SHANGHAI, Dec. 4 (Xinhua) -- Canada would like to further economic ties with China, said visiting Canadian Prime Minister Stephen Harper here on Friday.     Harper announced the launch of four new trade offices in China by the Canadian government in cooperation with the Canadian Commercial Cooperation at a welcome banquet here Friday night. During this period, Canadian exports to China have grown by more than 3 billion dollars.     The total bilateral trade is now valued at over 53 billion dollars. China is Canada's second largest merchandise trading partner and third largest export market. BEIJING, Dec. 27 (Xinhua) -- China will maintain its pro-active fiscal policy and moderately loose monetary policy to buoy the economy in 2010 as many uncertainties persisted at home and abroad, Chinese Premier Wen Jiabao said Sunday. Averting the trend of falling global demand remained difficult, Wen said in an exclusive interview with Xinhua.     "Economies of some countries are starting to pick up, but fluctuations are still possible," Wen said.     "China's economy has been on track for recovery. However, the economic performance and operations of enterprises still mainly rely on support from government's policies," Wen said.     "A consolidated recovery in the country's economy does not point to a complete revival and a full revival does not mean China's economy is developing in a sustainable way," Wen said. "The government's economic stimulus package has proved effective."     China's economy grew 8.9 percent in the third quarter, the fastest rate in a year, after expanding by 7.9 percent in the second quarter and 6.1 percent in the first three months, boosted by the massive government investment and record bank lending.     The People's Bank of China, the central bank, scrapped lending limits of commercial banks in November last year.     In the first 11 months of this year, new bank loans hit 9.21 trillion yuan, an increase of 5.06 trillion yuan over the same period last year, far exceeding the full year target of 5 trillion yuan the government set in March.     The government pledged at the Central Economic Work Conference earlier this month that it would stick to the pro-active fiscal policy and moderately loose monetary policy in 2010 to sustain a recovery backed by the stimulus package.     The government would adjust macro-economic policies in line with the changing economic situation and study issues arising during implementation of such policies, Wen said.     China would gear more investment to social welfare, technical innovation and energy conservation and emission cuts next year, Wen said.

BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the China Federation of Logistics and Purchasing (CFLP) said on Tuesday.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.

BEIJING, Jan. 4 (Xinhua) -- Beijing saw smooth flow of traffic Monday, the first workday of 2010, after a snow storm Sunday caused traffic breakdown in the national capital.     The city's bus and subway services went smoothly on Monday, with no gridlock and serious traffic accidents reported, according to the Beijing Traffic Management Bureau.     During the peak hours on Monday morning, the Beijing Subway Operating Company dispatched 20 additional subway trains to ease the passenger flow.     The early bus of all routes started off on time in the morning, according to the Beijing Public Transport Holdings.     Most of the bus services ran smoothly, while only 19 lines leading suburban mountainous areas were suspended, it said.     From 9:00 p.m. Saturday to 8:00 a.m. Monday, more than 20,000 sanitation workers were dispatched to clean the snow in the city's main roads with 15,710 tonnes of snow-dissolving agent, said Zhang Zhiqiang, an official with the Beijing Environmental Sanitation Group Co., Ltd.     By 9:00 a.m., all expressways in Beijing reopened to traffic, while some national and municipal highways were shut down due to the slippery road conditions.     The vehicle flow in Beijing was reduced Monday after authorities announced on Sunday that classes in primary and middle schools would be suspended on Monday, and urged institutions and companies to stagger their work time.     However, transportation in eastern Shandong Province and northern Inner Mongolia Autonomous Region was seriously affected by the heavy snow.     By 9:30 a.m. Monday, many expressways in Shangdong were closed and 19 flights cancelled in the Yantai International Airport.     In Inner Mongolia, 13 trains were delayed Monday in Hohhot, the regional capital, said the Hohhot railway authorities.     The No. 1820 train, carrying more than 800 passengers, started off at 5:10 p.m. after being stranded for 12 hours, they said.

