No new project to develop electrolytic aluminum will be allowed in the next three years, the plan said.     The country would put strict control on the production of copper, lead, zinc, titanium and magnesium.     At the same time, China aims to save 1.7 million tonnes of coal and 6 billion KWh of electricity per year, as well as reduce sulfur dioxide by 850,000 tonnes annually as part of industrial upgrading for the nonferrous metallurgy sector.     China was the largest producer and consumer of nonferrous metals with total output of ten major nonferrous metals reaching 25.2 million tonnes and total consumption at 25.17 million tonnes in 2008.     The country's nonferrous metal industry received a severe blow from the global economic downturn after keeping high-speed growth for nearly a decade.     Statistics released by the China Nonferrous Metals Industry Association showed aggregate profit of China's nonferrous metal producers fell 45 percent last year to 80 billion yuan (11.73 billion U.S. dollars).     Along with the support plan for the nonferrous metal sector, the State Council has unveiled stimulus packages for 10 industries since January, such as machinery-manufacturing, electronics and information industries, the light industry and petrochemical sectors.

percent in China, the retail sales grew by 15 percent, and the industrial output increased by 6.3 percent.     The state councilor said China would continue to cooperate with the international community to fight the international financial crisis, and would continue to make due contribution to the recovery of world economy.     In his speech, Dai also called for joint efforts from the URUMQI, July 18 (Xinhua) -- Nearly two weeks after the July 5 riot in Urumqi of northwest China's Xinjiang Uygur Autonomous Region, social order and people's lives are returning to normal. Yet in retrospect, a mass of evidences show that the unrest was a well-planned violent criminal incident of terrorist nature.     FEINT BEFORE VIOLENCE     Investigations by reporters reveal a salient feature of the riot, that is the perpetrators adopted the tactic of mass rally and making trouble in the open, which attracted people's attention and police force, while committing beating, smashing, robbery and arsons in other places.     At about 6:00 p.m. July 5, some persons gathered in the People's Square, continuously making phone calls and sending text messages. Some people were shouting slogans to attract passersby. The crowd grew larger and larger.     According to the local police department, about 1,500 policemen were sent to the place to maintain order and disperse the crowd.     At about 8:00 p.m., the police were told that a group of thugs were beating innocent people, smashing cars and buses, and burning police cars at Er Dao Qiao in a southern area of the city.     Xinhua reporters at the area spotted the body of a victim under a bridge, people fleeing in all directions, shops closing, mobsters smashing and setting fire as they walked along, more and more shops, automobiles and public facilities got destroyed and people got hurt.     At the same time, people gathered in the People's Square began to walk to the south.     According to two officials from the local committee of ethnics and religions who walked after these people, at the Longquan Street intersection, someone jumped out of the crowd and began to instigate people to join and follow them. CHONGQING, June 6 (Xinhua) -- Rescuers set off a blast in the debris of a landslide Saturday in an effort to open up a shaft to reach the 27 trapped miners in southwest China's Chongqing Municipality.     Rescuers ignited explosives at 8:07 p.m. at a location calculated by experts to reach the shaft where the miners were believed to be buried.     More blasts are needed as about 1.5 million cubic meters of rock and dirt slumped 600 meters from a nearby mountain Friday afternoon, covering up the entrance to the mining pit.     Experts said ventilation, food and water could not be sent into the shaft and the air underground could only support the miners for about seven days.     Experts are still busy surveying and revising plans of future blasts.     So far, 72 people, including 21 local residents, the 27 trapped miners and 18 miners who worked on the ground, two telecom company workers and four passers-by, remained missing.     The accident happened at about 3 p.m. Friday at an iron ore mining area of Jiwei Mountain in Tiekuang Township, Wulong County, about 170 kilometers southeast of Chongqing's downtown.     Chinese vice-premier Zhang Dejiang inspected the site early Saturday morning, asking rescuers to try their best to save life while avoiding secondary disasters.
