 BEIJING, Jan. 11 (Xinhua) -- The General Political Department of the Chinese People's Liberation Army (PLA) has issued a notice ordering all members of the PLA and the Chinese People's Armed Police Corps (PAPC) to study a recent instruction on value made byHu Jintao, chairman of the Central Military Commission.     Addressing a recent military conference, Hu urged servicemen to strengthen their spiritual pillar and foster the core value of "Beloyal to the Party, love the people, serve the nation, be devoted to the mission, and worship credit."     Hu's instruction has put forward a major strategic task for ideological and political building of the Army under the new historic conditions, said the notice. BEIJING, Oct. 21 (Xinhua) -- Chinese President Hu Jintao said the country's trade unions should play an active role in promoting coordinated labor relations on Tuesday.     Addressing a symposium attended by the newly-elected leaders of the All-China Federation of Trade Unions (ACFTU) and representatives of the 15th national congress of the ACFTU, Hu said trade unions should listen to the employees and voice their opinions.     He called on trade unions to earnestly safeguard the legitimate rights and interests of employees and coordinate labor relations to promote social stability.     He added that trade unions need reform and should explore new solutions to deal with problems.  BEIJING, Jan. 4 (Xinhua) -- Major Chinese lenders are expanding a preferential policy on house loan interests to cut the burden of the country's home buyers hit by the spreading financial crisis.     For individuals who bought houses on mortgage lending before Oct. 27, 2008 and have not paid off the loans, their credit interest rates could be reduced to 70 percent of the benchmark rate from the previous 85 percent, customer service staff of several banks told Xinhua on Sunday.     The discount will be available for Beijing, Shanghai and Qingdao clients of the China Construction Bank after their applications go through default record checks.     The Bank of China branch in Shanghai is also providing the preference but the Beijing branch keeps the rate unchanged.     The Industrial and Commercial Bank of China, the country's largest lender, and the Agricultural Bank of China are also making specific rules for similar rate discounts.     China's central bank announced in October it would reduce the lower limit of interest rates on individual house loans to 70 percent of the benchmark credit rate from 85 percent, starting from Oct. 27 last year.     The move was viewed as a stimulus to the flagging property market but it has been unclear whether house mortgage deals before that date can enjoy the favor.     Under the rate discount, home buyers with a 500,000-yuan (73,500 U.S. dollars) bank loan to be paid off within 20 years can save nearly 60,000 yuan of interest, analysts estimate.

BEIJING, Dec. 13 (Xinhua) -- Chinese Premier Wen Jiabao returned to Beijing Saturday night from a trilateral summit between China, Japan and the Republic of Korea (ROK).     In a half-day meeting in Japan's Fukuoka, Wen, his Japanese counterpart Taro Aso and ROK President Lee Myung-bak discussed trilateral ties, the ongoing global financial crisis and other issues of common concern.     Before the meeting, Wen met Lee and Aso respectively, and discussed bilateral relations with them.     They issued a joint statement on tripartite partnership relations after the meeting.

They would first be transported to Sichuan's provincial capital of Chengdu, about 120 km from Ya'an, and then be flown to Taiwan.     Before their departure, the pandas had their breakfast – carrot and steamed corn buns.     A brief ceremony was held at the Bifeng Gorge Base in Ya'an before the pair's departure.     Zhang Hemin, director of the giant panda protection center, said at the ceremony he hoped the pair would bring happiness to Taiwan compatriots.     The 4-year-old pandas, Tuan Tuan and Yuan Yuan, have been living at a breeding base in Ya'an, Sichuan Province, since the May 12 strong earthquake which damaged their former home in Wolong.     Qu Chunmao, the pair's keeper in Ya'an, spoke in tears, "I wish them a happy life in Taiwan."     A Taiwan keeper, who would accompany the pair to the island, said the pandas were in good condition.     "They had a good breakfast to sustain them on the long journey," she said.

Short-distance passenger trains would be suspended for more long-distance trains. Hard sleepers would be changed to seats.     The ministry will also transfer passenger trains serving northeast and northwest areas to south and east China and improve schedules of temporary trains, especially those for students and migrant workers.     Meanwhile, tickets will be sold only in the railway ticket sales network, except for group tickets for students and migrant workers. Hotels, restaurants and travel agencies are ordered to halt ticket booking services, and major stations will adopt 24-hour sales.     Stations have to set up counters for students and send staff to sell tickets in schools and places where migrant workers gather.     Sales staff are prohibited from buying tickets for others, from carrying cash and mobile phones during work hours, from keeping personal belongings on the sales desk.     Wang also apologized to passengers who had reacted angrily to a video posted online, which showed a sales lady in Beijing Railway Station printing 130 tickets for trains running to cities in the northeast.     Passengers had accused the station of scalping tickets. As of Thursday, the authorities had detained 2,393 people in 2,009 scalping investigations and seized 78,237 tickets, of which 60,000 were counterfeit.     MOR spokesman Wang Yongping said insufficient transport capacity resulted in the short supply and scalpers made it worse.     Almost 188 million people are expected to travel by train in the holiday season, up 8 percent or 13.73 million from last year. The daily rail traffic will grow by 340,000 people to a record average high of 4.7 million.     From Jan. 1 to 10, the number of passengers leaving Beijing increased 29.4 percent year on year. The figure for Shanghai was 22.7 percent and Guangzhou 25.8 percent.     The Spring Festival rush started on Jan. 11. The first four days saw 18.15 million travelers nationwide, 4.538 million a day, up 8.5 percent from a year earlier.     Wang said the ministry had arranged a record 2,208 temporary trains, 253 more than the same period last year, and more were yet to come into service, but the supply was still far from enough, he added.     Wang Zhiguo said the ministry would start construction on up to 30,000 kilometers of new lines with investment of more than 2 trillion yuan (292.5 billion U.S. dollars) in two years.     Operational railways would stretch 110,000 kilometers by 2012 when the difficulty of obtaining a ticket would be much eased, he added.
