NICOSIA, Jan. 30 (Xinhua) -- Chinese Foreign Minister Yang Jiechi expressed his solemn position on the U.S. arms sales to Taiwan here Saturday, urging the U.S. to stop selling weapons to the Chinese province.Yang, who is paying an official visit to Cyprus, said in disregard of strong opposition and repeated protest from China, the U.S. administration flagrantly announced its plan to sell the weapons to Taiwan worth about 6.4 billion dollars.Such a move is gravely against the three joint communiques between China and the United States, especially the "Aug. 17" communique, Yang said, adding that it constitutes crude interference in China's internal affairs, and harms China's national security and peaceful reunification efforts.China firmly opposes such a move which runs counter to the U.S. commitment to support the peaceful growth of the cross-Strait relations, he said. The Chinese foreign minister urged the U.S. side to adopt a serious attitude towards the Chinese position, earnestly respect China's core interests and major concerns, revoke immediately the erroneous decision on the arms sales to Taiwan and stop selling weapons so as not to undermine the China-U.S. relations.Yang Jiechi said China has repeatedly stated its position on the U.S. arms sales to Taiwan. During a recent meeting in London between the foreign ministers of the two countries, the Chinese side again made clear its solemn stand on the issue, urging the U.S. side to fully recognize the gravity of the issue and stop selling weapons to Taiwan, he added. The Obama administration Friday notified the U.S. Congress of the plan to sell the weapons to Taiwan. The arms sales would include 114 Patriot (PAC-3) anti-missile systems, 60 UH-60M Black Hawk helicopters, 12 Harpoon Block II Telemetry missiles, 2 Osprey Class mine hunting ships and a command and control enhancement system, according to a Pentagon website.

ISTANBUL, Jan. 26 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who attends a regional summit on Afghanistan here as the special representative of Chinese President Hu Jintao, pledged that China, as a neighbor that shares friendship dated back to antiquity, will continue to support Afghanistan's reconstruction."China has actively supported, promoted and participated in Afghanistan's post-war peace and reconstruction effort. Look ahead, China will continue to give support to Afghanistan within its capacity," Yang said in his remarks at the Istanbul Summit on Friendship and Cooperation in the Heart of Asia.Yang noted that since 2002, China has cancelled all mature debts owed by the Afghan government and provided a total of more than 900 million yuan (about 132 million U.S. dollars) grant assistance. He said China has launched a large number of assistance programs in Afghanistan to help improve people's lives, including a series of big projects such as the Jomhuri Hospital (Republican Hospital) and the Parwan irrigation project, which have made a positive impact in the country's reconstruction process.China has also trained more than 500 Afghan government officials in a broad range of areas, including diplomacy, economy and trade, medical and health care, finance, tourism, agriculture and counternarcotics, according to Yang.China announced last year it will turn all its previously committed 75-million-U.S. dollar concessional loans into grant assistance, to be provided to Afghanistan over a five-year period.Yang said the first tranche of funds was already delivered in 2009, and the remaining 60 million U.S. dollars will be made available in the coming four years."In addition, we will keep on assisting Afghanistan in such areas as vocational training and human resources development," Yang added.Hosted by Turkey, the Istanbul summit was also attended by Afghan President Hamid Karzai, Pakistani President Asif Ali Zardari, Turkish President Abdullah Gul, Iranian First Vice President Mohammad-Reza Rahimi and Tajikistan Foreign Minister Hamrohon Zarifi.Yang said China highly appreciates Turkey's efforts in addressing the issue of Afghanistan and supports the tripartite cooperation among Turkey, Afghanistan and Pakistan. He praised the progress Afghanistan has made in its reconstruction."Over the past eight years, we have seen how the Afghan people have risen to challenge and worked unyieldingly to rebuild their country. Afghanistan has gradually recovered from the traumas of war and scored commendable achievements in institution building, economic development and external relations," Yang said.He hailed that the successful presidential election held by the Afghan people in 2009 was of special significance, as it marked an important step forward towards the goal of "Afghanistan run by the Afghans."However, Yang pointed out that Afghanistan still faces many daunting challenges, as the security situation remains volatile, the process of economic reconstruction is slow and people's livelihood needs urgent improvement."Afghanistan is at a critical juncture," said Yang, calling on countries in the region and the international community to step up efforts to support Afghanistan. He made a four-point proposal in this regard. He said the countries in the region, having special associations with Afghanistan due to geographical, religious, ethnic and linguistic reasons, should bring into full play our advantages and get actively involved in Afghanistan's reconstruction process. The countries should accord top priority to Afghanistan's capacity building and human resources development and, under the principles of mutual respect, equality and mutual benefit, engage in result-oriented cooperation with Afghanistan in such key areas as transport and trade facilitation, energy, communications, drug control and education, he said.He advised to increase communication to ensure that relevant mechanisms and initiatives are viable, practical and efficient and can play a positive role in bringing about an early solution to the Afghan issue.Yang also stressed the need to always remember to fully respect the independence of Afghanistan and the imperativeness to respect the leading role of the United Nations in coordinating international efforts."We sincerely hope that with the hard work of the Afghan government and people and the strong support of the international community, a peaceful, stable and independent Afghanistan that enjoys development and good-neighborliness will emerge in the world," Yang said.Tuesday's summit issued a statement in which Afghanistan's neighboring countries said they back the war-torn country's plan to reconcile with moderate Taliban forces as Karzai is seeking international support for the program."(We) support, therefore, the Afghan national process of reconciliation and reintegration in accordance with the Constitution of Afghanistan in a way that is Afghan-led and - driven," said the statement.

