages in China's rural areas were able to take buses to travel, representing 98 percent and 87.8 percent of China's towns and villages, respectively, according to Feng.Li Shenglin, Minister of Transport, vowed at the conference to boost rural passenger transportation.Feng also vowed to improve the highway network that connects towns and villages this year and in the country's 12th Five Year Plan which starts in 2011.

BEIJING, Feb. 2 (Xinhua) -- China should further step up social spending to push forward reforms such as health care, welfare and education to sustain its economic growth, the Organization for Economic Co-operation and Development (OECD) said in a report on Tuesday.Although China's reforms have increasingly focused on the need for social cohesion in recent years, said the report, more efforts are still needed in various areas to improve people's living standards over a longer term.The fragmented system of welfare assistance, pension and health care should be unified, it said, stressing reforms on health care should be continued so as to ensure that provision at local levels is improved and eventually the different insurance systems are unified, it said.It also said China's registration system and restrictions on migrant workers' access to social services create obstacles to labor mobility, therefore should be relaxed.OECD groups 30 nations, mostly wealthy European countries, along with Canada, the United States, Japan, Australia, New Zealand, the Republic of Korea, Mexico and Turkey.The report, the second of its kind since 2005, said China is now leading the world economy out of recession with the help of the massive stimulus package."The Chinese government's swift and vigorous action to support its economy has contained the impact of the global recession," said Pier Carlo Padoan, chief economist and deputy secretary general of the OECD.China may overtake the United States to become the leading producer of manufactured goods in the next five to seven years, the report said.However, Zhang Zhigang, chief economist of the Center for International Economic Exchanges, said that to well study China one should not be confined to consider the country's aggregated economic volume but take into account the per capital economic volume, as China is a very populous nation of 1.3 billion people."It is true that China is capable of putting man in space, but on the other hand, in much of its underdeveloped inland areas, oxen are still used to plough the farm", said Zhang at a ceremony to launch the survey.While stressing the rapid expansion of the Chinese economy, the report also touched upon some of the weak points China faces, including the country's over-reliance on foreign-sourced technology embodied in foreign direct investment.The contribution added-value made to research and development was only one-tenth of that in the United States in 2005, according to the 232-page survey.As for financial and monetary issues, it said China will "eventually require a flexible exchange rate regime with open capital markets".Greater flexibility of the yuan exchange rate could not be achieved in a short period of time and it requires a step-by-step approach with supporting reforms in the financial areas, said Padoan in an interview with Xinhua.

LONDON, March 14 (Xinhua) -- China's efforts of switching economic growth pattern would help to make an overall more stable world economy, said John Hawksworth, head of macroeconomics of PriceWaterhouseCoopers (PWC), one of the world's four largest accounting firms.He told Xinhua in a recent interview that this would also ultimately be good for China in the long term. There will be a reduction in the global trade imbalances in the long run with China's efforts of shifting economic growth pattern.China's adjustment important for world economyHawksworth said that China plays its part in making these adjustments, which is important for the long-term stability of the world economy. That is because China is a very important player, the world's biggest economy after the United State.Meanwhile, he emphasized that other economies should also make adjustments and play their parts for the world economy.He said that the United States need to control its high level of government borrowing. The same applies to European countries with high levels of borrowing."So all the main economies need to adjust and China is an very important element in the overall adjustment process," said Hawksworth.He was optimistic about the prospects for China in the efforts of shifting its economic growth pattern."It will remain a very strong growing economy and I'm optimistic that it will meet challenges and will continue to increase its relative importance in the world economy over the next 10 or 20 years," he said.Long-term process for China to shift economic growth patternWith regards to the main reasons for China to shift its economic growth pattern, Hawksworth said that in the long run China wants to promote consumer spending as a big driver of growth.China has been quite reliant on exports and investment in the past, he said. "Ultimately as China becomes a bigger part of the world economy, it can't continue to grow exports as fast as before. Also opportunities for more and more investment will be increasing. ""In the long run, you'll be better if more of China's growth would be dependent on consumer spending," he said.However, he said that China can not suddenly switch to consumer spending. "It has to be a long-term process and would also depend on other types of policies."For example, he said providing better healthcare provision at the moment is quite important because Chinese households are concerned about their future health care and therefore don't like to spend money.He also said that it might be encouraged by gradual move towards an increase in the Chinese exchange rate which would tend to reduce the price of imports and therefore boost consumption and boost the household spending power."It is a combination of policies which can't be done overnight, there has to be a long-term process over 10 years or more to gradually take effect," said Hawksworth.Short- and long-term challenges for ChinaAt the same time, Hawksworth said China is facing some short- and long-term challenges in the process of shifting its economic growth pattern.As for the short-term challenges, he said that China has obviously put a lot of emphasis on government spending and investment to stimulate the economy during the global financial crisis."Although that has been quite successful, it may also have led to some dangers of an overheating with increases in property prices and asset prices," he warned.He said that is a short-term problem which really requires a gradual tightening of monetary policy. Some restrictions on bank lending are also needed to avoid this asset price bubble getting out of control.In his view, the long-term challenge is about moving towards an economy that is more driven by household spending."This is partly about encouraging households to feel more confident about the future, about providing better healthcare from the state or better pensions to the households," he said.

SHANGHAI, Jan. 15 (Xinhua) -- Chinese President Hu Jintao Friday called on the Chinese people to pool their strength and resources to make sure the Shanghai World Expo a success.     With just 106 days to go before the Expo opening on May 1, Hu visited the Expo site Friday during an inspection tour in Shanghai.     "Hosting the World Expo is not only a significant event of Shanghai, but also of the whole nation," he said, noting it was both the responsibility of Shanghai and the whole country to hold a successful Expo. GENEVA, March 17 (Xinhua) -- It's still not the time to talk about sanctions against Iran as the door of diplomacy is still open on finding a compromise over its nuclear program, He Yafei, China's ambassador to the United Nations Office in Geneva, said on Wednesday."I think the door of compromise through negotiations, the door of diplomacy, is not closed," He told reporters."We need to do our best, to exhaust every avenue before we decide on whether we should have new additional sanction measures, " He said.The Chinese ambassador said that Iran, as a member of the Nuclear Non-Proliferation Treaty (NPT), is entitled to the peaceful use of nuclear energy, but the country "should not develop any capability that can produce nuclear weapons.""We certainly do not want to see an Iran with a nuclear weapon capability...China is very much for safeguarding and strengthening the nuclear non-proliferation regime," He said.According to the ambassador, the way out for Iran's nuclear issue is to have a dialogue and to have negotiations with the country.He added that China had been talking to Iran constantly and urging the country to agree to a proposal by the International Atomic Energy Agency (IAEA) as a first step to solve the nuclear issue.Under the IAEA proposal, most of Iran's existing low-grade enriched uranium should be shipped to Russia and France, where it would be processed into fuel rods with the purity of 20 percent. The higher-grad nuclear fuel would then be transported back to Iran for the use at a research reactor.The United States and its Western allies have long been accusing Iran of secretly developing nuclear weapons under the disguise of a civilian program. Iran has denied the accusation and stressed its nuclear program is solely for peaceful purposes.Nowadays Western powers are talking about adopting new sanctions on Iran over its nuclear program through a UN resolution.
