BEIJING, March 16 (Xinhua) -- The Chinese market has more potential for U.S. exports, especially high-tech products, as only 6.7 percent of overall U.S. exports went to China, said Ministry of Commerce (MOC) spokesman Yao Jian Tuesday.The two countries were each other's second biggest trade partners, and China was willing to strengthen economic and trade cooperation with the United States to promote more balanced Sino-U.S. trade, Yao said at a press conference in Beijing.This aim could be reached if the United States reduced restrictions on exports of high-tech commodities to China, said Yao.Just 7 percent of China's high-tech imports come from the U.S., down from 18 percent in 2003.China's imports grew faster than exports in the first two months this year. Imports grew 63.6 percent compared to a 31.4-percent growth in exports, figures from the General Administration of Customs show.Yao said the ministry would make efforts to increase imports this year by relaxing import controls, hosting trade exhibitions, and providing free exhibition space for the least-developed nations.Zero tariffs would be offered to some under-developed countries or regions to boost bilateral trade.The MOC would also continue sending Chinese procurement teams to foreign countries this year to raise imports, Yao said.

BEIJING, Feb. 20 (Xinhua) -- China Saturday issued a regulation on the implementation of the Audit Law, which required close audit to government-funded projects, to make sure financial funds were properly used.The regulation, issued by the State Council, or China's Cabinet, asked auditing offices to conduct follow-up audit to organizations or projects, which were funded or partly funded by government.The regulation was revised and passed at an executive meeting of the State Council on Feb. 2 and will become effective on May 1 this year.Under the regulation, audit authorities are entitled to launch special investigation into government departments or organizations on budget management or the management and utilization of state assets.To ensure accurate and impartial auditing, the regulation provides that organizations are entitled to apply for government adjudication, administrative review or lodge a lawsuit if they disagree with the audit results.The current Audit Law was amended and passed in February 2006 by the Standing Committee of the Tenth National People's Congress.

BEIJING, Jan. 21 (Xinhua) -- The government will step up efforts to eliminate outdated production capacity, said a statement issued by the State Council on Wednesday.Eliminating outmoded production capacity was imperative to transform the economic growth pattern, boost economic growth quality and fight the global downturn, said the statement issued after a State Council executive meeting chaired by Premier Wen Jiabao.Eliminating outdated production capacity was also necessary to promote energy efficiency and emissions cuts and address global climate change, the statement said.China had made positive progress in eliminating outdated production capacity, but the proportion of outdated capacity was still too high in certain key fields, said the statement.The problems should be tackled through the law, economics, technology and necessary administrative methods.The State Council discussed specific targets to eliminate outdated capacity in fields such as electricity, coal, coke, ferroalloy, calcium carbide, iron and steel, non-ferrous metals, construction materials and light industry and textile industry.To realize the targets, efforts should be made to improve market admission requirements, use market mechanisms, strengthen law enforcement, promote stimulus mechanisms and step up supervision, according to the decision reached at the meeting.

BEIJING, March 14 (Xinhua) -- The amendment to the Electoral Law adopted by the National People's Congress (NPC), China's parliament, marked an important step to improve the people's congress system and advance socialist democracy, the People's Daily said in an editorial to be published Monday.The NPC concluded its annual session here Sunday after adopting an amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.The amendment could better demonstrate equality among people, regions and ethnic groups, and promote social harmony, the editorial said.The editorial also spoke highly of the NPC session as an important meeting in the crucial era for China to deal with the global financial crisis, maintain steady and relatively fast economic development, and accelerate transformation of the economic growth mode.The NPC endorsed the government work report delivered by Premier Wen Jiabao, which highlights scientific development, transformation of the economic growth mode, innovation and improvement of people's livelihood, the editorial said.The editorial hailed the achievements of the NPC Standing Committee in 2009 and called for the NPC to make intensified efforts in legislation and supervision work and keep in closer contact with the people in 2010, the last year for the implementation of the country's 11th five-year plan (2006-2010).

