UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. "The evaluation of China's capacity to pay should not be conducted without taking into account China's specificities."

BEIJING, Aug. 17 (Xinhua) -- China's top legislator Wu Bangguo met here Monday with Speaker Luka Bebic of the Croatian Assembly, vowing to facilitate closer parliamentary exchanges and cooperation between both countries.     "China highly values its relations with Crotia, and regards the country as a reliable good friend and partner in southeast Europe," Wu told Bebic in Beijing. He vowed joint efforts with the country to cement bilateral exchanges in all fields to build better future for both sides. Wu, chairman of the Standing Committee of the National People's Congress (NPC), hailed the progress of bilateral ties since the forging of diplomatic ties 17 years ago, citing frequent high-level visits, remarkable trade cooperation and increasing exchanges in cultural, technological and educational areas. Wu Bangguo (R), chairman of the Standing Committee of the National People's Congress, China's top legislature, meets with Croatian Parliament Speaker Luka Bebic in Beijing, capital of China, Aug. 17, 2009.    "The parliamentary cooperation between both sides had contributed to the development of an all-round cooperative partnership," Wu said, adding the Chinese NPC is ready to deepen exchanges between special committees and working groups of the two parliaments.     In response, Bebic told Wu the Croatian Assembly would like to cooperate closely with the Chinese NPC for greater progress of bilateral all-round cooperative partnership. He expected closer cooperation with China in the areas of trade, tourism and infrastructure construction.     Calling China a great friend of Croatia, Bebic said his country believed China had made great contribution to world peace and development by dealing with the global economic downturn in an active way, and maintaining relatively fast economic growth.     At Wu's invitation, Bebic arrived in Beijing on Sunday for a week-long tour to China.

KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said.

PINGYAO, Shanxi, Sept. 19 (Xinhua) -- A photo exhibition exclusively dedicated to Canadian surgeon Henry Norman Bethune opened Saturday at the Pingyao International Photography Festival in north China's Shanxi Province.     Bethune is a household name in China, a country where he saved numerous lives and sacrificed his own in 1939 during China's War of Resistance Against Japanese aggression.     "He is noble-minded and pure, a man of moral integrity and above vulgar interests, a man who is of value to the people," Chairman Mao wrote in his article In Memory of Norman Bethune.     The exhibition consists of 41 photos of Dr. Bethune living and working in China, some of which had never been shown before.     "As Canadians, we are all proud to be associated with this visionary adventurer and deeply touched by the respect and recognition shown to him here in China," said Canadian Ambassador to China, David Mulroney.     Most of the pictures were provided by Wang Yan, daughter of ShaFei, who was a forefather of China's news photography and a close friend of Bethune.     "I remember that I was touched when I first read about Bethune in my school days and now it feels like looking at the pictures of an old friend who has just passed away," said visitor Wu Jun.     "Many people love Bethune for they have learnt his deeds and spirit in Chairman Mao's article while my affection for him comes from his friendship with my father," Wang said. "Bethune was my father's mentor as he exemplified the essence of communism."     Upon his death Bethune left his Kodak Retina camera to Sha Fei.     Bethune also healed Japanese soldiers, took pictures of them, which were sent back to Japan.     "He wished the Japanese people would protest against the war when they saw how their sons were suffering on battlefield. He was a true humanist," Wang said.     Just before he died, Bethune wrote in a letter, saying that the last two years (those he spent in China) have been the most significant, the most meaningful years of his life.

BEIJING, Aug. 28 (Xinhua) -- The China Economic and Social Council(CESC) wants to boost exchanges with Niger's Economic, Social and Cultural Council (CESOC), a senior Chinese official said Friday.     Wang Gang, chairman of the CESC and member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks when he met with the chairman of the CESOC Amadou Cheiffou in Beijing.     Both councils grouped experts in social and economic development, Wang said, and could learn from each other, as they deepened cooperation.  Wang Gang (R), member of the Political Bureau of the Communist Party of China Central Committee,vice-chairman of the National Committee of the Chinese People's Political Consultative Conference, and chairman of China Economic and Social Council, meets with Cheiffou Amadou, chairman of Niger's Economic, Social and Cultural Council, in Beijing, capital of China, on Aug. 28, 2009    Wang, also vice chairman of the National Committee of Chinese People's Political Consultative Conference, said the two nations' relations had developed well since they resumed diplomatic ties 13years ago.     He also expressed appreciation to Niger's adherence to the one-China policy and its support on issues related to Taiwan and Tibet.     Cheiffou said the CESOC would continue to work to further its traditional relationship with China.     Cheiffou began the eight-day visit on Aug. 23. Beijing is the last leg of his tour, which has also taken in Shanghai and Guangzhou.

