BEIJING, Feb. 6 (Xinhua) -- The worst drought in half a century in northern China will continue until next month, although it will be eased slightly by rainfall forecasted for the next ten days, according to the China Meteorological Administration (CMA) on Friday.     In March, rainfall in most parts of the wheat-growing areas in northern China is expected to be slightly less or close to normal. However, the wheat crops in Hebei, Shanxi, Shaanxi, Shandong, Henan and Anhui will continue to suffer, said Xiao Ziniu, director of the National Climate Center (NCC) under the CMA said at a videoconference. China raised the drought emergency class Thursday from level two to level one, the highest alert, in response to the worst drought to hit northern China in half a century, according to a State Council meeting.China declared the highest level of emergency on Thursday in response to the rare drought which began in November. President Hu Jintao and Premier Wen Jiabao have ordered all-out efforts to combat the severe drought in the country's vast wheat-growing area to ensure a good summer harvest.     About half of the total, or 78.77 million mu (5.25 million hectares) of the affected wheat lands have been irrigated in the nation's eight wheat-growing provinces as of Feb. 5, according to data released by the Ministry of Agriculture (MOA) on Friday. Soldiers of armed police force help a farmer to irrigate his field in Huainan, east China's Anhui Province, Feb. 5, 2009. The ministry said it would offer farmers subsidies on irrigation equipment purchase to aid the relief work. Prices of the facilities should not be higher than the market price for last year.     Buying water pump and the watering machinery will be subsidized to meet the urgent demand of the anti-drought effort, said an official with the ministry, stressing that the product quality should be insured.     The area of affected crops has expanded to 161 million mu by Feb. 6. 4.37 million people and 2.1 million livestock are facing drinking water shortage, according to data released by the Office of State Flood Control and Drought Relief Headquarters. People barrel drinking water supplied by the local government at Chengguan Township in Ruyang County of Luoyang City, central China's Henan Province, Feb. 4, 2009. The city had received a reduced effective rainfall since October 2008, almost 80 percent less than in the same period of previous years. The local government has allocated some 25 million yuan (3.65 million U.S. dollars) for drought relief and crops protectionThe scarcity of rain in some parts of the north and central provinces is the worst in recorded history, as the drought spanned from autumn to winter -- a weather trend not witnessed in years, according to Sun Zhengcai, the Minister of Agriculture. The situation in some areas is extremely severe, he said.     Lack of rain has created a layer of three-to-ten-centimeter of dry soil in many parts of northern China, Sun said.     As the drought will not be relieved in the short-run, more seedlings are likely to be killed as spring approaches, which could threatened the summer harvest. The county has suffered from serious drought since September 2008 with about 150,667 hektares of farmland and 184,000 people and 326,000 livestocks short of water. MOA data showed more than 2.3 million mu of wheat seedlings in Henan, Anhui and Shandong provinces had perished.     This year's summer harvest became more unpredictable as Puccinia striiformis, or stripe rust, one of the most damaging wheat disease began to show signs of spreading across the nation, MOA warned.     The dangerous disease, which could cause losses up to 40 percent, has affected more than 11.3 million mu (753,000 hectares) of wheat in seven provinces, 4.6 million mu more than the same period last year. The northwestern Gansu and Ningxia saw the worst outbreak in 19 years.

BEIJING, Feb. 28 (Xinhua) -- China on Saturday urged Japan to proceed with discretion in word and deed over the Diaoyu Islands issue.     Chinese Foreign Minister Yang Jiechi expatiated China's stance over the issue when holding talks with his Japanese counterpart Hirofumi Nakasone, urging Japan to act with discretion in word and deed over the Diaoyu Islands issue.     Nakasone arrived here Saturday afternoon for his two-day visit to China.     During the talks, both sides made candid and in-depth exchange of views over regional and international issues of common concern, and agreed to fulfil the consensus reached by leaders of the two countries and maintain steady development of China-Japan relations.     Both sides agreed to strengthen cooperation in bilateral, regional and international issues to cope with the international financial crisis, noting that their cooperation is in the interests of both peoples, and conducive to the world peace, stability and development.     Before his China tour, Nakasone said, in the wake of Japanese Prime Minister Taro Aso's remarks on Thursday, that the Treaty of Mutual Cooperation and Security between Japan and The United States was applicable to the Diaoyu Islands.     Chinese Foreign Ministry spokesman Ma Zhaoxu rejected Nakasone's remarks later in a press release, saying that any words and deeds that bringing the Diaoyu Islands into the scope of the Japan-U.S. Mutual Cooperation and Security Treaty are absolutely unacceptable for the Chinese people.     Ma stressed that the Diaoyu Islands and adjacent islets had been Chinese territories since ancient times and China held "indisputable" sovereignty over the islands.

