RAMALLAH, June 23, (Xinhua) -- With more than 30 years of involvement in the work related to the Middle East issue, China's new special envoy to the Middle East Wu Sike said on Tuesday that he'll employ his personal experience on the region to help fulfill his mission.     Wu arrived in the West Bank city of Ramallah on Tuesday, starting the second leg of his first regional tour as China's new special envoy.     Upon his arrival, Wu told Xinhua that Chinese and Palestinian peoples have a traditional friendship, China has been long supporting the righteous Palestinian cause, with the positive sign emerged recently on the peace issue, China, along with the international community, is concerning on how to revive the peace process and push forward the process toward a final solution.     With this concern, Wu said the aim of his trip is to know the attitude and response of all sides involved in the peace process on the newly emerged situation, lay out China's stance on the issue, and exert efforts to boost the process with all sides in coordination.     Touching upon the issue of the internal Palestinian dispute between factions, mainly the rival Fatah and Hamas, Wu said Palestinian unity is crucial to solve the Middle East issue.     "Hamas is a major Palestinian faction, which enjoys strong public support," said the envoy, adding that, "it'll be important if Hamas can take an positive attitude toward the peace process and involved in it."     Wu said China is willing to see the success of the internal Palestinian dialogue, and is ready to make efforts on helping Palestinians to achieve national unity.     Wu, former Chinese ambassador to Egypt, was appointed as the special envoy in March this year to replace Sun Bigan.     He has been director of the Department of West Asian and North African Affairs of the Foreign Ministry, ambassador to Saudi Arabia and Egypt, and also the first Chinese plenipotentiary to the Arab League.     Citing his three-decade long diplomatic experiences in the region, Wu said that he witnessed both the disasters and losses caused by conflicts and the development, stability and opportunities brought by peace tracks between countries in the region.     "The contrast between the two tracks makes me convinced that military confront could not bring about the resolution of the Middle East issue, and the only way out is through peace negotiations," said the envoy.     Bearing the belief, the envoy said he will discuss both his personal experience and China's stance on the Middle East issue with all sides during his mediation, and actively involve in the peace process to fulfill his mission. 

NANJING, April 25 (Xinhua) -- Negotiators from the Chinese mainland and Taiwan on Saturday stressed the significance of enhanced cross-Straits economic exchanges and cooperation amid the international financial turmoil.     Zheng Lizhong, deputy chief of the mainland-based Association for Relations Across the Taiwan Straits (ARATS), said the international financial turmoil has brought new challenges to economic development across the Taiwan Straits.     Compatriots from the two sides aspired to accelerate cross-Straits economic cooperation, Zheng said at a preliminary meeting with his Taiwan counterpart Kao Koong-lian, Vice Chairman and Secretary-General of the island's Straits Exchange Foundation (SEF).     The meeting was held to make final preparations for Sunday's talks between the ARATS and SEF heads Chen Yunlin and Chiang Pin-kung.     Sunday's talks could bring enhanced economic development and cooperation across the Straits, he said. After 1979, the mainland allowed Taiwan products to enter at lower tax rates or tax-exempt.     In July 1988, the State Council, or the Cabinet, issued regulations encouraging Taiwan compatriots to invest on the mainland.     The mainland has been the largest trading partner of Taiwan since 2003, with annual trading volume surpassing 100 billion U.S. dollars.

