SHANGHAI, July 17 (Xinhua) -- U.S. Commerce Secretary Gary Locke said in Shanghai Friday that he expected cooperation between China and the United Stated in the fields of clean energy technology and carbon emission elimination would benefit both countries in the campaign against climate change.  "I believe there is great opportunity for greater cooperation between United States and China," said Locke, a Chinese American, in his speech at a welcome ceremony jointly hosted by American Chamber of Commerce in Shanghai and the US-China Business Council.     His audience included dozens of Chinese businessmen from across the country and representatives of international corporations with branches in Shanghai.     "I want China and the United States to lead the world and save the planet from irreversible climate change. CAIRO, June 21 (Xinhua) -- China's new special envoy on the Middle East issue Wu Sike said here on Sunday that China is willing to push forward the peace process with all the parties concerned under new circumstances in the region. It was also the first such casein Asia.     China Monday cancelled a chartered flight to Mexico to pick up 120 or so stranded passengers. The airline said another 80 Chinese citizens have requested to take the expected chartered flight back to the country.     NO DISCRIMINATION, CHINA SAYS     Monday's take-off of Chinese plane has been a result of a bilateral agreement between the governments, which allows both to send chartered flights to each other's country to lift their stranded nationals.     The agreement was reached even after diplomatic disputes whether China has taken discriminatory measures against Mexican citizens.     Mexican Foreign Minister Patricia Espinosa Cantellano has complained China's quarantine of some Mexican citizens with no symptoms of the virus was discriminatory and short of scientific evidence. He also reminded Mexican citizens not to travel to China until it corrected the discriminatory measures.     Foreign Ministry spokesman Ma Zhaoxu said on Monday that the country's medical quarantine of some passengers who had traveled on the same flight with the Mexican man who was infected with influenza A/H1N1 as necessary.     "The measures concerned are not targeted at Mexican citizens and there is no discrimination," he said in a press release. "This is purely a medical quarantine issue."     Ma said China hoped Mexico would be understanding of the measures adopted by China and handle this matter objectively and calmly given the overall situation of jointly addressing the epidemic.     He also said China and Mexico are friendly countries and China attaches great importance to diplomatic relations with Mexico.     "China is willing to enhance cooperation with Mexico and make joint efforts to combat the epidemic situation," said Ma.     All the 176 passengers and 13 crew aboard have been located and those who remained in China have been quarantined, including Mexicans. 　　MORE INSPECTION TEAMS     In another move to contain the epidemic, the government has stepped up checks on people entering the country by sending another six supervision teams to major provinces to prevent influenza A/H1N1 from spreading to the country, the top quality supervisor said Monday.     These teams went to provinces of Shandong, Hebei, Sichuan, Jiangsu, Zhejiang, Hunan, Hubei and Shaanxi and would work together with local authorities, according to the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     GAQSIQ required all people entering China by air, land and sea to fill in personal health statement cards to strength control efforts.     The 6 teams were in addition to the previous 5 teams going to Beijing, Shanghai and Guangzhou on April 25.     Also on Monday, the Ministry of Health said it had listed A/H1N1 under the category of infectious diseases that warranted quarantine, and would quarantine people and material crossing China's borders that were suspected of transmitting the virus.

UNITED NATIONS, May 11 (Xinhua) -- China voiced its support for the resumption of the Middle East peace process on Monday, calling upon all the parties concerned to create an environment conducive to the Middle East peace talks.     The statement came as Zhang Yesui, the Chinese permanent representative to the United Nations, was speaking at an open Security Council meeting on behalf of Chinese Foreign Minister Yang Jiechi. "At present, the situation in the Middle East is at a very critical stage," Zhang said. "We hope that parties concerned will stay firm to their conviction of resolving the issue through political negotiations, refrain from moves that may ruin mutual trust and reconciliation so as to create the condition for resumptions of negotiation," Zhang said. "The ultimate way out for the Palestinian issue is the realization of two states, Israel and Palestine, living side-by-side in peace."     Therefore, the Chinese ambassador called on parties concerned to continue to act in the spirit enshrined in relevant UN resolutions and adhere to the principle of "the Land for Peace" and "the two-state solution," saying that they should push for the earlier achievement of reconciliation between Israel and Palestine, the establishment of an independent state of Palestine and the peaceful coexistence between Arabs and Jews.     The realization of a comprehensive, just and lasting peace in the Middle East depends on the settlement of all relevant issues in the region, he said.     Describing both the Syria-Israel talks and the Lebanon-Israel negotiations as "important components of the Middle-East peace process," Zhang called for a holistic approach to promote such talks.     Meanwhile, he said other hot-spot issues in the region should also be "properly addressed so as to create a favorable environment for the peace process."     On the other hand, "the Middle East peace process cannot be achieved without the help and support of the international community," Zhang said, calling on the international community to continue to support the development of Palestine and immediately implement its commitment to the reconstruction in Gaza.     "Parties concerned should uphold just and strengthen the mediation efforts and at the same time consider the establishment of a broadly-represented, balanced and effective multilateral mechanism which will provide oversight and support for the peace process in the Middle East," Zhang said.     Zhang said China supports the efforts of the Quartet, a diplomatic group of the United Nations, the European Union, Russia and the United States in search of the Middle East peace, and Russia's proposal to hold an international conference on Middle East in Moscow.     The open council meeting, chaired by Russian Foreign Minister Sergey Lavrov whose country holds the rotating presidency of the 15-nation council this month, came at a time when the new Israeli government was headed by hawkish Prime Minister Benjam Netanyahu.     Netanyhu has so far refused to publicly endorse the creation of an independent Palestine state, the key element of an international plan to bring about a comprehensive, just and lasting peace in the Middle East.     Also present at the open debate are UN Secretary-General Ban Ki-moon, British Foreign Minister David Miliband, French Foreign Minister Bernard Kouchner, Turkish Foreign Minister Ahmet Davutoglu and UN ambassadors from other Council members.     Israel, Palestine and Arab states were not invited to address the meeting.

BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.

BEIJING, July 10 (Xinhua) -- China's Ministry of Finance (MOF) announced Friday that it will launch two more batches of electronic savings bonds of up to 50 billion yuan (7.32 billion U.S. dollars) since next week.     According to the ministry, one batch of the e-savings bonds of 40 billion yuan has a term of three years, with a fixed annual interest rate of 3.73 percent.     The other, the five-year e-savings bonds, is worth 10 billion yuan at a fixed annual interest rate of four percent.     The two bonds will be issued from July 15 to 31, with interests to be calculated from July 15 and paid annually, said the ministry in a statement on its website.     These bonds are open to only individual investors, the MOF said.     Compared with other types of bonds, the e-savings bond is seen as more convenient for investors. For example, the interest can bepaid through direct deposit into the investor's account.     This is the second time the ministry launches this kind of bond this year, with the first issuance of two batches of e-savings bonds in April.     The ministry also said it would issue two batches of book-entry treasury bonds next week with a face value of 12.48 billion yuan and 12.65 billion yuan each.     One with the face value of 12.48 billion yuan has a term of 91 days, and the issue price, set by competitive bidding, was 99.72 yuan for a face value of 100 yuan. In this sense, the annual yield will be 1.15 percent, the ministry said.     The other has a term of 273 days, and the issue price was set at 99.077 yuan for 100 yuan, with an annual yield of 1.25 percent.     The ministry said the book-entry T-bonds will be sold from July 13 to July 15. Trading of the bonds will begin July 17.

URUMQI, July 12 (Xinhua) -- The violence-torn Xinjiang Uygur Autonomous Region is plodding on the road to recovery amid vigilance one week after the violence in its capital city of Urumqi that left 184 people dead and 1,680 injured.     Police with riot gears were inspecting checkpoints, combing coaches for runaway suspects involved in the deadly violence.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour to the autonomous region on Sunday that to maintain social stability is the top concern of the livelihood of the people of all ethnic groups in Xinjiang for the time being.     The regional government chairman Nur Berkri said in a televised speech Sunday afternoon that the number of people injured in violence on July 5 had risen to 1,680.     Altogether 216 of the 939 hospitalized are seriously injured and 74 injured fatally, he said.     An oil tank explosion occurred at a chemical plant in Urumqi Sunday morning. Police ruled out the possibility of intentional sabotage after on-the-spot investigation but said the reason of the explosion needs further investigation.     At the suburb of Aksu City, people who flocked into the Uygur bazaar, Toksun, as the local residents called it, said they had felt something different.     "There are much fewer people compared with what it was before the violence," said Tunxunjiang Tuohuniyazi, a local Uygur who were visiting the bazaar with his wife.     "On my way here, I saw a lot of policemen," he said. "But I understand it. The heavy security helps ensure our safety."     The bazaar, which boasts 3,000 stands, only saw a little more than 500 of them in business on Sunday.     Tuniyazi Yiming, a vender busy baking dumplings, said his turnover halved with number of the bazaar visitors on such a sharp decline.     The same bleak business picture could be seen in the border city of Kashgar in southern Xinjiang, where markets and bazaars reported only a few visitors.     Also hurt is the the region's tourism. Sources with the Urumqi Municipal government told Xinhua that because of the riot, 1,184 tour groups had cancelled their plans to visit the city as of Sunday.     They involved 74,218 travelers, including 10,731 tourists from overseas.     Railway authorities said Sunday that situation in the Urumqi's train terminal is normal.     The passenger volume was reported at 21,000 persons at the station on Sunday, 4,000 fewer than Saturday.     "There are no so-called 'waves of refugees' and ticket scalpers reported by some overseas journalists in the train terminal," said Chen Kai, vice chief of the South Train Station of Urumqi.     In Urumqi, thousands of youngsters have expressed their willingness to serve the city by signing up to be volunteers.     "Two days after the hotline was launched, we have received more than 1,600 calls," said Yu Yinglong, head of the Volunteer Association in Urumqi.
