BEIJING, March 14 (Xinhua) -- China saw a 32.9 percent growth year-on-year in fiscal revenue in the first two months of the year due to factors including rising tax revenue following continued economic recovery, the Ministry of Finance (MOF) announced Sunday.Fiscal revenue for January and February combined reached more than 1.36 trillion yuan (about 200.05 billion U.S. dollars), the MOF said in a statement posted on its website.Of the total, the central fiscal revenue topped 702.7 billion yuan, up 36 percent from the same period in 2009, while local governments raked in 657.61 billion yuan, up 29.7 percent.Fiscal revenue in January was 865.9 billion yuan, up 41.2 year on year and exceeding February's 494.5 billion yuan.The statement said the big difference in fiscal revenue between the past two months was resultant because a nationwide seven-day Spring Festival occurred in February, leading to fewer working days in the month.The MOF attributed the fast fiscal revenue growth to the continuing economic recovery in China which boosted tax revenue, and a low comparison base in the first two months last year, when revenue was down 11.4 percent due to the financial crisis.China's National Bureau of Statistics released figures last Thursday which showed in January and February, the country's industrial output grew 20.7 percent, and retail sales of consumer goods rose 17.9 percent, while the urban fixed assets investment leapt 26.6 percent, and import and export in general trade soared by 52.1 percent.

BEIJING, March 19 (Xinhua) -- China's Vice Minister of Culture Zhao Shaohua and Australian Ambassador to China Geoff Raby Friday signed a memorandum of understanding (MOU) on reciprocal years of culture (2010-2012) between China and Australia.The Year of Australian Culture in China, the opening ceremony of which is scheduled for June 8 in the National Center for the Performing Arts, lasts from June 2010 to June 2011.It will be a showcase of cooperation between China and Australia in the fields of art, music, performance, literature, film and other media.It will include an Australian aboriginal art exhibition held in the National Art Museum of China and art performances jointly produced by Chinese and Australian artists.As the first step, the National Museum of Australia and the National Art Museum of China Monday signed a memorandum of understanding to put arrangements in place for reciprocal touring exhibitions in China and Australia from 2010 to 2012 and facilitate future cultural exchanges.According to a joint statement released during the visit of China's Vice Premier Li Keqiang to Australia last year, the Year of Australian Culture in China is scheduled from 2010 to 2011, and the Year of Chinese Culture in Australia from 2011 to 2012.China's Ministry of Culture is actively preparing for the Year of Chinese Culture in Australia.

BEIJING, Feb. 7 (Xinhua) -- Chinese Premier Wen Jiabao said Sunday that China-Japan ties are at a crucial stage, urging the two countries to enhance mutual trust and step up dialogue and cooperation in all spheres."In the first decade of this century, China and Japan have taken an important step towards the goal of a strategic and mutually beneficial relationship after undergoing twists and turns," said Wen in his congratulatory letter to a meeting on China-Japan friendship.The first meeting of the fifth 21st Century Committee for China-Japan Friendship, an advisory body for the two governments, opened in Beijing on Sunday to discuss various dimensions of China-Japan relations and provide policy suggestions to the two governments.The committee, with Tang Jiaxuan, a former state councilor, and Taizo Nishimuro, Tokyo Stock Exchange (TSE) president, as chairs of the two sides, is holding a three-day meeting."At the crucial stage of bilateral relations, I hope the members from both sides will work closely and come up with valuable suggestions to contribute to the long-term friendship and common prosperity," Wen said.The relations between China and Japan, two important neighboring countries in Asia, have seen stable development since Japanese Prime Minister Yukio Hatoyama took office last September.Wen said the cooperation between China and Japan will "not only benefit both countries and Asia at large, but also exert positive and profound impact on world political and economic structure" in the face of complex international situation and many grave challenges.Hatoyama in his congratulatory letter also urged the two countries to beef up understanding and cooperation to build comprehensively their strategic and reciprocal relations.In his keynote speech at the meeting, Tang Jiaxuan made four proposals on advancing bilateral ties.Tang proposed that the two countries continue to foster strategic mutual trust, work on the economic relations by highlighting cooperation in environmental protection, low-carbon economy and high-tech, boost cultural exchanges and enhance coordination in international and regional affairs.He said China-Japan relations still face some problems and challenges that can't be neglected, noting that their political mutual-trust needs to be promoted, their national feelings towards each other need to be improved and some sensitive issues need to be properly handled.Taizo Nishimuro also made proposals including enhancing political mutual trust, promoting trade liberalization, encouraging cultural exchanges and promoting Asian regional cooperation and world peace.

BEIJING, March 12 (Xinhua) -- Chinese lawmakers and political advisors from Tibet and Xinjiang said Friday that cultural and religious freedom is fully respected and protected according to law in the two ethnic regions, fighting back against an annual U.S. human rights report."If you go to Tibet, you will find scripture halls or shrines in almost all believers' families, and see prayer banners or cairns of stones with scripture texts almost everywhere," Padma Choling, chairman of southwest China's Tibet Autonomous Regional Government, told Xinhua on the sidelines of the ongoing annual session of the country's top legislature, the National People's Congress (NPC), in Beijing."Monasteries in Tibet are always thronged with believers turning the prayer wheels or paying homage to Buddha. BEIJING, March 9 (Xinhua) -- China would step up work to monitor non-banking financing, said the China Banking Regulatory Commission (CBRC) Tuesday in a statement on its web-site.More focus would be put on businesses in connection with trust companies and the real estate sector to prevent banks from using non-banking financing to circumvent policies, said Liu Mingkang, chairman of the CBRC.The 2010 government loan target is 7.5 trillion yuan (1.10 trillion U.S. dollars). But in January alone, banks extended 1.39 trillion yuan in new loans -- 18.53 percent of the full-year target.More work should be done to improve risk management capacity to achieve sustainable development of the non-banking financing sector, Liu said.Non-banking financial institutions under the CBRC supervision include trust companies, finance companies, financial leasing companies, auto financing companies and money brokers.

SEOUL, Jan. 25 (Xinhua) -- A trilateral meeting among three Northeast Asian countries is slated for Tuesday in Seoul as the three countries seek to launch a joint research on a free trade pact, Seoul's trade ministry said Monday.According to the Ministry of Foreign Affairs and Trade, the three Northeastern countries are set to discuss on terms of reference on the joint research, as well as the schedule for holding next rounds of dialogue, the ministry said.China, South Korea, and Japan decided at their summit talks on Oct. 10, 2009 to terminate private studies on the issue and to push for a joint research at an administrative level.In addition, the ministry said, the three nations as a follow- up measure agreed to launch the research in the first half of 2010 and to hold a preliminary meeting in Seoul.The private studies on the trilateral free trade pact started in 2003 when the first research was conducted on the macroeconomic impact of the deal, according to the ministry.