BEIJING, June 8 (Xinhua) -- Chinese Vice Premier Li Keqiang met with U.S. special envoy for climate change Todd Stern on Monday, calling for more dialogues and substantial cooperation with the United States on climate change.     "China has noticed the change of the U.S. government on climate change as well as the positive measures it has taken," Li told Stern during their meeting in the Great Hall of the People.     To strengthen dialogue and cooperation between the two countries helps the growth of China-U.S. ties and benefits the international cooperation to fight against climate change, the vice premier said. HONG KONG, May 18 (Xinhua) -- China will definitely be able to meet the target of achieving eight percent economic growth in 2009, a senior official of the country's top economic planning body said here Monday.     "Judging from the indicators of the first four months, I do believe it is highly possible to achieve an eight percent growth for the full year. In fact, I believe the target will definitely be met," said Xulin, head of the Department of Fiscal and Financial Affairs of the National Development and Reform Commission.     Speaking at a briefing in Hong Kong, Xu said the basic assessment was that there has been consolidation in the recovery momentum and that the minor slowdown in April, normal as it has been when considering the past experiences, did not necessarily signal a second bottom in the ongoing economic downturn.     Economic planners have been monitoring the economy closely and are prepared to put in place additional measures in the coming months if it is necessary, Xu said.     Post-earthquake reconstruction in Sichuan province was being carried out quicker than previously planned. Small and medium enterprises were receiving financing aid from guarantee programs, Xu told local as well as foreign reporters.     The National Development and Reform Commission will approve 600 billion yuan (88 billion U.S. dollars) of corporate bonds this year as the IPO market remained cool, compared with 236 billion (35 billion U.S. dollars) for 2008, Xu said.     The debt of the Chinese government was about 20 percent of gross domestic product, compared with over 190 percent for Japan, close to 100 percent for the United States and 60 percent on average for the European economies.     The Chinese government has planned a budget deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, which represented about 2.8 percent of gross domestic product.     Xu said the ample resources could sustain heavy government investment to stimulate the economy for several years although "it was not necessary. "The Chinese government will spend more resources to develop public housing programs and a pension system and to push forward the health reform, so as to increase the contribution of domestic consumption to economic growth," Xu said.     "I don't think export can still play the roles as they did in past few years in driving the Chinese economy," Xu said, adding that China, as a responsible player, would like to see a moderately stable yuan.

SHANGHAI, June 28 (Xinhua) -- Top Chinese political advisor Jia Qinglin on Sunday mourned the death of Dong Yinchu, honorary chairman of the China Zhi Gong Party central committee, who died of illness on Tuesday at the age of 95.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attended Dong's funeral in Shanghai with Yu Zhengsheng, Communist Party chief of the city, and expressed condolences to Dong's family. BEIJING, June 29 (Xinhua) -- China raised gasoline and diesel prices by 600 yuan (about 87.8 U.S. dollars) per tonne, starting zero o'clock Tuesday.     The increase raised the price for gasoline by about 0.45 yuan per liter, or 8.6 percent, and the price of diesel by about 0.51 yuan per liter, or 9.6 percent, said the National Development and Reform Commission (NDRC) in a statement on its Web site.     It was the third oil price adjustment this year. On May 31, the NDRC raised the pump prices of gasoline and diesel by 400 yuan per tonne, or 7 percent and 8 percent, respectively.     The adjustment was in response to "recent international oil price fluctuation" under the country's new fuel pricing mechanism, as international crude prices kept rising, said the statement.     According to the new mechanism, China's domestic prices are to be "indirectly linked" to global crude prices "in a controlled manner."     Under the pricing mechanism, China would consider changing benchmark retail prices of oil products when the international crude price rises or falls by a daily average of 4 percent over 22working days in a row.     Oil prices settled at 69.16 dollars a barrel on the New York Mercantile Exchange Friday, registering a 4.2 percent rise from the price of 66.31 dollars a barrel when the last adjustment took place on May 31.

