BEIJING -- The Industrial and Commercial Bank of China (ICBC) has planned to open a subsidiary in the United States, as part of its going-global strategy which also involves Russia, Indonesia and the Middle East, Board Chairman Jiang Jianqing said here on Wednesday."Preparations have been going on smoothly. We hope to receive approval from American authorities as early as possible," said Jiang, a delegate to the ongoing 17th National Congress of the Communist Party of China, at a news briefing.Jiang said that next month the ICBC would open a branch in Russia and take over the Bank Halim in Indonesia. Applications to set up new branches in Dubai and Doha have been approved by the banking authorities of China, paving the way for its march into the emerging Middle East market.In its latest overseas expansion, the ICBC clinched an agreement with Seng Heng Bank Limited on August 29 to acquire a stake of nearly 80 percent of the bank in Macao for 4.683 billion patacas (US5 million), according to the bank's website.Jiang said that the ICBC would "cautiously" advance its going- global strategy. "Only when the price, opportunity and place are right will we make a move."The bank has established more than 100 branches so far in 13 countries and regions, mainly through greenfield investment, merger and acquisition. But overseas business only contributed three percent of its total assets and four percent of its profits. The ICBC hopes to raise the proportion to 10 percent in the future, Jiang said.Domestically, the ICBC has more than 16,800 outlets.With a total asset of over US0 billion, the ICBC has been named as the second largest bank of Asia and the most profitable bank with a net profit of over US billion, according to a listing of HK Asia Week of "Top 300 Asia Bank".Apart from expanding its global presence, the bank has been engaged in financial innovations at home. China's natural gas output would at least double the present volume in the coming decade to reach 150 billion to 200 billion cubic meters, PetroChina Vice President Jia Chengzao said on Tuesday.     PetroChina, the country's leading natural gas producer, alone has reported an annual output rise of 10 billion cubic meters for two consecutive years, he said.     "We will strive to keep the same growth rate this year," said Jia, a member of the 11th National Committee of the Chinese People's Political Consultative Conference, who is attending the annual political advisory session.     His company produces about 75 percent of China's total natural gas output.     Recent discoveries of new gas fields, including Jidong Nanpu Oil Field in north China's Bohai Bay, which contains 1.18 billion tons of oil and gas reserves, would boost China's natural gas sector and optimize its energy structure, said Jia.     "China National Petroleum Corporation (CNPC) will probably announce the proven reserves of the Longgang gasfield in the southwestern Sichuan Province around the end of this year," he said.     Industry insiders believe the Longgang gasfield contains at least 700 billion cubic meters of estimated reserves.     China's natural gas output reached 69.31 billion cubic meters last year, up 23.1 percent year-on-year, according to China Petroleum and Chemical Industry Association.     Listed in Hong Kong and New York, PetroChina Company Limited is the listing arm of China National Petroleum Corporation (CNPC), the largest oil producer of China.

Nearly 5,000 officials were punished for squandering public funds in the first half of this year, according to the Ministry of Supervision (MOS).The government took disciplinary action ranging from warnings to dismissal against 4,866 officials from the Communist Party of China and government bodies, after an investigation found their use of funds violated rules.The joint investigation of officials suspected of using public funds for banquets, overseas tours, luxury cars or entertainment was launched earlier this year by the MOS, the Ministry of Finance, National Office of Audit, Government Offices Administration of the State Council and the Ministry of Foreign Affairs.Earlier this month, the Central Commission for Discipline Inspection (CCDI), the Party's graft buster, slammed officials at a local procuratorate for taking an overseas tour on taxpayers' money.Xu Wenai, vice procurator-general of East China's Anhui Province, was removed from his post for wasting public funds on the trip to Finland.A delegation of 10 people from the procuratorate headed by Xu was found to have fabricated an invitation from the Finnish government in November 2006.The CCDI investigation found the delegation also tampered with business travel routes, adding a number of destination countries.The incident caused a nationwide stir, with many provinces considering tighter regulations to screen officials who plan to take overseas trips for international conferences or study.The central authorities have urged government at all levels to implement the country's anti-corruption policies and called on all Chinese officials to avoid wasting public funds.Xinhua-China Daily

SHENYANG, March 6 (Xinhua) -- A total of nine descendants of the Chinese painter Qi Baishi have made agreements with one of 19 publishers and received books worth 100,000 yuan (14,051 U.S. dollars) as compensation over copyright infringement, a local court said on Thursday.     The Chinese Drama Publishing House contacted Qi's descendants and decided to give them books worth 200,000 yuan with a 50 percent discount as compensation after the court handed down the petition paper on Feb. 26, according to Shenyang Municipal Intermediate People's Court on Thursday.     Qi's offspring will have 90 percent copyright of the pirated book "Wu Changshuo and Qi Baishi's Seal Cutting" during the next 49 years and the publishing house has the remaining ten percent, according to their agreement.     Qi's descendants sued 24 publishers for 10 million yuan (1.3 million U.S. dollars) in damages for copyright infringement in December 2007. The court accepted 19 of them.     The claims were made against publishers based in Shanghai, Chongqing and other places, according to documents from the court.     Qi Bingyi, the painter's grandson said all the art works of his grandfather should enjoy the protection of copyright for 50 years after his death in 1957, but the publishers printed, published and sold the copies of the works without permission and also failed to pay contribution fees.     The largest damages claim ranged from 100,000 yuan to more than three million yuan.     The evidence that the plaintiffs collected included more than 100 items, including books, gold coins, paintings and seals.     The court began hearing four of the suits on Feb. 25 and a decision is yet to be handed down.

BEIJING, March 12 (Xinhua) -- Financial operations of loan growth in China was steady in February with increasing individual deposits, the People's Bank of China reported on Wednesday.     Outstanding renminbi deposits among the country's financial institutions reached 40.49 trillion yuan (5.70 trillion U.S. dollars) in February, up 17.22 percent in comparison to the same period last year.     The growth was 2.10 percentage points higher than January, the central bank said in a statement.     In February, the outstanding value of all renminbi loans of financial institutions hit 27.22 trillion yuan, up 15.73 percent compared with the same period last year.     The growth was 1.01 percentage points lower than January, the central bank said.     China's M2, the broad measure of money supply, reached 42.10 trillion yuan in February, up 17.48 percent from a year earlier. The increment was 1.46 percentage points lower than the number in January.     The narrow measure of money supply, M1, rose 19.20 percent to 15.02 trillion yuan, but the increment was 1.52 percentage points lower than January.
