BEIJING, July 1 (Xinhua) -- Chinese Premier Wen Jiabao called for attention to "institutional and management loopholes" discovered in the auditing of central government budget in 2008 here Wednesday.     Wen made the comment at the executive meeting of the State Council, China's Cabinet.     All related authorities should take more effective measures to correct these problems, including revising the budget law, strengthening the monitoring and supervision of the new investment projects of the central government, and enhancing transparency in government affairs, Wen said.     He also called for establishment of accountability mechanism and building of effective monitoring, alarm, emergency system directing at major economic risks.     The correction result should be reported to the State Council by the end of October, Wen said.     Wen also said that the execution and management of the central budget had made substantial improvement in general, and highlighted the importance of audit supervision.     The meeting also approved plans to develop the coastal economic belt in northeastern Liaoning Province in an effort to rejuvenate the traditional industrial base.     The zone comprises coastal cities of Dalian, Dandong, Jinzhou, Yingkou, Panjin and Huludao, which opened navigation services to more than 140 countries and regions.     The economic zone should work to boost the opening up of northeast China, promote the shipping and logistics services, and push for the development of advanced manufacturing in the area.

GUANGZHOU, July 19 (Xinhua) -- Typhoon Molave hit land in south China early Sunday, with heavy rain forecast in most parts of the Guangdong Province in the following two days, local observatory said.     Molave, the 6th tropical storm this year which became typhoon, landed at Nanao town in Shenzhen City of Guangdong Province at 0:50 a.m. Sunday Beijing Time, with winds up to 145 km per hour in its eye.     Strong gales and heavy rains hit Shenzhen City, resulting in water flowing on streets. However, as residents and vehicles were scare during the night, the weather had no major impact on local people's living yet. GUANGZHOU, May 30 (Xinhua) -- South China's Guangdong Province reported one suspected A/H1N1 flu case late Saturday.     The case involved a 23-year-old Chinese Venezuelan. The female college student left Venezuela Tuesday and flied to Guangzhou, Guangdong's capital, Wednesday via Paris, and her relative drove her home in Foshan City, the provincial health department said.     She took a rest at home after showing flu symptoms Thursday and was sent to Foshan No.1 People's Hospital Friday.     Early Saturday, the woman was tested positive for A/H1N1 flu by the Foshan Center of Disease Control and Prevention. The Provincial Center of Disease Control and Prevention reexamined Saturday noon and the result was also positive. The case needs further testing.     China Saturday reported three new influenza A/H1N1 cases, bringing to 24 the total number of confirmed cases on the Chinese mainland.     The one in the southeastern province of Fujian involved a local who studied in Canada. The other two in Beijing involved a Chinese American and a Chinese student who studied in the United States.     All the cases but one on the mainland were found shortly after they came from countries hard hit by the A/H1N1 flu epidemic. Seven were in Beijing, four in Shanghai, six in Guangdong, three in Fujian, and one each in Sichuan, Shandong, Zhejiang and Hunan.     Eight cases have been discharged from hospital by Saturday afternoon, according to the Ministry of Health (MOH).     China raised vigilance against influenza A/H1N1 Friday after a patient in southern Guangdong Province was declared the first case of local transmission on the mainland. Medical experts are investigating into and analyzing the local transmission.     The patient, a 24-year-old woman living in Guangdong's capital city of Guangzhou, was believed to be infected by a man from New York on Monday. Guangdong provincial department of health confirmed both as A/H1N1 flu cases Friday noon.     Her flu symptoms have eased, Yin Zhibiao, deputy president of the Guangzhou No. 8 People's Hospital, said Saturday. But as the mainland's first case of local transmission, she would likely stay longer in hospital, Yin added.

BEIJING, April 21 (Xinhua) -- China and Albania issued a joint statement here Tuesday in which they said they would boost their traditional friendship and bilateral cooperation in all fields.     The statement was issued after official talks between Chinese Premier Wen Jiabao and his Albanian counterpart Sali Berisha in the Great Hall of the People during the afternoon.     The two countries vowed to increase mutual investment, encourage more business contacts and promote a balanced development of trade ties, the statement said.     China would support its competitive companies to invest in Albania and participate in the country's infrastructure construction, energy and mine exploitation, it said. BEIJING, April 30 (Xinhua) -- Chinese President Hu Jintao met Japanese Prime Minister Taro Aso here on Thursday, calling on the two sides to cherish achievements made in bilateral ties.     "Since my visit to Japan in May last year, related parties on the two sides have made every effort to implement the consensus and decisions agreed upon during the visit, and had attained important progress in promoting the strategic and mutually-beneficial relations between China and Japan," Hu told Aso at the Great Hall of the People.     "These achievements have not come easy and should be cherished by us," said Hu.     Hu noted that as the global financial crisis spreads, trade between China and Japan had declined obviously. He urged the two sides to take effective measures to put bilateral trade and investment back on the track of stable growth as soon as possible. ANSHAN, Liaoning, June 16 (Xinhua) -- An official with the Ministry of Industry and Information Technology (MIIT) said Tuesday that the proposed alliance of Rio Tinto and BHP Billiton had a "strong monopolistic color" and Chinese firms would watch it closely and find ways to cope with it.     Last year, China imported 440 million tonnes of iron ore, half of the world's total, so any slight market changes would affect Chinese steel makers. China's anti-monopoly law should apply in the proposed deal, said Chen Yanhai, head of the raw material department of MIIT at an industry meeting held in the northeastern city of Anshan, Liaoning Province.     If the tie-up proved to be monopolistic, "we have to seek new policies and regulations to allow Chinese companies have a bigger say in iron ore pricing," said Chen without elaborating.     Rio Tinto scrapped a proposed 19.5-billion-U.S.-dollar investment by Aluminum Corp. of China, or Chinalco, on June 5, and turned to rival BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     On Monday, spokesman of the Ministry of Commerce Yao Jian said if the revenue of the joint venture reached "a certain amount," China's anti-monopoly law would apply.     That law requires a company to get government approval before consolidation if its global revenue exceeds 10 billion yuan (1.47 billion U.S. dollars) and its revenue in China exceeds 2 billion yuan.     An anti-monopoly review is also necessary if two or more parties in the company had more than 400 million yuan of revenue in China in the previous fiscal year.     In the year ended 30 June, BHP Billiton's revenue in China was 11.7 billion U.S. dollars, while that for Rio Tinto was 10.8 billion U.S. dollars, according to the companies' websites.     It was unclear what actions China would take if the case was determined to be covered by the Chinese anti-monopoly law.     At the meeting Tuesday, Chen also said domestic steel makers should beef up technology and innovation to cut energy consumption and raise efficiency. Also, he said, China "should increase exploration of domestic mines to reduce reliance on imports."