BEIJING, March 23 (Xinhua) -- China's year-on-year inflation rate was expected to be between 2 to 2.5 percent for the first quarter this year, the country's top economic planner said here Tuesday. The consumer price index (CPI), a main gauge of inflation, would see a "moderate increase" in the first quarter, the National Development and Reform Commission (NDRC) said in a statement on its website.China's CPI rose 2.7 percent from a year earlier in February, according to data from the National Bureau of Statistics.Food prices would begin to fall as the weather got warmer, said the statement. In February, food prices rose 6.2 percent from the previous year due to the Lunar New Year holiday and poor weather. The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. People usually spend a lot on food, alcohol, cigarettes and gifts during the period. The February CPI was within normal range, compared with the Spring Festival months in previous years, said Zhou Wangjun, deputy director of the Department of Prices of the NDRC.However, Zhou warned that there were still uncertainties in the price trend, including fluctuation in international commodities prices.China targets a consumer price rise of around 3 percent this year, according to a government work report delivered by Premier Wen Jiabao at the opening of the annual session of the National People's Congress earlier this month.

HONG KONG, Feb. 15 (Xinhua) -- Over 20,000 people gathered on both sides of Hong Kong's Victoria Harbor to watch a 23-minute firework show Monday evening, as the city is unwrapping various festive activities to celebrate the year of the Tiger. The show began at 8 pm local time (1200 GMT) despite heavy fog and light showers.Spectators cheered and shouted as the Arabic number "eight" appeared in the sky, followed by patterns resembling fish. Fireworks designers explained that the number eight shares the same pronunciation with the word "Fa" which means striking gold while the word "fish" sounds the same with "surplus" in Cantonese. For Hong Kong residents who tend to believe that lucky signs and lucky-sounding words do actually bring in luck, they are delighted at the show, which also include patters similar to the shape of the Chinese traditional gold ingot and red Chinese character "Ji" which means auspiciousness. The Lunar New Year firework show has become an annual event since it lit up the sky above the Victoria Harbor for the first time during the Lunar New Year in 1982.Sponsors of the event said this year's extravaganza costs more that 3 million HK dollars (about 400,000 U.S. dollars ), but they insist the expenditure worthwhile as it brings laughter and joy to Hong Kong citizens at the begining of a new year.

