BEIJING, June 21 -- Chinese stocks rose to a weekly high on Friday after the securities regulator lifted a nine-month ban on initial public offerings (IPOs), indicating investors' strengthened confidence in the market based on ample liquidity and clearer signs of economic recovery.     The Shanghai Composite Index, which tracks the bigger of China's bourses, rose 26.59, or 0.9 percent, to 2,880.49 at close, its highest close since July 28, 2008.     The CSI 300 Index, measuring exchanges in Shanghai and Shenzhen, gained 0.7 percent to 3,080. Investors are set to return to the bourses in a big way with the return of initial public offerings and robust economic indicators. The market barometer has also shown significant gains in the past few days. Shi Yan    "We expected the new IPOs to be the biggest bad news for the capital market this year," said James Yuan, chief investment officer of Everbright Pramerica Fund Management Co Ltd. "But now it is not as daunting, thanks to the improved economy, more liquidity and new listing rules."     Guilin Sanjin Pharmaceutical Co, a medium-sized drug firm, on Thursday night received regulatory approval from the China Securities Regulatory Commission (CSRC) to seek a stock exchange listing, marking the resumption of IPOs since September last year.     The company said it plans to float 46 million A shares on the Shenzhen bourse on June 29 and will start a road show for the same on June 22.     "The restarting of IPOs of smaller firms rather than the big caps indicates that the government aims to stabilize the market," said Dong Chen, senior analyst, CITIC China Securities. "If the market does not panic after the new round of IPOs, the regulator will grant more approvals next week, but probably for small caps."     Earlier reports said China State Construction Engineering Corp (CSCEC), the country's biggest home-builder, would probably be among the first batch of companies to issue 12 billion shares to the public and raise about 40 billion yuan.     Based on the number of new shares to be issued and the average price-earning ratio on the secondary market, analysts said the 32 companies now waiting could raise as much as 70 billion yuan through their IPOs.     "The loose monetary policy, coupled with the huge advance of the Shanghai Composite Index, has bolstered confidence that the stock market can withstand the added supply of stock," said Dong.     "Meanwhile, the anticipation of gains on their investments may propel more investors to test the market waters, when the bullish trend becomes clear," he said.     China's major market barometer has surged nearly 58 percent this year, thanks to the government's timely launch of the 4-trillion-yuan economic stimulus package and loose monetary policy.     The resumption of IPOs is also expected to give a strong boost to brokerages whose earnings are expected to improve on the investment banking revenues.     CITIC Securities gained 2.8 percent to 29.54 yuan, the highest in a year, while Sinolink jumped 10 percent to 21.46 yuan.     Shares of medical companies also outperformed on news of drugmaker Guilin Sanjin's listing and the spread of the H1N1 flu virus.     Beijing Tiantan Biological Products, a biological bacterin producer, jumped to its 10 percent daily limit for the second day in a row to 26.26 yuan after it said on Thursday that it had started to research bacterin for fighting the H1N1 flu virus.

URUMQI, July 18 (Xinhua) -- Nearly two weeks after the July 5 riot in Urumqi of northwest China's Xinjiang Uygur Autonomous Region, social order and people's lives are returning to normal. Yet in retrospect, a mass of evidences show that the unrest was a well-planned violent criminal incident of terrorist nature.     FEINT BEFORE VIOLENCE     Investigations by reporters reveal a salient feature of the riot, that is the perpetrators adopted the tactic of mass rally and making trouble in the open, which attracted people's attention and police force, while committing beating, smashing, robbery and arsons in other places.     At about 6:00 p.m. July 5, some persons gathered in the People's Square, continuously making phone calls and sending text messages. Some people were shouting slogans to attract passersby. The crowd grew larger and larger.     According to the local police department, about 1,500 policemen were sent to the place to maintain order and disperse the crowd.     At about 8:00 p.m., the police were told that a group of thugs were beating innocent people, smashing cars and buses, and burning police cars at Er Dao Qiao in a southern area of the city.     Xinhua reporters at the area spotted the body of a victim under a bridge, people fleeing in all directions, shops closing, mobsters smashing and setting fire as they walked along, more and more shops, automobiles and public facilities got destroyed and people got hurt.     At the same time, people gathered in the People's Square began to walk to the south.     According to two officials from the local committee of ethnics and religions who walked after these people, at the Longquan Street intersection, someone jumped out of the crowd and began to instigate people to join and follow them. The Longquan Street is a major passage leading to the Er Dao Qiao area.     At about 8:40 p.m., the crowd reached the Tianchi Road - close to the Er Dao Qiao area -- and were joined by about 200 people with clubs.     The two officials said that as fewer than 20 policemen lined up across the street to stop the crowd, someone in the crowd commanded the crowd to dash through the police line. A policeman was beat down and the crowd continued to move south with more violent behaviors.     According to the policemen who were at the scene, the crowd walked as long as several kilometers and more people joined in when the violent situation was worsening.     SUDDEN ERUPTION ALL OVER     According to the local public security department, at about 9:00 p.m., the department received reports that thugs were making violence in more than 50 places in the city, attacking passersby, cars, shops, resident buildings, police and government offices.     The city's first aid center said they received numerous SOS calls starting from 8:23 p.m., resulting in the breakdown of the telephone switching system.     According to the center, from the night of July 5 to the next morning, it sent out ambulances for 737 times to give medical support to about 900 injured people.     A young woman told Xinhua that she was in a bus when the thugs started the violence. "There were also thugs in the bus. It was like they colluded over the whole thing and just waited in the bus for the time to come."     The girl said that she was beat "powerfully" in the head while trying to get off the bus after the driver opened the door. She was later sent to hospital for treatment.     "If there were no plan or organizing in advance, how could so many people appear in more than 50 places at the same time with the same violent behaviors?" an expert on public security told Xinhua.