CHONGQING, June 7 (Xinhua) -- Rescuers on Sunday recovered seven bodies from the debris of Friday's landslide site in southwest China, as the search continued to find the 65 people still missing.     The seven bodies, including five men and two women, were yet to be identified, according to the rescue headquarters.     A brief farewell ceremony was held for the deceased.     Rescuers carried out a second explosion at 11 a.m. Sunday to enable the drilling of holes to send food and air to 27 trapped miners who could still be alive after the massive landslide in Chongqing Municipality. Those in the affected area downstream of the lake had already been evacuated.     The two entrances of the Jiwei Mountain mine were both buried under rocks when the landslide happened at around 3 p.m. Friday. It also buried an iron ore plant and 12 houses in Tiekuang Township, Wulong County, about 170 kilometers southeast of central Chongqing.     Eight people -- three of them seriously injured -- were rescued late Friday. But 21 residents, the 27 trapped miners and 18 miners who worked above ground, two telecommunications company workers and four passers-by, went missing.     With sniffer dogs and life detectors, hundreds of rescuers found no signs of life on the debris on Saturday, said a spokesman with the rescue headquarters.     The 27 miners are about 150 to 200 meters below ground. The air and a small amount of water in the mine could support them for five to seven days. Water is believed to exist in the shafts as Jiwei Mountain mainly comprised limestone, said the spokesman.     Early Sunday, rescuers completed a 28-km road to the site for large machinery such as excavators and bulldozers. Previously, there was only a simple village road.     "We will do our best and use every second to rescue them," said the spokesman, but the mountain was still quite unstable and the rescue operation was dangerous.     On the basis of aerial photos, experts estimated the volume of the landslide debris at about 12 million cubic meters, said Ai Yang.     "Under such circumstances, every step forward in rescue will need unimaginable caution, manpower and material resources," he said.     "The rock debris just covered the entrance, but there are water channels in the shaft. I believe my husband is still alive," said Chen Yuanmei, a woman at the site.     Chen said she was tending her garden in Hongbao Village, when she saw the rocks slide down, throwing up black dust clouds. The dust lingered around 10 minutes and covered her yard, which is 2 km from the mountain.     She felt something bad had happened and immediately called the mine authorities, but failed to reach them.     The Chongqing Land, Resources and Housing Administration has issued an emergency circular urging districts and counties to organize professional teams to launch a thorough inspection of geological disaster-prone areas.     Chinese Vice Premier Zhang Dejiang inspected the site early Saturday, asking rescuers to try their best while avoiding secondary disasters. Experts have been asked to investigate the cause of the landslide.     The Ministry of Civil Affairs has earmarked 6 million yuan (870,000 U.S. dollars) to the county for relief work.     The money would be mainly used as benefits for the victims' families and relocation of residents, said Ai.     A large helicopter would also join the rescue work to help carry in equipment and personnel early on Monday, he said. 

ROME, May 20 (Xinhua) -- China's top legislator Wu Bangguo met here Wednesday evening with Italian Premier Silvio Berlusconi.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.     Before meeting with Berlusconi, Wu also met with Italian Senate President Renato Schifani Wednesday morning and signed an agreement on establishing a mechanism of regular exchanges between the Chinese NPC and the Italian Senate.     During his meetings with Italian leaders in Rome, Wu expressed the willingness of strengthening economic cooperation with Italy as a way to counter the impact of international financial crisis.     In an earlier meeting with Chinese entrepreneurs who are doing business in Italy, Wu said the financial crisis has brought about new opportunities for cooperation between Chinese and Italian companies.     The Italian leaders expressed the willingness to expand cooperation with China in various fields, saying China's economic growth will hopefully provide new energy for the recovery and rally of world economy.     Both sides agreed that the two countries should coordinate their stance on reform of the international financial system and work for an early recovery of global economy from the financial crisis.     China saw an economic growth of 6.1 percent in the first quarter of this year, the lowest quarterly figure in years. Meanwhile, the European Union economy dropped 4.6 percent in the same period.     China and Italy have maintained a sound momentum in bilateral links. The two sides have consolidated political trust and maintained close communication and coordination on major international issues.     Leaders of the two countries have maintained contact on a regular basis. Italian Premier Silvio Berlusconi visited China last October and met with Chinese President Hu Jintao. BEIJING, July 5 (Xinhua) -- The Chinese government has allocated more than 126 million yuan (about 18.4 U.S. dollars) for disaster relief in six worst rainstorm-hit provinces, autonomous regions or municipalities in south China, the Ministry of Civil Affairs said here Sunday.     The six provinces, autonomous regions and municipalities include Guangxi, Jiangxi, Hunan, Hubei, Guizhou and Chongqing.     A total of 5,200 tents were also sent to Guangxi, Jiangxi and Hunan to provide shelter for the people displaced there, the ministry said.     While Beijing and neighboring provinces are fighting heat waves, the southern half of the country has been drenched in rain or flood since late June.     The latest round of rainstorms and flood, also this year's worst according to the ministry, had battered 12 provinces, killing 75 people and leaving another 13 missing and 938,000 homeless as of 4 p.m. Sunday.     Close to 40 million people were affected by the rainstorms and the flood, it said, adding that a total of 101,000 houses were toppled in the flood, causing over 13 billion yuan (about 1.9 billion U.S. dollars) in direct economic losses, it said.