LOS ANGELES, March 9 (Xinhua) -- A China automaker has made headlines in California as it is considering locating its U.S. office and assembly line in the state, local media reported on Tuesday. The office and assembly line are expected to create high-paying jobs in a state hard-hit by the recent recession. The Chinese automaker BYD, or Build Your Dreams, may really build a dream in California after it has teamed up with German automaking giant Daimler-Benz to manufacture an A-class electric vehicle.China's BYD F6DM, powered by electric motors and gasoline engine, is displayed at the North American International Auto Show (NAIAS), in Detroit, the United States, JaN. 11, 2009.As one of the world's largest rechargeable battery and consumer electronics makers, BYD entered the U.S. market this year with its electric car model BYD e6 through the North American International Auto Show in Detroit. The first batch of such cars is to hit markets in Europe, the United States and China as early as next year.Morale-boosted by the BYD intention, local authorities from both the Los Angeles County and Los Angeles City reportedly met BYD executives to woo the firm to locate its office and assembly line on their premises.Several other places including Long Beach and Lancaster have also joined the race to attract the attention of China's fourth biggest carmaker."It would be a tremendous boost to our economy and economic growth and prosperity," said Tony Bell, spokesman for Los Angeles County Supervisor Michael Antonovich. As the largest auto market in the United States, California has recently seen a mushrooming of so-called "green tech" firms involved in the research and production of electric and other alternative energy vehicles.BYD is expected to produce better versions of electric cars by adding its long-life rechargeable battery to Benz chassis and transmission. The e6's, an all-electric crossover car, already are claimed to reach a range of 400 kilometers per charge.Though local pundits claim that California is the right place for BYD to locate its U.S. office and assembly line, BYD executives remained silent on the issue.Local authorities have made wooing BYD to open business in California their top priority, hoping the addition of the Chinese electric car maker would help create in California a new and greener Detroit.

The two major portals, namely www.gov.cn of the central government, and www.xinhuanet.com of Xinhua News Agency, jointly interviewed Premier Wen on Saturday with chosen questions raised by netizens"The problems of public concern often keep me up night after night, searching for solutions," he said.Noticing that both netizens' questions and premier's remarks focused on domestic issues in this high-profile event, observers said the phenomenon may exactly illustrate that China was still a developing country with numerous thorny issues of its own.The chat seems to support the belief of Chinese leaders that the country's most pressing task is to address domestic issues, they said.Wen did not talk too much about the widely concerned international affairs, such as climate change or the relations with neighboring countries.Prof. Zheng Yongnian, director of East Asia Institute of National University of Singapore said, "it is reasonable that China is paying more attention to domestic issues, as China's handling of domestic issues, if properly, is itself a contribution to the international society."The adroit handling of domestic issues is the foundation for China to hold other responsibilities in the international society, " he added.

BEIJING, Feb. 8 (Xinhua) -- Chinese Premier Wen Jiabao urged China and Japan to strengthen exchange and cooperation Monday to boost mutual understanding and trust.Wen made the remarks while meeting with members of the fifth 21st Century Committee for China-Japan Friendship. The committee, an advisory panel to both nations' governments, convened a meeting in Beijing on Sunday to discuss various aspects of China-Japan relations and to provide suggestions to the two governments."The foundation, as well as the hopes for and future of China-Japan friendship, lies in the peoples of the two countries," Wen said.Chinese Premier Wen Jiabao (R, front) meets with members attending the first meeting of the fifth 21st Century Committee for China-Japan Friendship in Beijing, capital of China, Feb. 8, 2010.Stressing that both sides need to take history as a mirror and face the future, Wen said China and Japan should handle relevant issues with the broad situation of Asia and the world in mind, enhance exchange and cooperation and increase mutual understanding and trust, so that the peoples of the two nations can become closer to each other and further develop bilateral ties.Hailing the committee as the bridge linking the two countries and the two peoples, Wen said he believed the committee would produce fruitful outcomes with the concerted efforts of the two parties.Chinese Foreign Minister Yang Jiechi (R) meets with Taizo Nishimuro, Tokyo Stock Exchange (TSE) president, and chief member of the Japan side of the first meeting of the fifth 21st Century Committee for China-Japan Friendship in Beijing Feb. 8, 2010China's Foreign Minister Yang Jiechi also met with the committee members. The committee met the press during their first meeting earlier Monday. During the meeting, Chinese chair of the panel Tang Jiaxuan dismissed the notion China's development meant acting "tough" towards others."The anxiety over China's being tough is groundless and unnecessary. What's crucial is the actual policies and moves China has taken," Tang said when asked if China will take "tougher" policies vis-a-vis Japan as the two countries' gap in national strength narrows.Tang said China's achievements over the last six decades have been notable and that the country's gap with Japan has narrowed.Still, he noted, China's per capita GDP is only 3,700 U.S. dollars, meaning it is not in the top 100 ranking of countries by the measure while Japan's per capita GDP is well over 40,000 U.S. dollars.China still has 150 million people living in poverty, according to the UN's standard of poverty of living on less than one U.S. dollar a day, Tang noted."That means China will remain a developing country for a long time into the future and needs to focus on its own development.""By tradition, China advocates harmonious relations with neighboring countries. China will stick to a peaceful development path and befriend the peoples of neighboring countries with diplomatic relations and build harmony in Asia and the world at large," Tang said.