His proposal won high appraisal and was warmly applauded by the paticipating leaders.     PROMOTION OF SOLUTION OF GLOBAL ISSUES TO MAKE NEW PROGRESS     The international community is facing severe challenges of climate change, which concerns human survival and development, Hu said.     The international community has actively taken steps to tackle climate change despite the existence of some difficulties in the negotiation process, he said, adding that the world should be full of confidence, redouble efforts, and strive to overcome difficulties in this regard to achieve positive results.     Hu said the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol have laid the legal foundation for the international community to collaborate on addressing climate change and the principle of common but differentiated responsibilities has already become a universally accepted and basic principle for tackling climate change.     Also, the "Bali Roadmap" has made clear the requirements and orientation of international cooperation on climate change, he added.     All parties concerned should abide by the above principle and requirements, fully demonstrate their political will, turn their political will into real action to push forward the process of relevant talks and work to realize the goal of strengthening the implementation of the UNFCCC in a comprehensive and sustainable way, the Chinese president said.     In recent years, international talks on implementing the "Bali Roadmap" had made progress and reached consensus on a number of aspects, he said, calling on the international community to build on the consensus and progress and work to reach further consensus, and push for a positive outcome of the Copenhagen climate talks. During Li's visit, the two countries signed two cooperation agreements in telecommunications.     Before and during Li's visit, Australiat approved the application by China's Yanzhou Coal Mining Co., Ltd to acquire full ownership of Felix Resources Ltd.     Australia also approved China's Baosteel Group's second-version application for investing 285 million Australian dollars to acquire a 15-percent stake in Aquila Resources, an Australian coal and iron ore producer.     During his visit, Li and New Zealand leaders agreed to continue to implement the free trade pact between the two countries, and to expand the scale of cooperation in trade and economy.     The two countries signed a series of cooperation agreements on food security, inspection and quarantine and Chinese workers seeking temporary jobs in the island nation.     The leaders of Papua New Guinea said they were willing to advance cooperation with China in some traditional areas such as agriculture, forestry and fishery as well as in energy and resources.     During Li's visit, the two countries signed agreements on economic and technological cooperation as well as on preferential loans.     ENHANCING CULTURAL EXCHANGES     Li also reached consensus with leaders from the three nations on further enhancing friendly cultural exchanges and cooperation and promoting people-to-people links in such fields as education, culture and tourism.     The Chinese delegation endorsed plans with the Australian side for the Year of Australian culture in China in 2010-2011 and the Year of Chinese Culture in Australia in 2011-2012.     Li also said that China would provide a pair of giant pandas to Australia within the year for research purposes.     China signed MOUs with Australia and New Zealand on education and cooperative training programs during Li's visits, and also established a Confucius Institute with Canterbury University in New Zealand.     The Chinese leader also pledged assistance to the three nations in their participation in Shanghai World Expo in 2010.     PROMOTING MULTILATERAL COOPERATION     All three nations spoke highly of China's positive efforts and constructive role in dealing with major issues such as the global financial crisis and climate change.     Li agreed with the leaders from Australia, New Zealand and Papua New Guinea to further promote negotiation, coordination and cooperation in coping with major issues and in multilateral organizations such as the United Nations and the Asia-Pacific Economic Cooperation.     DEEPENING UNDERSTANDING OF CHINA     In his speech to Australian industrial and business leaders, Li made a comprehensive introduction of China's stand and achievement in countering the global financial crisis.     He made clear China's sticking to a path of peaceful development and its adherence to a strategy of opening up that is mutually beneficial.     Li also advanced a three-point proposal on consolidating the China-Australia relationship, which included observing China-Australia relations from a strategic perspective, promoting pragmatic bilateral cooperation in trade and the economy based upon the two countries' complementary strengths, and advancing cultural exchanges in a harmonious and friendly fashion.     The Chinese leader also conducted extensive exchanges with government leaders, managers from enterprises, institutions of higher education, research bodies and media during his visit.     According to He, Li's visit to Papua New Guinea was a show of China's positive attitude toward strengthening relations with Pacific island nations.     China and the Pacific island nations share many common interests and are firm supporters of each other in various major global and regional issues and in international organizations such as the U.N., He said.     China's relations with the Pacific island nations have developed rapidly in recent years, and constitute an important part of China's relationship with other developing countries, He said, adding that two-way trade volume reached 1.76 billion U.S. dollars in 2008.     He said China has been providing a series of economic and technical assistance to countries having established diplomatic relations with China in the region.     China has helped them in infrastructure construction, sent professionals to the region to help develop their economy and carried out numerous training programs, He said.     All those efforts are strong proof that the development of the relationship between China and the Pacific island nations is beneficial to all and has a promising future, He said.

ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.
