BEIJING, Jan. 9 (Xinhua) -- China said Friday it welcomes and supports the UN Security Council resolution on Gaza.     "The resolution reflects the concerns and desires of the international community on the situation in Gaza," Foreign Ministry spokesman Qin Gang said in response to a question.     China called for effective implementation by all parties concerned of the new resolution and an immediate ceasefire in Gaza, Qin noted.     China also urged Israel to withdraw its forces from Gaza, ensure the smooth operation of humanitarian aid activities and ease the humanitarian crisis in Gaza at an early date, he said.     Qin called on all parties concerned to continue the political process to achieve a just and reasonable settlement of the Palestinian-Israeli issue and realize the establishment of an independent Palestinian state and peaceful coexistence.     The UN Security Council on Thursday adopted a resolution calling for an immediate ceasefire in Gaza "leading to the full withdrawal of Israeli forces."     The new resolution, drafted by Britain, was adopted with 14 voting in favor and the United States abstaining after a compromise was reached between Arab foreign ministers and their Western counterparts.     More than 700 Palestinians reportedly died in 13 days of Israeli military action in Gaza, which was undertaken in retaliation for the firing of rockets into southern Israel by Hamas militants.

Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), holds the First plenary session of the sixth session of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, China, on Dec. 22, 2008.     BEIJING, Dec. 22 (Xinhua) -- China announced plans Monday to establish a social security number system for the welfare of its citizens.     The draft of the social insurance law was discussed by the Standing Committee of the 11th National People's Congress, the country's top legislature, on Monday.     The draft said China would establish a standard social security number system across the nation by using each citizen's current identification card number.     The social insurance fund will be categorized into endowment insurance, medical insurance, insurance against injury at work, unemployment insurance and childbirth insurance, the draft said.     Currently, China's social insurance fund is managed by the Ministry of Human Resources and Social Security and its branches in provinces, municipalities and autonomous regions.     According to the country's labor law, the funding of endowment, medical and unemployment insurance is raised by both individuals and their employers. Workplace injury and childbirth insurance have to be paid by employers.     A series of social insurance fund embezzlement scandals have been exposed in China since 1998. More than 16 billion yuan (about2.3 billion U.S. dollars) was embezzled.     The new social insurance law's draft said any individual or organization has a right to complain or report illegalities about the social insurance fund. The measure is an endeavor to invite more supervision of the citizen's basic security.     The draft also determined that a new type of rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance.     Governments will cover medical insurance expenses for citizens who live on low-income subsidies, have serious disabilities or are older than 60 years, the draft said.

BEIJING, Nov. 28 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee convened a meeting here on Friday, analyzing and studying the economic work of next year and setting out major tasks.     The meeting said that this year has been eventful and the country has risen to many daunting challenges, including the global financial crisis and domestic natural disasters. The economy has maintained a stable and relatively fast growth and society has been stable, which are hard-won achievements, it said.     The meeting, chaired by CPC Central Committee General Secretary Hu Jintao, warned that the worsening global financial crisis would have more impact on China's economic development, urging the country to take more precautionary measures to meet the challenges.     The meeting said that next year, which marks the 60th anniversary of the founding of New China, the nation should boost domestic demand for a stable and relatively fast economic growth, accelerate the transformation of development patterns and structure adjustment for sustainable development, deepen the reform and opening-up drive and solve problems that concern the people's interests for a healthy and rapid economic and social development.     Maintaining a stable and relatively fast economic development should be the foremost task for next year's economic work, it said, urging a better combination of ensuring growth, boosting domestic demand and adjusting structure.     An "active" fiscal policy and "moderately loose" monetary policy should be continued, and measures including tax reduction and increasing central government investment should be taken to safeguard the people's livelihood, stimulate domestic demand and transform development patterns, it said.     Consumption, rural consumption in particular, should be actively boosted and a set of major projects on livelihood, infrastructure and environment protection should be launched.     The position of agriculture as the foundation of the economy should be strengthened and agriculture production be boosted, it said.     The stable growth of foreign trade should also be maintained.     Structural adjustment should be accelerated, including developing the high-tech industry, small and medium-sized enterprises, the service sector and coordinating regional development.     More progress should be made on energy saving and emissions reduction and pollution treatment be stepped up, the meeting urged.     Rural reform and financial reform should be deepened, and people's livelihood should be improved and more jobs be created, it said.     The meeting also agreed in principle suggestions on judicial reform by the CPC Central Political and Legal Affairs Commission.     The reform should meet the judiciary needs of the people and aim at promoting social harmony, beef up measures to tighten the restraint on and supervision over the use of power, and remove barriers that hamper justice, it said.

