BEIJING, March 13 (Xinhua) -- The National People's Congress (NPC), China's top legislature, on Friday expressed strong indignation and opposition to a European Parliament resolution on Tibet.     "We are strongly indignant with and opposed to the act that intervenes in China's internal affairs, damages China-Europe relations and hurts the Chinese people's feelings," the NPC Foreign Affairs Committee said in a statement.     Regardless of China's repeated stern representation, the European Parliament, stirred up by a few of its members, insisted on approving a resolution on Tibet, which distorts the facts and again encourages the ** Lama's separatist practice, in an attempt to internationalize the Tibet-related issues," said the statement.     Tibet is an inalienable part of the Chinese territory and Tibetan affairs are purely China's domestic affairs, the statement said, adding that any foreign government and organization does not have the right to intervene in China's internal affairs.     The Tibet Autonomous Region has achieved economic development, national unity and social harmony and people there have been living and working in peace since the democratic reforms 50 years ago, the statement said.     Over the past few years, the Chinese central government has carried out a number of contacts and dialogues with patience and sincerity with the ** Lama's representatives.     However, as the ** Lama has not stopped his separatist activities, no substantial progress was made through the dialogues.     ** Lama's Memorandum on Genuine Autonomy for the Tibetan People, under the veil of claiming autonomy, actually seeks political independence for Tibet and runs against China's Constitution. It will be inevitably opposed by all the Chinese people, the statement said.     The ** Lama claimed that rather than seeking for "Tibet independence ", he only asked for "high degree of autonomy" and "genuine autonomy" and insisted on "nonviolence".     However, ** Lama's so-called "genuine autonomy" aimed to restore his reign in Tibet that integrating religion and state, and establish a supposed "greater Tibet area" which covers nearly a quarter of China's territory. The so-called "greater Tibet area" does not exist in history, nor does it have an actual ground     The claim also asked the Chinese central government to withdraw armies and all the non-Tibetans from the "greater Tibet area". The essence of these claims is advocating "Tibet independence " or meant for "gradual or covert Tibet independence," the statement said.     The ** Lama claimed that he insisted on "nonviolence", but the violent riots in Lhasa staged by the ** Lama's followers on March 14 last year proved that they have never stopped violent activities.     The allegations of the ** Lama were only disguise for his separatist stance and violent criminal activities. They were also packaging to defraud the international society of sympathy and support, the statement said.     "Our disputes with the ** Lama is neither the ethnic issue, nor religious issue, or human rights, but a major principled issue concerning China's sovereignty and territorial integrity, " it said.     The Chinese central government's policy toward the ** Lama is consistent and clear cut, the statement said, adding the door is always open for contacts and talks with him.     The key for positive progresses of contacts and talks rest with whether the ** Lama would give up his wrong stance and separatist behaviors, reexamine his political opinions and make aright choice beneficial to the country, the people, the history and himself.     The statement also said, it is in line with the common interest of China and the Europe to enhance mutual beneficial cooperation on an equal footing.     "A handful European parliament members, who hold prejudice against China, have very readily and repeatedly proposed groundless resolutions on Tibet-related issues," it said.     These resolutions deliberately slandered against China's image, sent wrong signals to the ** Lama's supporters and boost arrogance of the pro-Tibet campaigners.     These European parliament members should be warned sternly to get a clear understanding of the situation and respect the facts. Any conspiracies to interfere in China's internal affairs are doomed to fail, it said.     The NPC values relations with the European parliament and requests the European parliament to proceed from the overall interest of China-EU relations, discard ideological prejudice, adopt a fair and objective stance and do more things that conducive to the healthy development of China-EU comprehensive strategic partnership, said the statement.     Also on Friday, Chinese Foreign Ministry spokesman Ma Zhaoxu urged the European Parliament to confirm to the public opinions, immediately stop interfering in China's internal affairs using the Tibet-related issue and work with China to maintain the overall situation of China-EU relations.

HONG KONG, March 14 (Xinhua) -- China may get a more level playing field in terms of self-positioning when dealing with the United States amid the economic downturn, but Chinese leaders should beware of the potential traps behind U.S. flattering, scholars and senior editors said Friday.     Speaking at a Financial Times forum on Sino-U.S. relations in Hong Kong, the scholars said they expected the bilateral relationship to remain generally healthy in years ahead as both sides want stability and were pragmatic.     China is currently preoccupied with tackling the challenges facing itself, such as the need to further restructure the economy, finding an alternative development model to the export-driven growth of the past decades, and even the pressure of social instability.     The decisions made by Chinese leaders in dealing with the current crisis "will set the way for the long-term reinvention of the Chinese economy," said Jonathan Fenby, author of A History of Modern China published by Penguin.     China will emerge stronger if it can deal with the issues rightly, he said.     Lifen Zhang, editor-in-chief of FTChinese.com, said China does not have the strength to be the economic savior amid the current crisis and should handle self-positioning carefully when dealing with the United States.     "There is a lot of flattering going on at the moment, but be careful. What do the Americans really want?" he said, adding that a number of scholars have recently written on the topic.     On the top of the U.S. agenda was currently the need to restore confidence and integrity in the world's most developed economic system, which calls for cooperation from China, the world's fastest growing developing economy, said Simon Schama, professor of history at the University of Columbia.     But Schama said China should bear in mind that the next election in the United States will be in 2010 and avoid overplaying the leverage in its hand.     "What the Chinese government ought to be aware of is not so to overplay in its hands this leverage as to encourage a .. backlash" as the conservatives may seize certain popular issues, including trying to present an image of the Obama administration as being too soft, he said.

