BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.

ATHENS, Nov. 25 (Xinhua) -- Chinese President Hu Jintao said here on Tuesday that China hopes to push its ties with Greece to a higher level.     The Chinese government has attached great importance to its relations with Greece and has been viewing the bilateral ties from a strategic and long-term perspective, Hu said during his meeting with Greek Prime Minister Costas Karamanlis.     China hopes to expand the scope of shared interests with Greece and push forward bilateral cooperation in various sectors, the Chinese president said.     He suggested that the two sides set up a guideline for long-term economic cooperation and establish a more effective communication platform for enterprises on both sides. CAIRO, Dec. 25 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang said on Thursday that China is willing to further the strategic cooperative ties with Egypt which was established in 1999.     During his meeting with Egyptian President Hosni Mubarak, Li said the tenth anniversary of the establishment of the ties in next year should be an opportunity to further such a relationship.     "The two sides should take advantage of this opportunity to strengthen the strategic coordination and cooperation and enrich the contents of bilateral relations," he said.     Li suggested the two countries to deepen cooperation in trade, investment, transport, communications, tourism and human resources as well as explore new areas.     Meanwhile, Mubarak expressed beliefs that with the joint efforts of leaders of the two countries, Egypt-China strategic cooperative relations will make new progress.     Li arrived here on Wednesday afternoon for a four-day official visit to Egypt at the invitation of Egyptian Prime Minister Ahmed Nazef.     He told Mubarak that the purpose of his visit is to implement the consensus reached by the two heads of state, deepen the relations with Egyptian and promote relations with Arab and African countries.     He hailed Egypt, which he believes plays an important role in international and regional affairs, as an important cooperative partner of China among developing countries.     "The Chinese side attaches great importance to developing Sino-Egyptian relations," Li noted, adding that the two countries have always respected each other, treated each other frankly and witnessed continuously deepened political trust and rapid development of pragmatic cooperation in various areas.     "The relationship between the two nations has become a model for cooperation among developing countries," he said.     Mubarak asked Li to convey his regards to Chinese President Hu Jintao and other Chinese leaders. The trip has brought him to Indonesia and will bring him to Kuwait.     Among his entourages are senior foreign affairs, development, commercial and banking officials.     According to Chinese statistics, trade volume between China and Egypt has reached more than 5.3 billion U.S. dollars as of October this year, a 44-percent increase compared with the same period of last year.     By the end of July, about 570 Chinese companies have invested in the northeastern African country.     In addition, more and more Egyptian students begin to study Chinese language as the bilateral ties ushered into a new phase. BEIJING, Jan. 28 (Xinhua) -- China's railways carried 75.05 million passengers between Jan. 11-27, or in the first 17 days of the 40-day Spring Festival travel rush.     The figure represents a 17 percent increase from a year earlier, the Ministry of Railways (MOR) said Wednesday.     The ministry has ordered to add more transport capacity to provinces and municipalities including Sichuan, Chongqing, and Jiangxi to brace for the post-holiday traffic rush. BEIJING, Dec. 23 (Xinhua) -- A senior Chinese official has urged the country's political advisors to make more practical proposals to the government to resolve environmental pollution and other social problems.     Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultation Conference (CPPCC), made the remark in a letter to the CPPCC's first seminar on China's population, resources and environment development concluded in Beijing on Tuesday.     China would have many challenges in achieving steady economic growth and social development next year, which included environmental protection, employment and resources issues, Jia said in the letter.     Political advisors should work together and make proposals and suggestions that could serve the people and country effectively, he said.     The seminar was attended by members of the CPPCC, China's top political advisory body, and experts from companies and research institutes.

BEIJING, Jan. 21 (Xinhua) -- Taiwan's chief negotiator Ching Pin-kung hailed Wednesday significant progress on cross-Straits relations over the past year.     The cross-Straits relations in 2008 have made several breakthroughs, said Chiang, chairman of the island's Straits Exchange Foundation (SEF), at Wednesday's press conference.     SEF and mainland's Association for Relations Across the Taiwan Straits (ARATS), the two main negotiation bodies, held their first meeting in Beijing last June after the talks were suspended for almost 10 years. The second meeting was held in Taiwan in November.     The two sides reached six agreements after the two rounds of talks, including the historical direct links of transport, trade and post services which started on December 15.     "With all these breakthroughs, the cross-Straits ties have turned to be normal and practical with mutual trust and understanding," Chiang said.     Chiang said SEF would persist with building "positive" and "interactive" cross-Straits relations in the coming new year.     The main topics in the next round of the talks between the mainland and Taiwan, scheduled for later this year, would include joint efforts on cracking down on crimes, financial cooperation and regular cross-Straits flights, Chiang said.     Board members, supervisors and consultants in SEF planned to visit the mainland in 2009, according to Chiang.

However, reports on Tuesday say the disease has been contained and cases are on the decline.     Zimbabwe's health sector got a major boost at the weekend when the country received 140 tons of medical supplies from the United Nations Children's Fund.     Since Zimbabwe declared cholera and the health system a national emergency, a number of donors and diplomats have come in with sizeable donations.     Over the weekend, Tanzania donated 40 tons of medical supplies to fight the cholera epidemic while SADC has launched an emergency request for medical aid.     Last week, the United Nations Population Fund donated five tonsof surgical sundries towards central hospitals' maternity services for a period of at least three months.     A fortnight ago, Namibia responded to Zimbabwean government's request for assistance with a donation of 200,000 dollars worth of drugs.     Two weeks earlier, South Africa had partnered the Zimbabweans government to contain the cholera outbreak in Beitbridge.     Other non-governmental organisations and UN agencies have also assisted through the provision of incentives for staff working in cholera treatment centres, logistics and experienced staff.     The assistance from the donor community is earmarked either for cholera or revival of the health sector.

BEIJING, Nov. 20 (Xinhua) -- China has been studying a fuel tax reform to replace the current road tolls imposed upon vehicles, the National Development and Reform Commission (NDRC), the country's top economic planner, announced here on Thursday.     The announcement came after media reports said on Wednesday that the government was likely to impose the fuel tax as early as next month.     The NDRC together with the Ministry of Finance and the Ministry of Transport has jointly held discussions on related issues including abolishing road and waterway maintenance fees, lowering refined oil prices and improving the fuel pricing system.     The planner didn't specify when to launch the long-awaited reform.     The introduction of a fuel tax in China was first proposed in 1994 but has been delayed amid concerns that it would impose too great a burden on those who consumed more oil.     The government has instead collected road maintenance fees from automobile users regardless of how much gasoline or diesel oil they use.     Analysts said the on-going oil price drop presented a good opportunity for China to resume its fuel tax reform.     World crude oil prices fell to the current 53.62 U.S. dollars, down more than 60 percent from the peak price of 147 U.S. dollars in mid-July.
