UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao Thursday urged the international community, especially developed nations, to speed up intensive efforts to realize the Millennium Development Goals (MDGs).     CHINA'S CONTRIBUTION     Wen made the calls in his address to the UN high-level event on the MDGs. He told the meeting China has honored its commitments to the MDGs by dramatically reducing the number of Chinese living in poverty and by providing assistance to least developed countries.     China, the most populous country in the world, has accelerated development mainly through its own efforts and through reform and opening-up since 1978, and has "brought down the number of people in absolute poverty from 250 million to 15 million in less than 30 years," he said.     The nation's free compulsory education, medical care for 800 million farmers, and governance at various levels have all witnessed substantial progress, the Chinese premier said. It has also provided 206.5 billion RMB (30.37 billion dollars) in various forms of assistance to such countries, of which 90.8 billion RMB (13.35 billion dollars) is free aid, Wen said.     China also provided zero-tariff treatment to the goods of 42 least developed countries. It has also trained 15,000 African medical professionals, sent medical teams and provided free medicines to Africa, he added. The first and foremost development goal should be economic, with educational, cultural and social development also high on the agenda, he added.     He urged respect for the right of all countries to choose their own development paths suited to their national conditions, and called for efforts to resolve regional conflicts and ethnic strife through peaceful means.     On international assistance in eliminating poverty, Wen said developed countries in particular should assume the responsibility of helping underdeveloped countries.     "Assistance should be provided selflessly, with no strings attached. It is particularly important to increase assistance for least developed countries and regions," he said.     Wen proposed that donor countries double their donations to the World Food Programme in the next five years and that the international community do more to cancel or reduce debts owed by least developed countries and provide zero-tariff treatment to their exports.     Efforts should also be made to improve the working mechanisms for the development goals in the Millennium Declaration and coordinate the functions of international organizations to jointly overcome the difficulties facing developing countries, he proposed. Ninety-five percent of products from these countries will also enjoy zero-tariff treatment in the Chinese market, the premier said.     China will also increase agricultural technology support and provide more agricultural training opportunities for developing countries, he said.     Over the next five years, developing countries will get 10,000 more scholarships from China, along with some training programs provided exclusively for African teachers. China will also fully staff and equip the hospitals it builds for African countries and help train their medical staff.     Also in the next five years, China will develop 100 small-scale clean energy projects for developing countries, including small hydropower, solar power and bio-gas projects, the premier said.     Wen arrived in New York Tuesday morning for a three-day visit. He attended the annual high-level debate of the UN General Assembly Wednesday as well as Thursday's UN MDGs summit meeting, and held talks with UN Secretary-General Ban Ki-moon and leaders of some countries.

TOKYO, Sept. 16 (Xinhua) -- The Fourth Beijing-Tokyo Forum began its plenary meeting Tuesday in Tokyo. Asahi Breweries Ltd., Japan's largest beer producer, is targeting the Chinese milk products market with an all-around manner with its new milk factory being under construction in China's Shandong Province, company officials told Xinhua Saturday.     A milk company, which has been building the factory, was established in Laiyang city, Shandong Province, in April. It's the first time for a large-scale Japanese corporation to enter the Chinese integrated milk business in the fields of both production and sales.     The company is owned 90 percent by Asahi. BEIJING, Sept. 28 (Xinhua) -- Chinese Premier Wen Jiabao celebrated the successful return of Chinese taikonauts who had completed the country's third manned space mission on Sunday.     Together with other senior officials and officers at the Beijing Aerospace Control Center (BACC), Wen watched the re-entry of Shenzhou-7 space module to Earth in a live transmission. China's Shenzhou-7 spacecraft's re-entry module lands safely in north China's Inner Mongolia Autonomous Region.After the module landed in China's northern grassland and the three taikonauts Zhai Zhigang, Liu Boming, and Jing Haipeng moved out of the spaceship by themselves, Wen congratulated the victory with the technical staff members and operators in the center.     Delivering a congratulatory note from the central authorities, Wen said the mission was "a victory of the Chinese space and technological field and a monumental achievement in the socialist causes". WASHINGTON, July 29 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi and U.S. President George W. BEIJING, June 16 (Xinhua) -- Prevention of secondary disasters, such as landslides and mud-rock flows, amid rain storms and frequent aftershocks following the May 12 earthquake was an "urgent task", said the quake relief headquarters of China's State Council on Monday.     "New geological disasters can happen at any time due to the long-lasting aftershocks and much stronger precipitation as the country's rivers enter the flooding season," the headquarters warned after a meeting presided by Premier Wen Jiabao.     The quake zone and the rain-lashed southern regions are the focuses of the prevention work, according to the meeting.     Work must be sped up to remove the dangers of quake-formed lakes, quake-damaged dams and hydropower plants as well as dikes of major rivers, the headquarters said.     The headquarters urged local governments and related departments to strengthen monitoring and alarms of rains, floods and aftershocks, and told quake-hit regions to base their recovery plans on geological hazard assessment. BEIJING, May 2 (Xinhua) -- Beijing saw 86 "blue sky" days, or days with fairly good air quality, in the first four months of this year, a sign that years of anti-pollution efforts made by the Olympic host city continue to pay off.     The number of "blue sky" days was 11 more than the same period of last year, according to the Beijing Municipal Bureau of Environmental Protection.     The Chinese capital recorded 67 blue sky days in the first quarter, 12 more than in the corresponding period last year.     Meanwhile, major pollution indices, including concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide and particulate matters in the air, kept dropping markedly.     Beijing has input 120 billion yuan (17.1 billion U.S. dollars) in improving the air quality in the past years, and the number of "blue sky" days increased to 246 last year from 100 in 1998, when the capital launched the "blue sky" drive.     Meanwhile, Beijing's neighbouring municipality Tianjin, the provinces of Hebei, Shanxi and Shandong, and the Inner Mongolia Autonomous Region are lending a hand to the capital to attain anti-pollution goals. These efforts include closing major polluters, removing outmoded cabs and reconditioning gas stations to capture harmful chemicals.     Beijing aims to have 70 percent of the days up to standard this ear, which meant there should be at least 256 blue sky days.     It has been working to reduce pollution and improve the air quality to ensure a "Green Olympics."     For example, the municipal government cut public transport fares in an attempt to lure local residents out of their private cars, which could cut auto emissions. The city also converted 18,000 outdated coal-fired boilers and installed electrical heaters in 20,000 detached houses, replacing coal-heated devices.     Beijing is also considering traffic controls during the Olympics, in which drivers with even- and odd-numbered license plates, except taxis, buses and emergency vehicles, would only be able to drive on alternate days. Offenders would be fined.     During a test of this proposal conducted from Aug. 17-20, about1.3 million cars were taken off the city roads each day and the amount of pollutants discharged was cut by 5,815.2 tons, according o a report by the Beijing Municipal Bureau of Environmental Protection.
