CHONGQING, Dec. 16 (Xinhua) -- China has approved the establishment of a bonded area in southwestern Chongqing Municipality in an effort to boost the opening and development of central and western regions.     Chongqing Vice Mayor Huang Qifan said Tuesday at a press conference here that the first inland bonded area had been approved by the State Council, or the Cabinet.     The 8.37-sq km Cuntan Bonded Area centers both the Cuntan Harbor and the Jiangbei International Airport. The bonded area will be completed in 2015.     "The Cuntan Bonded Area will be built into a multi-functional area with most advanced logistics and preferential policies," Huang said. "It will also become an accelerator for the opening upof central and eastern inland cities."     The Chongqing Bonded Area Development Company and the area's administration commission will start operation on Thursday. Huang did not reveal the investment for the bonded area or its operation time.     Bao Zichuan, chairman of the company, said the bonded area will focus on harbor business, air transport, foreign trade, export-oriented processing and commodity displays.     Enterprises in the bonded area will enjoy such preferential policies as tax rebates for exports and free tax for trading within the area.     So far, China has established ten such free trade zones in the coastal areas from north to south.

WASHINGTON, Nov. 14 (Xinhua) -- Chinese President Hu Jintao arrived in Washington Friday for a summit to discuss issues concerning financial markets and the global economy.     President Hu, and other leaders from the Group of Twenty (G20) members, have been invited by U.S. President George W. Bush to Saturday's meeting, the first in a series of summits to mitigate what economists predict could be a long and deep downturn.     Later in the evening, the Chinese president is expected to attend a dinner hosted by Bush for all the leaders.     "The leaders will review progress being made to address the current financial crisis, advance a common understanding of its causes, and, in order to avoid a repetition, agree on a common set of principles for reform of the regulatory and institutional regimes for the world's financial sectors," said White House spokeswoman Dana Perino last month in making the announcement of the summit.     At a press briefing last week, Chinese Vice Foreign Minister He Yafei said that China expects to build a fair, inclusive and efficient international financial system.     "We hope to consult with other participants to reform the international financial system and finally try to establish a fair, inclusive and efficient system," He said.     He said that China would take an active part in the summit-related activities in a constructive attitude, work together with all the parties for the achievement of pragmatic outcome, and impel the international community to tackle the financial crisis in a timely, comprehensive and effective manner.     The members of the G20 include Argentina, Australia, Brazil, Britain, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United States, and the European Union.     The managing director of the International Monetary Fund (IMF),the president of the World Bank, the secretary-general of the United Nations and the chairman of the Financial Stability Forum have also been invited to the Washington summit.     Washington is the first leg of President Hu's five-nation trip. He will later pay state visits to Costa Rica, Cuba, Peru and Greece.  BEIJING, Dec. 12 (Xinhua) -- A Chinese mainland official said on Friday that the mainland is ready to launch a direct postal service across the Taiwan Straits slated for next Monday.     The direct postal service would end a situation that has prevailed since 1949, under which air, sea and postal movements between the Chinese mainland and Taiwan have gone through a third place.     Wang Yuci, deputy head of the State Post Bureau of China, said Beijing, Shanghai, Guangzhou, Fuzhou, Xiamen, Xi'an, Nanjing and Chengdu in the Chinese mainland, and Taipei, Kaohsiung, Keelung, Kinmen and Matsu of Taiwan were selected as regional distribution centers for the service.     Distribution centers would be adjusted or added based on future needs, he noted.     New services between post bureaux across the Taiwan Straits including express mail, parcel post, and postal remittances would start from next Monday to meet the needs of people on both sides, he said.     Before, only registered mails were allowed to be sent across the Taiwan Straits following an agreement signed by the mainland's Association for Relations Across the Taiwan Straits (ARATS) and the Taiwan-based Straits Exchange Foundation (SEF) in 1993.     Parcels, remittances and express mails could only be sent via Hong Kong and Macao.     However, the official said the new postal remittance service would be carried out by phases because of technical problems.     Residents on the mainland could cash their remittance from Taiwan next Monday, while Taiwan residents had to wait until January or February, he said.     In early November, the ARATS and the SEF, authorized by the Chinese mainland and Taiwan respectively to handle cross-Straits issues, signed the agreements on direct postal services during their first summit in Taipei.     The two sides also signed agreements on direct shipping and flights, and food safety.