SAN JOSE, Nov. 17 (Xinhua) -- Visiting Chinese President Hu Jintao on Monday spoke highly of the rapid development of China-Costa Rica relations and pledged efforts to further expand bilateral cooperation in various fields.     During talks with Costa Rican President Oscar Arias Sanchez on the second day of his state visit to the Central American nation, Hu said mutually beneficial cooperation in various fields has been growing steadily.     Noting the fast growth in bilateral ties over the past year, the Chinese president said the two countries have also carried out fruitful cooperation in international and regional affairs. Chinese President Hu Jintao(L) meets with Costa Rican President Oscar Arias(R) in San Jose, Costa Rica, Nov. 17, 2008    "Facts have proven that the establishment of diplomatic ties between China and Costa Rica conforms to the fundamental and long-term interests of both countries and peoples," Hu said. The two countries set up diplomatic ties in June 2007.     "The enhancement of Sino-Latin American mutually beneficial cooperation is conducive for our common development," Hu said, noting that the Chinese government has issued a Policy Paper on Latin America and the Caribbean recently.     The two countries should make efforts to push for long-term, sound and stable development of bilateral ties and cooperation, Hu said.     "China is ready to work with Costa Rica to open up a bright future for bilateral ties characterized by mutual respect, equality, mutual benefit, sincere cooperation and friendship for generations to come," he added.     On economic cooperation, Hu said the two countries should strengthen their cooperation mechanisms and expand areas of cooperation.     Hu hoped the two sides would reach agreement on a free trade pact at an early date, in the spirit of friendly consultations and mutual understanding and accommodation.     The Chinese government will continue to encourage competent Chinese enterprises to invest in Costa Rica, he said.     It will also support pragmatic cooperation between enterprises of the two countries in such key areas as infrastructure, agriculture, telecommunications and energy, he added.     Arias agreed with Hu's views and stressed the importance of strengthening trade and economic ties with China.     Costa Rica hopes to strengthen cooperation with China in port construction, development of high-tech parks as well as Chinese language teaching, he said.     Arias said he hoped the two countries would establish a dialogue mechanism at a higher level so as to further promote the development of bilateral ties.     The two leaders also exchanged views on the global financial crisis and agreed to strengthen coordination and cooperation in international affairs.     After their meeting, the two leaders witnessed the signing of 11 cooperation agreements on trade, economy, finance, energy, education and technology, and announced the launch of bilateral negotiations on a free trade pact.     China is Costa Rica's second biggest trading partner. In 2007, bilateral trade amounted to 2.8 billion U.S. dollars, a 33-percentincrease over the previous year.     Also on Monday, Hu met with Francisco Pacheco, president of the Costa Rican Legislative Assembly.     The Costa Rican legislators come from different political parties, but they have the consensus on maintaining and developing the friendship between the two countries, Hu said.     The Chinese president hoped the two countries' legislative bodies would strengthen contacts and make efforts to promote mutual understanding.     He also expressed the hope that Costa Rican legislators would play a greater role as a bridge linking up the two countries' business groups, cultural bodies, scientific institutes, news media and local governments in efforts to consolidate and expand the social foundation for the friendship between the two nations, Hu said.     Pacheco said the establishment of diplomatic ties has helped promote mutual understanding and friendship between the two peoples and also created a favorable environment for strengthening bilateral economic and trade cooperation.     After the establishment of diplomatic ties with China, Costa Rica now has an "important friend and partner" in the world, he said.     Speaking at the meeting, many Costa Rican legislators from different political parties agreed that the establishment of diplomatic ties is of strategic significance. They also thanked China for providing support and help for Costa Rica in its economic and social development.     The Chinese president, who is on a five-nation tour, flew in on Sunday from Washington, where he attended a Group of 20 summit on the current international financial crisis.     This is the fist state visit by a Chinese head of state to Costa Rica and Central America.     He will also visit Cuba, Peru and Greece, and attend the Economic Leaders' Informal Meeting of the Asia-Pacific Economic Cooperation (APEC) forum in the Peruvian capital of Lima.

