BEIJING, Feb. 21 (Xinhua) -- All unemployed urban residents in China will have access to medical insurance this year as the country plans to expand the coverage of an insurance scheme to all cities and towns, according to a government official Saturday.     Li Zhong, vice director of Health Insurance Department under the Ministry of Human Resources and Social Security, said at a forum that the program, which has benefited residents in more than 300 cities as of 2008, is expected to be promoted to all cities and towns this year.     The program, introduced in 2007, aimed to bring urban children, students and jobless adults under the umbrella of medical insurance.     China established a medical insurance system for urban employees in 1998 and implemented a new cooperative medical care system for rural residents since 2003.     If the program is successfully implemented, it means all Chinese residents can have access to medical insurance.     Under the program, the premiums are paid by households, instead of individuals. The government gives each participant a subsidy of at least 40 yuan annually, and grants extra subsidies for low-income families and disabled ones.     Residents have to pay a share of premium in the program and their participation is based on their free will. Urban residents with only temporary jobs could also participate in the program.     Li said the program will gradually increase its reimbursement rate and include more common diseases for compensation. The program currently mainly covers expenses of residents for hospitalization and major illness.     There are more than 240 million unemployed urban residents in China. Among them, more than 100 million have joined the program so far.

HONG KONG, April 12 (Xinhua) -- About 400 enterprises in the Chinese mainland had been selected to participate in the Renminbi cross-border trade settlement pilot program, Under Secretary for Financial Services and the Treasury of Hong Kong Julia Leung said here Saturday.     Speaking on a radio talk show here Saturday, Leung said enterprises in Hong Kong would soon be able to settle trades in Renminbi through the banks with the selected companies in the Chinese mainland.     Noting the program can reduce the risks and cost arising from fluctuations in exchange rates, she said Hong Kong banks could expand extensively their Renminbi services from individual clients to enterprises.     When asked whether the scheme includes trade financing, Leung said authorities in the Chinese mainland would announce the details soon.     "The Monetary Authority has made full preparation for the program including conducting tests on the Renminbi clearing system," Leung noted, adding that "the system can start operation once the Chinese mainland comes up with the operational details."     When asked whether the Hong Kong Special Administrative Region (HKSAR) government would change Hong Kong's linked exchange rate with the U.S. dollar, the under secretary said the system had been working effectively and the HKSAR government had no plan to change it.

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan.