BEIJING, Oct. 17 -- The government is ready to introduce a series of measures to cushion the impact of slower growth in foreign trade and industrial output caused by the global credit crisis, the vice-minister of the National Development and Reform Commission, said Thursday.     Speaking at a press conference held by the State Council Information Office in Beijing, Du Ying said that as the global economy has slowed, foreign trade volume, value-added output and the profit growth of industrial firms based in China's coastal areas have shown a downward trend in the second half of the year.     "The State Council is greatly concerned by the trend and is ready to introduce a series of measures," he said.     But the full impact of the global financial crisis has yet to be seen, he said.    "We must have a full picture of the difficulties and challenges," he said. The government has already taken several measures to combat the impact, including lowering the deposit reserve ratio, helping small- and medium-sized factories to upgrade their technologies, and introducing more favorable credit policies, Du said.     He said he is confident China can weather the storm.     "As in the past, China can overcome the challenges and difficulties and enter a new stage of development. I'm fully confident of that," Du said.     With the global financial crisis continuing to escalate, China - the world's fourth largest economy - has seen its major economic indexes slide.     The National Bureau of Statistics is due to release figures on Monday for the economic situation over the past three quarters.     Some analysts have forecast that GDP growth might drop further in the third quarter, from 10.1 percent in the second quarter and 11.9 percent for the whole of last year.     Yang Xiong, vice-mayor of Shanghai, said the city's industrial output growth fell to 6 percent last month from an average of 11.5 percent per month in the first three quarters.     The financial hub remains in good shape, however, partly due to investments in preparation for the 2010 World Expo, he said.     Zhao Kezhi, deputy governor of Jiangsu, said the province's trade figures were down 4 percent year-on-year in the first nine months.     Chen Min'er, vice-governor of Zhejiang, said the province had witnessed "individual" cases of company failures, but denied media reports of widespread factory closures.     Authorities will respond by trying to cut the tax burden on local firms, make more credit available and ensure a sufficient supply of land and power for manufacturers, Chen said, adding that now was a good time to weed out obsolete, polluting plants.     On Wednesday, Zhou Xiaochuan, governor of the central bank, called for increased domestic consumption to counter the economic slowdown.     "Due to the impact of various factors, we may need to increase domestic demand," he told Hong Kong-based Phoenix TV.

BEIJING, Oct. 30 (Xinhua) -- The latest test found that Chinese baby formula milk and other milk powder products met the new temporary restrictions on melamine, the country's top quality control agency said on Thursday.     It was the 13th test on the industrial chemical following the tainted baby formula scandal that killed at least three infants and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).     The latest test covered 60 batches of baby formula milk powder from 14 brands in five major cities nationwide, and 68 batches of other milk powder products from 22 brands in 12 cities, the agency said.     At present, 1,336 batches of baby formula from 74 brands and 1,935 batches of other milk powder from 178 brands produced after Sept. 14 were tested and all were in line with the limit, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.     China set temporary limits on melamine content in dairy products earlier this month. The limits were a maximum of 1 mg of melamine per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products containing at least 15 percent milk.

BRUSSELS, Jan. 19 (Xinhua) -- The NATO secretary general on Monday praised the Chinese navy's anti-piracy operations off the coast of Somalia and indicated NATO's willingness to work with China on the issue. "I am applauding what is a rather unique position of the Chinese navy participating in the anti-piracy (campaign)," Secretary General Jaap de Hoop Scheffer told Chinese journalists at a NATO New Year reception.     "I do not exclude, at a certain stage, that when the United Nations would create a sort of roof under which these whole anti-piracy operations take place, NATO and China will meet under that roof," he said.