BEIJING, Feb. 17 (Xinhua) -- After a three-day visit to Saudi Arabia beginning Feb. 10, Chinese President Hu Jintao started an Africa tour aimed at enhancing China's friendship with developing countries in the region.     The trip, which took Hu to Mali, Senegal, Tanzania and Mauritius from Feb. 12 to 17, has given new impetus to the traditional friendship between China and Africa. Visiting Chinese President Hu Jintao (L) talks with Saudi Arabian King Abdullah bin Abdul-Aziz during their meeting in Riyadh, Saudi Arabia, Feb. 10, 2009The time-honored friendship between China and Africa can be traced back to as early as the Ming Dynasty (1368-1644), when Chinese navigator Zheng He traveled to the African continent during his seven epic voyages.     In the 1960s, when most African countries launched a wave of independence struggles, late Chinese Premier Zhou Enlai had also visited Africa to express his country's staunch support for its African brothers.     The fates of the Chinese and African peoples are closely interrelated as they share a similar history and similar developmental tasks, and the two sides have carried out various forms of cooperation based on the principles of equality and mutual benefit. Chinese President Hu Jintao (L) meets with Malian President Amadou Toumany Toure in Bamako, Mali, on Feb. 12, 2009"Every time I come, it's like coming back home," Hu said while delivering a key speech in the Tanzanian capital of Dar es Salaam on Monday.     So far, China has provided aid to the best of its ability to 53 African countries under the framework of "South-South cooperation," aiming to help the countries achieve independent development and socio-economic progress.     China-Africa relations entered a new stage of comprehensive development at the Beijing Summit of China-Africa Cooperation Forum in 2006, when they established a new type of strategic partnership featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges. Visiting Chinese President Hu Jintao (L) meets with his Senegalese counterpart Abdoulaye Wade in Dakar, capital of Senegal, Feb. 13, 2009Hu's latest visit to Africa, his sixth in all and second since the Beijing Summit, opens a new chapter in the China-Africa friendship.     The tour also brings new opportunities to review the results of the China-Africa friendly cooperation.     The Chinese president announced an eight-measure policy designed to strengthen pragmatic cooperation with Africa at the Beijing Summit in November 2006. Several months later, he paid a visit to Africa, during which a series of cooperation agreements were signed with an aim to implement the policy. Visiting Chinese President Hu Jintao (L) meets with his Tanzanian counterpart Jakaya Mrisho Kikwete in Dar es Salaam, Tanzania, Feb. 15, 2009Now in 2009, the concluding year for implementation of the package, the Chinese president visited Africa again to exchange views with the leaders of African countries on the fulfillment of the commitments made at the Beijing Summit.     During the visit, Hu also discussed with them the preparatory work for the fourth ministerial conference of the China-Africa Cooperation Forum later this year in an effort to enhance the China-Africa strategic partnership.     The swift and efficient implementation of the eight measures has brought tangible benefits, and the measures have thus been well received by the governments and people of Africa and the international community. Visiting Chinese President Hu Jintao (L) meets with Mauritian President Anerood Jugnauth in Port Louis, Mauritius, Feb. 17, 2009Chairman of the African Union (AU) Commission, Jean Ping, said in late January that China is Africa's key cooperative partner.     The AU chief also spoken highly of China's role in Africa's infrastructure development, saying "China has played a fundamental part in the improvement of infrastructure facilities across African countries."     The World Bank has said China has made major contributions to promoting the development of Africa, and expressed the hope that African countries would combine China's developmental experiences with their own national conditions.     Moreover, President Hu's trip this time brings new commitments for the future development of friendly and cooperative ties between China and Africa.     Countries around the world currently face grave challenges amid the ongoing global financial downturn, with the impact of the crisis spreading to emerging-market countries as well as developing nations.     Under such circumstances, Hu made a solemn pledge during his Africa tour that China will continue to implement its commitments made at the Beijing Summit in a timely and reliable manner, despite all the challenges his country faces in its own economic development.     China will by no means cut assistance to Africa, said Hu. Instead, it will do its best to continue to increase aid to the continent, offer debt relief to African countries, and expand trade and investment with them.     Hu's commitments were warmly applauded by the leaders of the African countries, who pledged to join hands with China in facing the impact of the financial crisis.     A Gabonese newspaper commented that China, which had pledged to honor its earlier commitments and not to reduce aid to Africa despite the economic pressure from the ongoing crisis, had indeed exercised the responsibilities of a big country.