"Those taking part in the riot due to provocation and deceit by separatists, should be given education."     Hu's stance in handling the riot was echoed by Zhou, one of the nine Political Bureau Standing Committee members, who arrived in the region Thursday afternoon.     Zhou said Thursday that the government and the Party would crack down hard on violence, severely punish the outlaws in accordance with the law, so as to protect the lives and property of people of all ethnic groups, safeguard ethnic unity and restore normal social order in the region as soon as possible.     The country's top police officer Meng Jianzhu was the first senior official from the central government to arrive in the Xinjiang region.     When visiting residents injured by the rioters and family members of those victims in Urumqi on Wednesday, the state councilor and public security minister urged "no leniency in the punishment of thugs who took part in the Urumqi riot".     Meng said leading rioters should be punished "with the utmost severity" and those taking part in the riot, who were provoked and cheated by separatists, should be given persuasion and education.     "All the thugs in the riot should be severely punished in accordance with law, otherwise we will let the victims and their relatives down," Meng repeated his comment on Thursday while visiting residents in Urumqi and a funeral parlor to mourn the Armed Police and other victims of the riot.     Senior Chinese leader He Guoqiang also stressed social harmony and stability on Wednesday.     He, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks during a two-day visit to Gansu Province, which neighbors Xinjiang.     "The recent violence in Urumqi... has again alerted us to the importance of social stability. GUANGZHOU, May 30 (Xinhua) -- South China's Guangdong Province reported one suspected A/H1N1 flu case late Saturday.     The case involved a 23-year-old Chinese Venezuelan. The female college student left Venezuela Tuesday and flied to Guangzhou, Guangdong's capital, Wednesday via Paris, and her relative drove her home in Foshan City, the provincial health department said.     She took a rest at home after showing flu symptoms Thursday and was sent to Foshan No.1 People's Hospital Friday.     Early Saturday, the woman was tested positive for A/H1N1 flu by the Foshan Center of Disease Control and Prevention. The Provincial Center of Disease Control and Prevention reexamined Saturday noon and the result was also positive. The case needs further testing.     China Saturday reported three new influenza A/H1N1 cases, bringing to 24 the total number of confirmed cases on the Chinese mainland.     The one in the southeastern province of Fujian involved a local who studied in Canada. The other two in Beijing involved a Chinese American and a Chinese student who studied in the United States.     All the cases but one on the mainland were found shortly after they came from countries hard hit by the A/H1N1 flu epidemic. Seven were in Beijing, four in Shanghai, six in Guangdong, three in Fujian, and one each in Sichuan, Shandong, Zhejiang and Hunan.     Eight cases have been discharged from hospital by Saturday afternoon, according to the Ministry of Health (MOH).     China raised vigilance against influenza A/H1N1 Friday after a patient in southern Guangdong Province was declared the first case of local transmission on the mainland. Medical experts are investigating into and analyzing the local transmission.     The patient, a 24-year-old woman living in Guangdong's capital city of Guangzhou, was believed to be infected by a man from New York on Monday. Guangdong provincial department of health confirmed both as A/H1N1 flu cases Friday noon.     Her flu symptoms have eased, Yin Zhibiao, deputy president of the Guangzhou No. 8 People's Hospital, said Saturday. But as the mainland's first case of local transmission, she would likely stay longer in hospital, Yin added.

BEIJING, July 5 (Xinhua) -- The Bank of China (BOC), China's largest foreign exchange bank, will transact the first cross-border yuan trade settlement deal Monday, a source with the bank said Sunday night.     The BOC Shanghai branch would receive the first cross-border yuan trade settlement deal from the BOC (Hong Kong) Monday, the unidentified source said.     The payee would be Shanghai Electric International Economic and Trading Co., Ltd. under Shanghai Electric Group Co., Ltd. and the remitter would be the company's business partner in Hong Kong.     China last week issued detailed measures to regulate the pilot program for cross-border trade settled in yuan. The rules specified how to make transactions using Renminbi (RMB) to settle trade with Hong Kong and Macao and regional trade partners.     "The service has drawn much attention and many overseas enterprises had been asking us about it months ago. Why? Because cross-border yuan trade settlement could help enterprises avoid exchange rates risks, lock up financial costs and reckon enterprise anticipated profits," the source said.     "In comparison to convertible currency settlement, it could streamline links and reduce trade cost. It could help enterprises without foreign exchange revenues cut losses from converting foreign exchanges. It could reduce derivative fees in selecting RMB financial products," said the source.     The BOC Shanghai branch has reached tentative agreements with 11 overseas agent banks on yuan trade settlement deals. NAIROBI, May 4 (Xinhua) -- Kenya and China vowed to strengthen bilateral cooperation on Monday during a meeting between senior officials of the two friendly countries.     Wang Jiarui, visiting minister of the International Department of the Communist Party of China (CPC)'s Central Committee, said the Chinese ruling party would engage Kenya's political parties --the Orange Democratic Party-Kenya, the Party of National Unity and the Orange Democratic Party in support of the stability of the Kenyan Grand Coalition Government.     Wang said his country valued the eastern African nation as an important partner in the continent.     "Our bilateral relation is very cordial as this has been demonstrated by sincere trust and mutual cooperation between the two countries.
