UNITED NATIONS, July 29 (Xinhua) -- UN Secretary-General Ban Ki-moon said here on Wednesday that he was pleased with what China is doing to contain climate change and what the Asian country will do in negotiations that will lead to an agreement at the Copenhagen summit on climate change in December.     Ban told his monthly press conference that "I was pleased that (Chinese) President Hu Jintao and Premier Wen Jiabao assured me that China wants to seal a deal in Copenhagen in December and that China will play an active and constructive role in the negotiations to achieve this end."     During his meeting with the Chinese leaders, "we also agreed on the importance of global leaders showing the way and discussed in detail the Climate Change Summit in New York on Sept. 22," Ban said.     "I wanted to highlight the special responsibility of countries like China to lead the global fight against climate change, as well as highlight all that China is doing," he said. "Come September, we will be entering a crucial stage on climate change."     "Climate change was the major focus of my trip to Asia," he said.     "In particular, I helped to launch an ambitious program to promote energy saving lighting which could reduce China's energy consumption by 8 percent," he said. "This is a major step into the21st century."     The overall goal for the Copenhagen Summit, slated for Dec. 7-18, is to establish an ambitious global climate agreement for the period 2012.     In order to have "a robust agreement on adaptation in Copenhagen," he said, "I continue to press for achieving a fair, effective and scientifically ambitious deal in Copenhagen that can benefit all nations."     "That's why I am convening the September climate change summit," Ban said. "We expect more than 100 heads of state and governments -- the largest gathering of leaders on climate change ever."     "Two years ago, only a few leaders could speak to these issues," he said. "Today, leaders are walking the road to Copenhagen together."     "But, we have less than five months to seal a deal," he said. "To keep up the momentum, I will travel to arctic polar ice rim later next month to get a first-hand look at conditions there -- in particular the melting sea ice."     "I will then go on to the World Climate Conference in Geneva organized by the World Meteorological Organization," he said.

We may recall the worries voiced by many people early this year when we gathered in Davos for the World Economic Forum annual meeting. Since then, thanks to the concerted efforts and active measures of the entire international community, some positive changes have taken place. The world economy is beginning to recover, although the process is slow and tortuous. We can now see the light of dawn on the horizon.This is a critical juncture and it is highly significant for political leaders, entrepreneurs, experts and scholars of various countries to gather together here and discuss how to "Relaunch Growth" of the world economy. I sincerely wish this meeting a great success!     This unprecedented global financial crisis has taken a heavy toll on the Chinese economy. Yet, we have risen up to challenges and dealt with the difficulties with full confidence. And we have achieved initial results in our endeavor.     We have arrested the downturn in economic growth. In the first half of this year, China's GDP grew by 7.1 percent, investment expanded at a faster pace, and consumption maintained fast and steady growth. Domestic demand played a stronger role in driving the economy forward. From January to July, 6.66 million new urban jobs were created, income of urban and rural residents increased, and overall social stability was maintained. We effectively managed fiscal and financial risks and kept budget deficit and government debt at around 3 percent and 20 percent of the GDP respectively. Banks' asset quality and ability to fend off risks were improved. At the end of June, the NPL ratio of commercial banks was 1.8 percent, down by 0.64 percentage point from the beginning of the year, and capital adequacy ratio stood at 11.1 percent.     With the world economy still mired in recession, it is by no means easy for us to have come this far. The achievements we have made are not something that dropped into our lap. Rather, they are the results of the proactive fiscal policy and moderately easy monetary policy and the stimulus package that the Chinese government and people have pursued in line with the national conditions. Some people take a simplistic view and believe that China's stimulus package means only the four trillion RMB yuan investment. This is a total misunderstanding.     China's stimulus package focuses on expanding domestic demand and is aimed at driving economic growth through both consumption and investment. Of the total four trillion yuan in the two-year investment program, 1.18 trillion yuan will come from the central government, and it will mainly be used to generate greater investment by local governments and the non-public sector. We have made vigorous efforts to stimulate consumption and make domestic demand, particularly consumer spending the primary driver of economic growth. We have increased subsidies for farmers, raised the minimum purchasing price of grains, introduced performance-based salaries for primary and middle school teachers, and increased the basic cost of living allowances for urban and rural residents so that the people will be able to spend more. In order to boost consumption, we have offered subsidies for the program of bringing home appliances, agricultural machinery, automobiles and motorcycles to the countryside and the program of exchanging used automobiles and home appliances for new ones. Purchase taxes on small-engine and energy conserving and environment friendly cars have been cut by half. In the first seven months, a total of 7.31 million cars were sold and total retail sales of consumer goods rose by 15 percent.

BEIJING, Sept. 7 (Xinhua) -- China vows to strengthen the prevention and control of the A/H1N1 flu virus in the run-up to the National Day celebrations, amid fears that the situation will worsen through autumn. According to a statement released after a meeting held by the State Council here Monday, schools are currently the key places in the country's fight against the virus and classes should be suspended "properly" to avoid mass infection when an outbreak occurs.     "Currently the global epidemic situation is getting worse. As autumn comes, the number of domestic cases in China is also on the rise... CANBERRA, Aug. 13 (Xinhua) -- An anti-China rant by an editor on Australia's biggest-selling national newspaper has come under fire from netizens around the world.     Greg Sheridan, an editor of The Australian, flattered Rebiya Kadeer -- leader of the separatist World Uygur Congress -- for her "courage" to confront the Chinese government in an article published Wednesday.     In his article, titled "Uygurs must fight for rights within China," Sheridan said Rebiya should leave aside her campaign for a separate state for a while and "concentrate instead on human rights, cultural autonomy and democracy," so as to win support and aid from Western nations.     He lauded Rebiya's week-long visit to Australia, saying it would "change the course of Chinese politics."     However, responding to Sheridan's instruction to the self-appointed Uygur leader, many netizens expressed their disagreement with his absurdities and scoffed at his ignorance and crankiness.     "Has anyone worked out of these facts about Kadeer? HARBIN, Aug. 2 (Xinhua) -- China's chief justice has urged people's courts around the country to make more efforts to maintain social harmony by improving the judges' ability to better resolve public grievance and resentment.     Wang Shengjun, President of the Supreme People's Court, made the remarks during his visit to northeast China's Heilongjiang Province on Sunday.     The people's courts at all levels should organize more professional trainings for the judges to improve their practical abilities required for better handling the people's discontent, Wang said.     The courts should encourage more young judges to work at grassroots positions in which they will encounter complaints and deal with group incidents in the front line, he said.     The people's courts around the country should also improve their working efficiency by adopting more equipment and infrastructure with information technologies, Wang said.
