BEIJING, Sept. 4 (Xinhua) -- China's State Council, or the Cabinet, has ordered government agencies to take immediate actions to rectify the financial abuses exposed by the National Audit Office (NAO) in late August.     All units that misused funds were required to report their rectification results to the State Council before Oct. 31, according to an executive meeting of the Cabinet Thursday, which was presided over by Premier Wen Jiabao.     The NAO found 29.38 billion yuan (4.32 billion U.S. dollars) worth of "problematic" expenditures after auditing the 2007 state budget spending of 53 ministerial-level departments and 368 of their affiliates.     It also found 258 million yuan of disaster relief funds were embezzled and used for administrative expenses or government construction projects.     The meeting decided that more central agencies shall make public their budgets. Eleven of them did this last year.     The Cabinet also reviewed a draft ordinance complementary for the enforcement of the Labor Contract Law, and decided that further revision has to be done before it could be enacted.     The Labor Contract Law took effect on Jan. 1 and has raised concern in China's corporate world because of its enhanced protection of laborers' rights.

BEIJING, April 24 (Xinhua) -- Chinese Premier Wen Jiabao met here on Thursday with ex-French Prime Minister Jean-Pierre Raffarin, and urged the French government to work with China to put bilateral relations on a healthy and stable track.     Wen said France was the first Western power to forge diplomatic relations with China, and also the first European Union (EU) member state to set up a comprehensive strategic partnership with China.     China valued its friendship with France, which was fostered by leaders of several generations from both nations and by the two peoples, Wen said. ZHANJIANG, Guangdong, June 28 (Xinhua) -- After a five-day visit to China, Japan's Maritime Self-Defense Force destroyer "Sazanami" left the southern Guangdong Province port city of Zhanjiang on Saturday morning.     Sazanami, with its 240-member crew, is the first Japanese warship to visit China since World War II.     A farewell ceremony was held at the port before its departure.     "Please send the love and friendship of the Chinese navy and people back to Japan," Lt. LHASA, Oct. 11 (Xinhua) -- An earthquake followed by some 1,000 aftershocks has affected more than 60,000 people in the Tibet Autonomous Region this week, the local government said in a news conference Saturday.     Since Monday's 6.6-magnitude quake struck Damxung County in Lhasa, more than 1,000 aftershocks have been monitored, including one that measured 5.4 on the Richter scale, said Gong Puguang, vice president of the regional government.     61,231 people in the region's capital have been affected and 989 houses collapsed, said Gong.     More than 4,800 people have been relocated out of the quake zone.     The quake-hit areas include Lhasa, Xigaze and Shannan regions, where 28 km of road and 11 bridges were damaged.     So far, ten people have been confirmed dead. 54 others sustained injuries, one third of those injuries are serious.     The central government allocated 10 million yuan (1.46 million U.S. dollars), 11,000 tents, quilts, and other quake relief materials to the affected area.     The items were being distributed as traffic and telecommunication resumed in the area.     The local government is evaluating economic losses from the disaster.     Seismologists predict more aftershocks will hit the county but the force is unlikely to exceed 5.5 on the Richter scale.