HONG KONG, April 12 (Xinhua) -- About 400 enterprises in the Chinese mainland had been selected to participate in the Renminbi cross-border trade settlement pilot program, Under Secretary for Financial Services and the Treasury of Hong Kong Julia Leung said here Saturday.     Speaking on a radio talk show here Saturday, Leung said enterprises in Hong Kong would soon be able to settle trades in Renminbi through the banks with the selected companies in the Chinese mainland.     Noting the program can reduce the risks and cost arising from fluctuations in exchange rates, she said Hong Kong banks could expand extensively their Renminbi services from individual clients to enterprises.     When asked whether the scheme includes trade financing, Leung said authorities in the Chinese mainland would announce the details soon.     "The Monetary Authority has made full preparation for the program including conducting tests on the Renminbi clearing system," Leung noted, adding that "the system can start operation once the Chinese mainland comes up with the operational details."     When asked whether the Hong Kong Special Administrative Region (HKSAR) government would change Hong Kong's linked exchange rate with the U.S. dollar, the under secretary said the system had been working effectively and the HKSAR government had no plan to change it.

SANMEN, Zhejiang, April 19 (Xinhua) -- China on Sunday started the construction of its first third-generation pressurized water reactors using AP 1000 technologies developed by U.S.-based Westinghouse. The reactors, located in Sanmen of east China's Zhejiang Province, will also be the first in the world using such technologies.     The Sanmen Nuclear Power Plant will be built in three phases, with an investment of more than 40 billion yuan (5.88 billion U.S. dollars) injected in the first phase.     The first phase project will include two units each with a generating capacity of 1.25 million kw. Photo taken on April 18, 2009 shows the foundational construction site of the No.1 unit of the first phase of the Sanmen nuclear plant in Zhejiang Province. The Sanmen nuclear plant, with the world's first nuclear plant using the AP1000 technologies, a type of third generation nuclear power reactor introduced by America's Westinghouse company, started the construction recently    The first generating unit will be put into operation in 2013, and the second, in 2014. The plant will eventually have six such units.     "It is the biggest energy cooperation project between China andthe United States," said Zhang Guobao, vice minister in charge of the National Development and Reform Commission and also head of the National Energy Administration.     "It will contribute to the human kind's peaceful use of nuclear power," he said.     China launched bidding in 2003 for its nuclear power stations of the third generation. Foreign companies including Westinghouse, France's Areva and Russia's AtomStroy Export are major bidders. The Sanmen nuclear plant, with the world's first nuclear plant using the AP1000 technologies, a type of third generation nuclear power reactor introduced by America's Westinghouse company, started the construction recentlyWestinghouse became the winner after China signed a memo with the United States on the introduction and transfer of third-generation nuclear power technologies in December 2006.     The final agreement was inked between China's State Nuclear Power Technology Corporation and Westinghouse in July 2007, according to which China will buy four third-generation pressurized water reactors from Westinghouse. The agreement also involves technology transfer to China.     Two of the four pressurized water reactors will be installed in Sanmen of Zhejiang Province and two in Haiyang City, eastern Shandong Province.     William Poirier, vice president of Nuclear Power Plants China of Westinghouse Electric Company, said China has a sound nuclear power security system with a strict supervision work.     He said he believed China can replicate the experiences of the third-generation nuclear power technologies and build more such stations.     China's mainland has 11 nuclear reactors at six plants, all on the east coast, with a combined installed capacity of 9.07 million kw.     To meet its fast economic growth, China plans to develop more nuclear power. The country plans to have 40 million kw of installed nuclear capacity on its mainland by 2020, which would be4 percent of projected electricity supply capacity, or double the current level.     Of the 11 reactors, three use domestic technologies, two are equipped with Russian technology and four with French technologies, and two are Canadian designed. All the 11 reactors employ second-generation nuclear power technologies.     Speaking at Sunday's inauguration ceremony of the first-phase project of the Sanmen Nuclear Power Plant, Chinese Vice Premier Li Keqiang urged making more efforts to develop new energy to ensure the country's energy security and boost economic growth.     He underscored innovation as the key to nuclear power development, calling for enterprises to adopt advanced technology and enhance self-innovation.     He said it was inevitable that China would need to improve energy structure and enhance energy conservation and emission cuts when resources and environment issues took their toll on economic development.
