ABU DHABI, Jan. 20 (Xinhua) -- The 2010 World Expo, slated for May 1 to Oct. 31 in the eastern Chinese city of Shanghai, will provide an opportunity for the United Arab Emirates (UAE) and China to enhance their mutual understanding, officials said Wednesday.The UAE is the first country to complete the "base-build" of its own pavilion at the Expo, with the exception of China's national pavilion, the state news agency WAM reported.The UAE pavilion will carry the Gulf nation's message to the people of China and many other countries, Saqr Ghobash, chairman of the National Media Council that is coordinating the project, was quoted as saying."We are particularly focused on the theme of Expo 2010 -- ' Better City Better Life' -- because we recognize that this resonates very deeply with the UAE's own experience," he said.Ghobash added that the UAE government and people have made huge strides towards creating a modern society that respects its past whilst embracing the present."We have much to share with our friends and partners in other countries. BEIJING, Jan. 27 (Xinhua) -- The government and enterprises should continue to step up efforts in pollution and emission control to ensure targets set previously are met, according to a meeting of the State Council.The government should "slack no efforts" to cut pollutants and emissions to meet the targets as the situation remains "grave", according to a statement issued Wednesday after the councils' executive meeting chaired by Premier Wen Jiabao.The government set the goal to cut emissions of major pollutants, sulfur dioxide and chemical oxygen demand (COD) by 10 percent from 2006 to 2010, the 11th Five-Year Plan period.According to the meeting, the central task at present is to ensure pollution treatment facilities run normally.Vigorous efforts should be made to cut pollution from sectors including thermal power, iron and steel, non-ferrous metal, cement, paper making making, chemical, brewing and printing and dyeing, it said.The statement said the toughest standards should be applied in the management of water resources to ensure safe drinking water for people.Emissions of sulfur dioxide in China dropped 10.4 percent last year compared with that of 2008, Minister of Environmental Protection Zhou Shengxian said Monday.Zhou said the country's COD and emissions of sulfur dioxide fell for four consecutive years after the targets were set at the beginning of 2006.

BEIJING, Jan. 27 (Xinhua) -- Both output and sales values of China's machinery industry exceeded 10 trillion yuan (1.46 trillion U.S. dollars) last year, the China Machinery Industry Federation (CMIF) said here Wednesday.Output value reached 10.75 trillion yuan in 2009, up 16.07 percent from the year earlier. Sales value was 10.48 trillion yuan, up 16.11 percent,said Wang Ruixiang, the CMIF director.From January to November last year, the sector's profits reached 581.6 billion yuan, up 22.8 percent year on year.The auto sector was the "engine" that drove the overall growth of the industry last year, said Wang, adding nearly 30 percent of output value of the machinery industry was generated by automakers.Wang predicted the machinery sector would reach a 15 percent growth in output and sales values this year, with profits likely to grow 10 percent.

BEIJING, Feb. 23 (Xinhua) -- China has chosen 16 cities to pilot reform of government-run hospitals in an effort to ease public complaint of rising medical bills, according to an official circular released on Tuesday.The cities are required to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to the document.Public hospitals must retain its goal of serving the public interests and their top priority should be protecting people's health, said the document, jointly issued by five ministries including the Ministry of Health.The cities, including six in central China, six in the east and four in the west, were asked to start the reform from this year.China in April 2009 unveiled a blueprint for health-care over the next decade, kicking off a much-anticipated reform to fix its ailing medical system. The core principle of the reform is to provide basic health care as a "public service" to the people.Health Minister Chen Zhu said serving the public interests should be underscored in the health care reform and the public hospitals should play a leading role in it.MOH statistics show that China had about 14,000 public hospitals nationwide by November 2009.Li Ling, prof. with the China Center for Economic Research of Peking University, said the reform meant public hospitals would return to its nature of serving the public rather than making money."This is key to solving the complaints of costly medical service," Li said.Public hospitals in China enjoyed full government funding before 1985. Since then the situation changed as public hospitals embarked on a market-oriented reform as economic reform and opening up policy adopted in late 1978 deepened in the country."Public hospitals were allowed to make profits to invigorate themselves since then," said Xie Pengyan, professor of Peking University First Hospital. "Our hospital grew fast and my income increased remarkably since that year."Analysts said the market-oriented reform had greatly improved medical service to some extent. But the fact that hospitals operated using profits from medical services and drug prescriptions also resulted in soaring medical costs.According to the circular, public hospitals will not be allowed to make profit from drug prescriptions. They should operate on government funding and charges from medical services.The document also said that efforts should be made to strengthen hospitals in rural areas. Public hospitals are required to train medical workers for grassroot medical institutions.