BEIJING, Jan. 24 (Xinhua) -- China Saturday expressed "serious concerns" over India's anti-subsidy investigation on sodium nitrite on Jan. 14 and probe into the special safeguard measure of sodium carbonate on Jan. 16.     Following bilateral consultations, China has urged domestic businesses to contact their Indian peers and solve trade issues through talks and cooperation, Yao Jian, spokesman of the Ministry of Commerce, said in a statement.     But India didn't respond to Chinese efforts and launched its first anti-subsidy probe over Chinese-made sodium nitrite, Yao said. "China expresses dissatisfaction over it," he noted.     China also expressed resolute opposition to India's probe into the special safeguard measure of sodium carbonate, the spokesman stated.     The probe not only hurts the legitimate rights and interests of Chinese businesses, but has negative impact on the stable bilateral trade relations, Yao said.     The current global financial crisis has serious impact on the economies worldwide and all nations need to boost cooperation in fighting the crisis, he said.     China hoped that India could show prudence and restraint in using trade remedies, as trade protectionism could only add to the grim world trade situation.     He added that China and India should step up consultations and promote cooperation among industries from the two developing nations.

BEIJING, Jan. 11 (Xinhua) -- Four U.S. ambassadors in Beijing on Sunday eyed a continued China policy under the Obama administration.     "I am optimistic that U.S-China ties will continue to improve and remain steady in the years ahead. In fact, they are getting better," former U.S. ambassador to China James Sasser told reporters on the sidelines of a reception marking the 30th anniversary of China-U.S. diplomatic relations.     Sasser was one of about 200 personages from the two countries attending Sunday's reception, held in the U.S. new embassy in Beijing.     Sasser, who served as ambassador from 1996 to 1999, said he didn't see "significant tensions" in current bilateral relations and believed there would be more improvements in the years ahead.     Echoing Sasser's view, another former U.S. ambassador to Beijing Winston Lord said, "Overall, the American policy with China will remain essentially the same under the Obama administration."     "If you look at what Obama has been saying about U.S.-China relations, look at what type of people he has been appointing to key foreign policy positions, these suggest great continuity," said Lord, who was one-time aide to Secretary of State Henry Kissinger and part of the U.S. delegation during Richard Nixon's ground-breaking visit to China in 1972.     "We had 7 presidents since President Nixon, both democratics and republicans. All of them have pursued essentially the same policy with respect to China," said Lord, who served as ambassador to China between 1985and 1989.     "It doesn't mean we won't have problems. But I think interests are much bigger than our problems," he said.     Stapleton Roy, who served as ambassador in Beijing from 1991 to 1996, said the Obama administration would continue to cooperate with China. "There are so many issues the two countries have to deal with in the world. The have to work together."     Looking to the future, Roy said the most serious issue the two countries have to deal with is the economic crisis. He called for the two countries to work more closely and take concerted actions.     "In 1979, who among us would have thought that 30 years later the United States and China would be meeting regularly on regional hot spots in third countries or they would be working together to deal with the world financial crisis," current U.S. Ambassador in Beijing Clark Randt told the reception.     As a metric of the development of bilateral relations, Randt said there were 36 Americans working in the U.S. embassy in Beijing in 1979.     "In October 2008, when we moved to this new building, we had a staff of 1,100, the second biggest U.S. embassy in the world," Randt said.     "The new embassy itself was a tangible expression to the importance of the development of U.S.-China relations, the most important bilateral relationship in the world."     As the world gets more complicated, Randt said interdependence and complementariness between the two countries would become even more important and the relationship would continue to get better.
