BEIJING, Aug. 27 (Xinhua) -- China's top political advisor Jia Qinglin has called for deep recognition of the historic necessity and enormous advantages of China's political system of multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC).     The natural difference between the political systems of China and the West must be deeply recognized, said Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and member of the Standing Committee of the CPC Central Committee Political Bureau at Thursday's meeting of the presidium of the CPPCC National Committee. BEIJING, Sept. 18 (Xinhua) -- The Communist Party of China (CPC) central leadership vowed Friday to enhance intra-Party democracy by improving Party congress and election systems.     Less than two weeks ahead of the 60th anniversary of the founding of the People's Republic of China (PRC), the 17th CPC Central Committee made a consensus at its fourth plenary session which ended Friday, calling for bettering the democratic decision-making mechanism within the Party in order to maintain the CPC's centralization and unity.     After the four-day close-door meeting, the CPC Central Committee agreed in a communique upon pushing forward intra-Party democracy, which allows broad representation of Party-wide wills and propositions, and, subsequently, drives people's democracy.     Hu Jintao, general secretary of the CPC Central Committee, said at the 17th CPC National Congress on Oct. 15, 2007, "We will expand intra-Party democracy to develop people's democracy and increase intra-Party harmony to promote social harmony." Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, delivers a work report at the Fourth Plenary Session of the 17th CPC Central Committee, which was held from Sept. 15 to 18 in Beijing, China"The realization of intra-Party democracy must rely on the guarantee of all Party members' democratic rights to know, to participate, to vote and to supervise all internal affairs of the Party," Hu, also Chinese president, said at another occasion months ago.     Yu Keping, a prominent theorist who serves as deputy director of the CPC Central Compilation and Translation Bureau, said people's democracy was the ultimate goal of China's democratic politics, whereas the Party's internal democracy spearheads to achieve the ultimate goal.     Political scientists said the CPC's stance of institutionalizing itself towards a more transparent and democratic ruling party reflects its increasing preparedness for the new situation, which was summarized by the latest communique as "long-term, complicated and draconian tests" for the CPC's ruling capability, the reform and open-up policy, adoption of a market economy and adaptation to outside circumstances.     Wang Changjiang, a scholar at the Party School of the Central Committee of the CPC, said "the new situation" might be a combination of diversified problems, such as the economic downturn, mass incidents and ethnic issues.     Wang's alert coincided with the sober-minded perspective of the CPC central leadership, which says in the communique that "it has never been so onerous and pressing that the Party must effectively manage and discipline itself."     One solution to those challenges is to beef up teams of "high-caliber cadres" through democratic, open, competitive and merit-based selection channels.     The communique said the Party should encourage best people to stand out from peers to take key Party or governmental posts.     Xu Yaotong, a researcher at the China National School of Administration, said direct election of officials, which was a foundation of intra-Party democracy, could start from the county level.     Some provinces, such as southwestern Sichuan and eastern Jiangsu, have tried out direct elections, in which grassroots candidates ran for township-level Party leadership.     With the idea of improving the Party congress system, the CPC is expected to try to mandate more power to delegates to various levels of congresses, who hold equal voting rights, regardless of official status, for decisions at Party congresses.     The ruling CPC is the largest political contingent in China, with about 76 million members growing rapidly from 4.4 million in 1949 when the PRC was founded.

BEIJING, Aug.3-- China's steel industry association said on Friday that it plans this year to unify the spot and long-contract prices for the country's iron ore imports.    It will also set a ceiling for charges levied by import trading firms, as part of an effort to regulate the market.     The proposal was the top item of discussion at the steel industry body's two-day semiannual meeting, said Luo Bingsheng, deputy chairman of the China Iron and Steel Association (CISA), at a press conference.     The term prices negotiated with global miners should become a benchmark unified price, and the import agencies could charge 3-5 percent in commission on top of the term prices, Luo said.     The move aims to regulate excess iron ore import by steel makers and trading firms, which distorted the supply and demand balance and disrupted the annual contract talks, Luo said.     The price talks, which are continuing, appeared to be snagged on China's insistence upon bigger reductions than the 33 percent cut agreed to earlier with Japanese and Korean steel mills. News reports and industry analysts say China wants a 40 percent price cut.     Luo said foreign iron ore suppliers promoted massive sales on the spot market, leading to huge stockpiles.     Spot iron ore accounted for 82.7 percent of imports this year, leading to excessive imports that far exceed actual needs, the CISA said.     Luo made the remark as the spot price of iron ore in China surged above the contract prices offered by three large miners - Rio, BHP and Vale.     Benchmark spot prices of iron ore in China rose above 0 a ton on Thursday, as compared with a ton in April, according to industry consultant Mysteel.     Iron ore imports rose 29.3 percent year on year, to 297 million tons, in the first half of this year, while traders imported 131 million tons, up 90.4 percent from last year.     There are 152 iron ore importers in China this year, exceeding the 112 licenses that CISA issued, the association said.     Luo said the annual talks were ongoing and CISA would keep working to push them forward.     "We are working for a reasonable result and hope to reach a win-win situation," Luo said.     "For small steel companies, a unified price system is definitely good news," said Fan Haibo, a steel analyst from Xinda Securities. "Large steel mills and trading companies have made huge profits by selling iron ore to small steel factories who do not hold import license."     "But how to define which firms have 'agent license' seems essential. Giving them the privilege is akin to guaranteeing a business always makes a profit," he said.

RIGA, Sept. 1 (Xinhua) -- Chinese Vice Premier Hui Liangyu met with Latvian President Valdis Zatlers and Parliament Speaker Gundars Daudze here on Tuesday.     In his meeting with Zatlers, Hui said the China-Latvia relations have been developing smoothly in recent years. The two sides have maintained high-level contacts and strengthened mutual political trust.