BEIJING, April 17 (Xinhua) -- Chinese President Hu Jintao stressed Friday the importance to improve the work of military officers to better serve the decision-making of the Communist Party of China (CPC) Central Committee and the Central Military Commission (CMC).     He made the remarks here during a meeting with military officers. Chinese President Hu Jintao (C, front) poses for a group photo with military officers in Beijing, China, April 17, 2009. Hu stressed Friday the importance to improve the work of military officers to better serve the decision-making of the Communist Party of China (CPC) Central Committee and the Central Military Commission (CMC). "Under the guidance of the Deng Xiaoping Theory and the 'Three Represents,' we should focus on the overall situation of the country's security and development strategy ... and improve the work of military officers to a higher level," said Hu, who is also chairman of the CMC.     Hu said that since the founding of New China, especially the reform and opening up, military officers have resolutely followed the decisions and instructions of the CPC Central Committee and the CMC, and have been devoted to their duties, worked hard and made important contributions to safeguarding the national sovereignty, security and development, as well as to the national defense and military modernization.     "The world is experiencing profound, complex changes, and the impact of the global financial crisis is still spreading," Hu said," Under such circumstances, military officers are facing a more arduous task and shoulder more important responsibilities."     Hu urged the building of a contingent of military officers who are self-disciplined, loyal to the party, well versed both in civil and military affairs.     Guo Boxiong and Xu Caihou, both vice chairmen of the Central Military Commission, attended the meeting.

BEIJING, April 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Friday that the basic health-care system should be provided as a public service to the people to ensure and improve people's livelihoods.     Li made the remarks during a meeting on deepening the reform of the health-care system, stressing that the public health-care system should be conducted for public good and urging the gradual establishment of a basic health-care system to cover all Chinese citizens.     Carrying out the health-care system reform is of great significance to improving people's livelihoods and promoting social harmony, as well as boosting domestic demand and keeping a sound and rapid economic development, Li said.     The reform of the health-care system is a social systematic project, which is time-consuming, challenging and complicated, he said. By 2020, China should have a basic health-care system that covers urban and rural residents, Li pointed out.     Health-care reform in the next three years should be focused on relieving people from expensive and hard-to-get medical care, he said.     Li also said that reforms should be carried out in five areas, including providing universal access to basic health insurance, introducing an essential medicine system, improving primary healthcare facilities, offering equitable access to basic public health services and establishing pilot reform of state-run hospitals.

BEIJING, April 6 (Xinhua) -- China will promote health-care reform in four areas -- public health services, medical treatment, medical insurance and drug supply -- for both urban and rural residents, according to a central government document released on Monday.     The reforms will make health-care more convenient and affordable and narrow the urban and rural gap, said the reform guidelines, jointly issued by the Central Committee of the Communist Party of China (CPC) and the State Council.     The government will provide unified education on disease prevention and control, health-care for women and children, first aid, blood donation and family planning to both urban and rural residents, the guidelines said.     Efforts will be made to further improve the sanitation of living and working conditions for urban and rural residents and to deal with all forms of pollution, said the document, adding that the monitoring for food sanitation and sanitation at work places and schools will be strengthened.     Medical treatment will mainly depend on nonprofit medical organizations with state-run hospitals playing the major role and commercial hospitals developing in a complementary way, the guidelines said.     The medical service in rural areas will be greatly improved, with emphasis on county-level hospitals. Large hospitals in cities should provide long-term aid to county-level hospitals in terms of clinical services, personnel training, technological guidance and equipment sharing, according to the document.     The reform will set up a new urban medical system based on community health-care services, which can help lower the medical expenses and provide more convenient service.     Chinese traditional medicine will play a bigger role in disease prevention and control, and in dealing with emergency public health incidents and medical care services, the document said.     The guidelines said a comprehensive medical insurance system composed of the basic medical insurance for urban employers and employees, basic medical insurance for urban residents and a new rural cooperative medical care program will cover 90 percent of the population by 2011.     In 1998, China began to establish a medical care system, aimed to cover all employers and employees in urban areas. The country introduced a comprehensive medical insurance program, which covers all urban residents, including children and the unemployed, in July 2007. A total of 79 cities were selected to launch the pilot program.     The insurance system's principle will shift from major diseases to also covering minor diseases. Commercial medical care insurance will also be made available to meet individual needs, according to the guidelines.     The document said China will speed up the establishment of a drug supply system to ensure basic supply and safety. The system is based on a catalogue of necessary drugs that are produced and distributed under government control and supervision.     The basic medical insurance will cover all listed drugs to effectively provide access to a range of basic medicines and to reduce quality problems, and prevent manufacturers and business people from circumventing the government's price controls.
