BEIJING, Feb. 5 (Xinhua) -- The State Council of China Friday issued an urgent notice urging relevant departments and local authorities to settle pay disputes involving migrant workers as millions of them are heading home for lunar new year reunion.The notice asked local governments and relevant departments to prioritize in their work the settlement of migrant workers' back pay dispute with their employers.It underlined the construction industry where back pay disputes often happen.It also ordered local governments to improve the emergency management system to respond to possible mass incidents caused by pay disputes.Two migrant workers were stabbed to death by their employer over a pay dispute Wednesday in central China's Henan Province.The two men asked for wages on behalf of 17 fellow workers and got into a fight with their labor contractor after being told that their monthly payment had been docked by over 100 yuan (about 14.6 U.S. dollars), and then were stabbed in the neck with a fruit knife by the contractor.In China, millions of migrant workers from the countryside make their living in booming cities. Back pay to migrant workers has affected the income of the rural population for a long time and is considered a "chronic illness" undermining social stability.

BEIJING, March 14 (Xinhua) -- China saw a 32.9 percent growth year-on-year in fiscal revenue in the first two months of the year due to factors including rising tax revenue following continued economic recovery, the Ministry of Finance (MOF) announced Sunday.Fiscal revenue for January and February combined reached more than 1.36 trillion yuan (about 200.05 billion U.S. dollars), the MOF said in a statement posted on its website.Of the total, the central fiscal revenue topped 702.7 billion yuan, up 36 percent from the same period in 2009, while local governments raked in 657.61 billion yuan, up 29.7 percent.Fiscal revenue in January was 865.9 billion yuan, up 41.2 year on year and exceeding February's 494.5 billion yuan.The statement said the big difference in fiscal revenue between the past two months was resultant because a nationwide seven-day Spring Festival occurred in February, leading to fewer working days in the month.The MOF attributed the fast fiscal revenue growth to the continuing economic recovery in China which boosted tax revenue, and a low comparison base in the first two months last year, when revenue was down 11.4 percent due to the financial crisis.China's National Bureau of Statistics released figures last Thursday which showed in January and February, the country's industrial output grew 20.7 percent, and retail sales of consumer goods rose 17.9 percent, while the urban fixed assets investment leapt 26.6 percent, and import and export in general trade soared by 52.1 percent.

PARIS, March 8 (Xinhua) -- Nuclear power should be developed with due regulations and in an orderly way thanks to its strict requirement for human resources, technology, security and quality, a Chinese official said Monday here at the international conference on civilian use of nuclear energy.Nuclear power, a clean, safe and economic energy, "plays an important role in energy conservation, environment protection and the strive to cope with climate change," Deputy Director of China' s National Energy Administration Wu Yin said, adding it has became "a major choice to develop economy and optimize energy structure" for many developing countries.Speaking to representatives from about 60 countries at the headquarters of the Organization of Economic Cooperation and Development, Wu said that changing the mode of energy development, optimizing the energy mix and reducing carbon emission is now a shared aspiration of the world.According to him, China has accelerated the construction of nuclear power stations in recent years. BEIJING, Feb. 24 (Xinhua) -- Chinese military and international relations experts on Wednesday said that a recent Pentagon report playing down Taiwan's aerial combat capability was a front for more advanced arms sales to the island, which would seriously violate a Sino-U.S. agreement that Washington endorsed 28 years ago. "Any further arms sales, especially if the U.S. sells F-16 fighters to Taiwan, would increase already strained tensions with China," Prof. Tan Kaijia with the National Defense University of the People's Liberation Army told Xinhua. The report delivered by the Defense Intelligence Agency of the U.S. Department of Defense to the Congress has stressed that many of Taiwan's 400 active combat aircraft were not operationally capable due their age and maintenance problems. It also specified that Taiwan's 60 U.S.