BEIJING, Jan. 24 (Xinhua) -- One of China's two leading State-owned shipbuilders, China Shipbuilding Industry Corporation (CSIC), said Sunday that its profit in 2009 jumped 18.5 percent to 7.39 billion yuan (1.1 billion U.S. dollars).The Beijing-based conglomerate, which consists nearly 50 industrial subsidiaries and about 30 R&D institutes in northern China, also said its operating income rose 17 percent in 2009 to 120.9 billion yuan.General manager Li Changyin said the CSIC had overcome the impact of the global financial crisis, which crippled the global sea-based trade and brought down ship orders.Li said technological innovations had enabled the CSIC to build 180,000-dwt bulkers, 320,000-dwt oil tankers, 13,000-TEU containers as well as new types of drilling platform which can be used in water depths up to 400 feet (120 meters).According to Li, CSIC had also been actively engaged in non-ship businesses including manufacturing of wind power and nuclear power equipment, accounting for 40 percent of the CSIC's business volume.Li said the CSIC profit target for 2010 was 8 billion yuan. The operating income was expected to surpass 140 billion yuan and the CSIC output in 2010 was likely to break 10 million dwt (deadweight tonnage), he added.The CSIC, which has more than 140,000 manpower, launched an initial public share offer at the Shanghai Stock Exchange in December 2009 and raised some 6.4 billion yuan.The CSIC's main shipbuilding and industrial enterprises are based in cities of Dalian, Qingdao, Tianjin, Shanhaiguan and Wuchang.The other major shipbuilding conglomerate in China -- the China State Shipbuilding Corporation (CSSC) is based in Shanghai, whose turf is mainly in eastern and southern China.

Through years of development, the Internet has been closely connected with people, bringing both convenience and threats. The threats include Internet-based crimes and pornography.It is common practice for countries, including the United States, to take necessary measures to administer the Internet according to their own laws and regulations.The Internet is also restricted in the United States when it comes to information concerning terrorism, porn, racial discrimination and other threats to society.Shortly after the Sept. 11, 2001 terrorist attacks, the U.S. Congress approved the Patriot Act to grant its security agencies the right to search telephone and e-mail communications in the name of anti-terrorism. The move aroused a great deal of controversy far and wide.U.S. authorities have also taken measures, such as installing supervision software and imposing grave punishments, to curb Internet child porn, a serious crime in the country.The United States often gossips about other countries' policies on administering the Internet, but at the same time it takes similar measures to minimize the spread of illegal information. That shows that the United States takes a strict line with other countries, but not with itself.Clinton in her speech also talked of Google's threat to quit China due to what the company said were "cyber attacks of varying degrees on a regular basis."As a matter of fact, the U.S. was the first country to introduce the concept of cyber warfare and then put it into practice. The country also developed a new type of troops -- cyber troops.The Pentagon has adopted several measures to beef up the military's cyber warfare capacity, according to American media reports last year. In June, Defense Secretary Robert Gates issued an order to establish a new military cyber command dedicated to coordinating the Pentagon's efforts to defend its networks and conduct cyber warfare. The command was expected to be fully operational by October this year.So, it is quite hypocritical to point one's finger at others without proper justification while managing to strengthen one's own cyber warfare capacity.Necessary regulation of the Internet is a consensus of the entire international community for the sake of healthy development of the Internet. No responsible country takes a laissez-faire attitude towards the use of the Internet.It is an operational norm observable by all foreign-funded enterprises to respect and comply with laws and regulations as well as public interests and the cultural tradition of the host country.Noting that most countries exert some sort of control over information,Microsoft Chief Executive Steve Ballmer said Friday his company must comply with the laws and customs of any country where it does business.The U.S. move to make Internet freedom an issue just indicates its continued application of double standards. People just wish that the United States will respect facts and treat others equally. It is not acceptable for someone to assume for themselves the high moral ground and arbitrarily make baseless charges against others.