MOSCOW, March 19 (Xinhua) -- Chinese and Russian officials and experts have expressed optimism on further expansion of Sino-Russian ties on the eve of a visit here by Chinese Vice-President Xi Jinping.A Chinese Foreign Ministry spokesman said Thursday that Xi’s visit to Russia would further promote bilateral cooperation.Xi was invited by Russian Prime Minister Vladimir Putin to attend the inauguration of the Year of Chinese Language, and the opening ceremony of the second round of dialogue between the Chinese and Russian ruling parties, Qin Gang said."The Year of Chinese Language will promote mutual understanding and friendship between the Chinese and Russian people, which would also enhance the two countries' cultural cooperation," he said.At a press conference for the upcoming Year of Chinese Language held here on Wednesday, Li Hui, Chinese ambassador to Russia, said the language year would be conducive to nurturing language talents and deepening the bilateral relationship."I hope that, through the Year of Chinese Language, Russian people, particularly the young people, will understand Chinese society and traditional culture,” he said.China held the Year of Russian Language in 2009 and, with this year's reciprocation in Russia, is an effort to further consolidate the bilateral strategic partnership of cooperation.Li said previously the Year of Chinese Language, with its many events, would write a new page in China-Russia ties and elevate bilateral relations to a new high.In a recent interview with Xinhua, Alexander Lukin, director of the Center for East Asia and Shanghai Cooperation Organization Studies at Moscow State University for International Relations, said Russia-China ties, which have been developing smoothly, are at their best in history. The current ties between Russia and China are entirely equal and are based on practical interests, Lukin said."The two countries have almost no contradictions. Both support a multi-polar world and oppose a global structure dominated by a certain country," he said.Several leading Russian Sinologists, who attended a recent reception for the traditional Chinese lantern festival, all hailed the achievements made in Russia-China relations in recent years.Russian First Deputy Foreign Minister Andrey Denisov and Mikhail Titarenko, chairman of the Russia-China Friendship Association, said the frequent high-level exchanges in 2009, joint celebration of the 60th anniversary of the Russia-China diplomatic relations and the success of the Year of Russian Language had played a key role in deepening bilateral relations. They said Russia-China relations would maintain sound development in 2010 and a series of grand events, including the Year of Chinese Language, would further boost bilateral ties.

BEIJING, March 19 (Xinhua) -- China must strengthen trade ties with Russia, Belarus, Finland and Sweden, said Vice Commerce Minister Gao Hucheng Friday, a day ahead of Vice President Xi Jinping's 11-day official visit to the four European countries.Gao told Xinhua that China had been Russia's biggest trading partner since February last year. Sino-Russian trade reached its peak in 2008, with trade volume hitting a record 58.8 billion U.S. dollars. However, the volume was dragged down by the global economic downturn last year, falling 31.8 percent year on year to 38.8 billion U.S. dollars.Sino-Russian trade volume grew 67.9 percent year on year in the first two months of 2010, which was close to the pre-crisis level, Gao said."More attention must be paid to the restructuring of trade cooperation between the two countries," said Gao.China should import more electro-mechanical and technological products from Russia and the two sides should cooperate more in resources development and cross investment.China was Belarus's biggest trading partner in Asia. Bilateral trade had grown 12-fold since 1992, when the two nations established diplomatic relations. Trade volume was 810 million U.S. dollars in 2009.Gao said the Chinese and Belarus governments should encourage companies to enhance cooperation in areas like energy, telecommunications and infrastructure, and support local banks to provide better financial services for each other's companies. He said Finland and Sweden were famous for their innovation-oriented economies, which happened to complement China's economic pattern. As China's eighth and ninth biggest EU trading partners, Sweden and Finland were also major vendors of technology to China, he said.China signed technology contracts worth 420 million U.S. dollars with Sweden and 370 million U.S. dollars with Finland last year.Gao said he hoped the two countries would help China gain EU recognition of its full market-economy status at an early date.