-made F-5 fighters have reached the end of their operating life and some of the island's F-16 A/B jet fighters needed improvement to increase combat effectiveness. The Pentagon's report came as Taiwan continued to voice its need for advanced U.S. weaponry such as 66 F-16 C/Ds, a substantial improvement model on Taiwan's current F-16 A/Bs. But the U.S. side excluded the fighters from the latest arms sale package. According to media reports, Taiwan currently operates 60 U.S.-made F-5 fighters, 148 F-16 A/Bs, 56 French-made Mirage 2000-5 fighter jets and 126 locally produced Indigenous Defense Fighter (IDF) aircraft. "If the U.S. equips Taiwan with new F-16s, replacing the second-generation F-5s, it would significantly increase the island's aerial combat effectiveness for F-16's compatibility to other U.S.-made weapon systems such as airborne early warning and control aircraft through Link-16 Multifunctional Information Distribution System," said Prof. Tan. According to the Communique jointly issued by the Chinese and U.S. governments on Aug. 17, 1982, the U.S. side states that "its arms sales to Taiwan will not exceed, either in qualitative or in quantitative terms, the level of those supplied in recent years since the establishment of diplomatic relations between the U.S. and China." "Comprehensive performance of the F-16s is far beyond that of the F-5s and the qualitative parameters of the F-16 C/Ds also exceed those of the F-16 A/Bs," said Tan. Selling such arms would "be an overt offense" against the Aug. 17 Communique, and promoting such a move by an elaborate report would not give any justification for the U.S. since the F-16 C/Ds would not be considered as a defensive weapon in any case, he said. Guo Zhenyuan, a researcher with the prominent thinktank China Institute of International Studies, told Xinhua that previous U.S. arms sales to Taiwan were covered by the front of "providing Taiwan with arms of a defensive character" to ease the backlash to the bilateral relationship from the Chinese side. "The U.S. side should know that the sooner it stops selling arms to Taiwan, the more willing China would be to work with it on global and regional issues," Prof. Jin Canrong with Renmin University of China said. BEIJING, March 2 (Xinhua) -- China on Tuesday urged the United States to work to push bilateral ties back to normal track as two senior U.S. diplomats came to Beijing with hope to ease tensions between the two countries.U.S. Deputy Secretary of State James Steinberg and National Security Council Senior Director for Asian Affairs Jeffrey Bader began their visit in Beijing from Tuesday to Thursday before going to Japan.China's foreign ministry has so far given few details about the visit. The U.S. embassy in China has no plan to hold a press conference as usual."We will have a press release as soon as we get further information about the detailed arrangements," Chinese Foreign Ministry spokesman Qin Gang said, declining to disclose whom the two U.S. diplomats will meet.But Qin repeated at the regular news briefing that the responsibility of the setback of the Sino-U.S. relations lay with the U.S. administration."We urge the U.S. side to earnestly observe the principles laid down in the three Sino-U.S. joint communiques and their joint statement, respect China's core interests and properly handle sensitive issues, and work with the Chinese side to push relations back on a healthy and normal track," Qin said.The United States angered China with its decision to sell arms to Taiwan and President Barack Obama's meeting with the ** Lama regardless of China's objections. China has repeated that the U.S. move would severely harm its core interests.Steinberg's trip was widely seen as a U.S. effort to mend ties with China at a time when they need to cooperate on a range of global issues, including the economic downturn, climate change and trade liberalization.U.S. State Department spokesman Philip Crowley said Monday that the two sides would discuss "bilateral, regional and global issues" during the visit, which would be "an opportunity to refocus on the future."Steinberg and Bader are expected to talk about the Iran nuclear issue as Western powers are weighing sanctions against Iran over its nuclear program.But Qin said there is still room for diplomatic efforts and the parties should work to maintain and promote the process of dialogue and negotiations for a proper resolution of the Iran nuclear issue.Also on Tuesday, a senior Chinese official said Sino-U.S. relations were experiencing a "spring chill" at the beginning of 2010 and suggested more cooperation and "less containment" in bilateral ties.
