Conservation efforts appear to be helping China's endangered giant panda expand its habitat in parts of western China, the Xinhua news agency reported on Saturday. "This indicates an expansion of the giant panda's habitat -- and probably of its population too," Huang Huali, vice director of the Baishuijiang Nature Reserve Administration, was quoted as saying. The pandas have been helped by efforts to curb insect pests, which have restored the bamboo forests since 2002, Huang said. China's State Forestry Administration has estimated 1,590 pandas live in the wild, mostly in the mountains of Sichuan, although a study by Chinese and British scientists released last year calculated there could be as many as 3,000.

At least two Chinese universities could achieve "world-class" status within the next 20 years, the president of one of the United States' oldest higher education institutions said yesterday in Beijing. Yale University's Richard Levin made the comment at the start of a 10-day visit by about 100 Yale faculty, students and administrators, the biggest delegation from the university ever to visit China. President Hu Jintao, who extended the invitation to the Ivy League university during his 2006 visit to the US, met the delegation last night at the Great Hall of the People. Hu said the visit of Levin's delegation will help promote mutual understanding and friendship between the two peoples, as well as the stable and healthy development of Sino-US relations. The president expressed his hope that Yale University students build strong relationships with the young people of China. In an interview with Chinese media, Levin said the country had made great progress in strengthening its top universities, by investing more in first-class facilities including research labs. "The key ingredients to being a world-class university are top students and top faculties," Levin said. "I don't think there is any doubt that China's top universities today have students that are as good as any in the world. "What remains to be built are faculties that are at the very frontier of research in their fields and worldwide leaders in their research endeavors." The delegation will spend its days meeting government leaders and visiting universities and other historical and cultural sites in Beijing, Shanghai and Xi'an. The Chinese government and Yale are sharing the cost of the trip. Participating students and faculty, the majority of whom had never before been to China, were handpicked to represent the university's different schools. Delegation groups will today meet with government leaders, including Yang Jiechi, the minister of foreign affairs and Jiang Zhenghua, chairman of the Chinese Peasants' and Workers' Democratic Party. The visiting students may even bridge some cultural divides. "I think that young people can play a very important role in securing a peaceful future for the US and China," Levin said. "Today, especially among the older generation, there is a great deal of ignorance about China in the United States, and some ignorance about the United States in China as well." Before leaving for China, some of the delegation met with US President George W. Bush, who spoke about the importance of "people-to-people diplomacy". "I think the trip will serve a cultural purpose in that our students will get a deeper understanding of Chinese culture to the extent that this throws into public view the importance of student-to-student exchanges," Levin said. "And that certainly serves a political purpose."

NANJING - The legislature of the eastern province of  Jiangsu has amended the law to clearly define sexual harassment and allow complainants to sue.The Standing Committee of the Jiangsu Provincial People's Congress on Thursday passed the revised Jiangsu Provincial Measures for Implementing China's Law on Protection of Women's Rights, saying "sexual harassment of women in the form of spoken and written language, images, electronic information and bodily gestures is prohibited." The measures allow those who claim that they have been harassed to report such cases to employers, authorities and the police, which must prevent or stop such behavior. Women can also sue those they contend harassed them.Although sexual harassment was included in an amendment of the national law in 2005, the legislation didn't clearly define harassment, which made it difficult to prove in court, said Wang Lasheng, vice chairman of the Legal Affairs Committee of the Jiangsu Provincial People's Congress."A clear definition of the forms of sexual harassment will definitely help law enforcement and improve victims' awareness of self-protection," said Wang.Defining sexual harassment at the local level was a welcome attempt to supplement the national law, said Wang, adding that similar statutes have been passed in Shanghai, Zhejiang, Jiangxi, Shaanxi and Anhui provinces and Ningxia Hui Autonomous Region. These laws allow complainants to file claims or sue.

Fifty-two of the 57 speakers at a public forum Thursday opposed the development of a chemical plant in the city of Xiamen, Fujian Province.Provincial authorities had invited residents to share their views and give suggestions on the proposed development of the plant in Haicang district.A further 42 participants will get the chance to voice their views today.Some of those who opposed the scheme are believed to either own or have plans to buy an apartment in Haicang.They argued that Xiamen has long been known for its beautiful scenery and for being one of the most livable cities in China.Other representatives said the government should find a way to balance the economic development of the area with environmental concerns.The authorities put the paraxylene (PX) plant, which was to be built 16 km from the city center, on hold in May after coming under pressure from locals opposed the project.Paraxylene is a highly polluting, cancer-causing petrochemical used to make purified terephthalic acid, a raw material for producing polyester film, packaging resin and fabrics. Police will charge 38-year-old Wu Shengli next week with kidnapping and injuring Wang Bingrong, Party chief of Weining County in southwestern Guizhou Province, on April 13. "There were three big wounds on his head," one of Wang's nurses from Weining County People's Hospital said on April 20. "Surface wounds have healed, but there is still a hematoma inside his head." Wu, from Hubei Province, was captured "without difficulty" and put under criminal custody, the newspaper said. He used to work as a truck driver for a local gold mining company. While officials remain tight-lipped about the case, rumors of why Wang was targeted have spread.