BEIJING, July 28 (Xinhua) -- China will cut gasoline and diesel prices from Wednesday by 220 yuan (32.4 U.S. dollars) per ton, or by about 3 percent each, the National Development and Reform Commission (NDRC) announced Tuesday.     The retail price of gasoline will drop by about 0.16 yuan per liter, and that of diesel by about 0.19 yuan per liter, the commission said in a statement issued after a news briefing. A staff member works at a gas station in Hefei, capital of east China's Anhui Province, July 28, 2009The benchmark prices of gasoline would be reduced to 6,910 yuan per tonne, and that of diesel to 6,170 yuan per ton. The price cut was in response to recent falls in global crude prices, which had dropped to 63.97 U.S. dollars per barrel from 67.8 U.S. dollars on June 30, according to the statement.     Global crude prices, despite recent rebounds, experienced consecutive falls in the first half of this month, said the statement.     The NDRC is basing its adjustment of domestic fuel prices on three kinds of global crude prices, but the commission did not reveal the structure of the three prices.     On Monday, light, sweet crude for September delivery rose 33 cents to settle at 68.38 U.S. dollars a barrel on the New York Mercantile Exchange. London Brent for September delivery rose 50 cents to 70.82 dollars a barrel on the ICE Futures exchange.     It is the sixth fuel price adjustment since the country adopted a new fuel pricing mechanism, which took effect on Jan. 1.     The Chinese government has lowered retail fuel prices in December, before the new mechanism became effective, and again in January. It also raised prices once in March and twice last month.     Under the pricing mechanism, the NDRC would consider changing benchmark retail prices of oil products when the international crude price rises or falls by a daily average of 4 percent over 20 days.     The two price rises last month were slight, said the statement, in an effort to quell doubts over frequent price hikes.     The country's latest fuel price hike on Jan. 30 sparked widespread debate as consumers grumbled that the record domestic prices were even higher than in the United States.     However, according to the NDRC statement, post-rise prices on June 30 translated into about 60 U.S. dollars per barrel, which was 7.8 U.S. dollars lower than the international price that day.     On June 1, post-rise prices were equal to about 50 U.S. dollars a barrel, 7.6 U.S. dollars lower than the global crude price.     The NDRC raised pump prices of gasoline and diesel by 400 yuan per ton, or 7 percent and 8 percent, respectively, from June 1, and again by 600 yuan per tonne, or 9 and 10 percent, respectively, from June 30.     Such controlled rises were meant to ease the burden of downstream industries so as to help fuel a recovery in the economy, and also to cushion the negative effect of irrational rises in global crude prices, such as raises in investment of speculative capital, according to the statement.     The commission would continue to adjust domestic fuel prices "at an appropriate time", and take into account of changes in global crude prices, domestic economic situation, and demand and supply on the domestic market, said the statement.

BEIJING, Oct. 1 (Xinhua) -- A grand evening gala to celebrate New China's 60th founding anniversary started Thursday evening at the Tian'anmen Square when 60 birthday-candle-shaped fireworks exploded into the sky and lit up the vast square. Red, pink, white and orange fireworks shot up into the night sky, lighting up the Tian'anmen Rostrum and 56 giant decorative columns, which were set up on the square to represent China's 56 ethnic groups. Fireworks are seen in the celebrations for the 60th anniversary of the founding of the People's Republic of China, on the Tian'anmen Square in Beijing, capital of China, Oct. 1, 2009    That was the beginning of a 33-minute fireworks feast in the evening. Earlier this month, the Beijing Daily quoted pyrotechnist Ding Zhenkuan as saying that the display would send nearly 42,000 shells into the sky, doubling the number fired at the Beijing Olympics opening ceremony last August.     Following candle-shaped fireworks, a teenage boy, standing at the podium for the flag-raising ceremony, played with a trumpet the melody of the song of "My motherland".     As the boy was playing the trumpet, more than 4,000 performers gathering under the podium began to play the magic effects of more than 4,000 LED-light-equipped trees.     Vice director of the gala, Zhao Dongming, called the performance as "light cube", referring to the well-known Olympic architecture "Water Cube", or the National Aquatics Center. The building, equipped with LED lights, can put on various colors at night.     The performers of the "light cube" displayed a rolling effect of the 60 years from 1949, when the People's Republic of China was founded, to 2009. Fireworks meanwhile again shot up and exploded in the night sky, creating the Arabic numeral of "60," symbolizing New China's 60th birthday.     Seconds later, a fireworks-armed curtain, standing opposite to the Tian'anmen Rostrum, was ignited and began to explode. The exploding fireworks on the curtain -- 90 meters wide and 25 meters high -- created the sun, river, waterfall and mountains, representing the vast land of China. A grand performance is staged in the celebrations for the 60th anniversary of the founding of the People's Republic of China, on the Tian'anmen Square in central Beijing, capital of China, Oct. 1, 2009
