CHANGSHA -- Chinese media have blasted an attempt by a Chinese city in Hunan province to set a world record for the longest string of firecrackers, labeling it "ridiculous" and a waste of money.A 20-km string of firecrackers, stretching from Dayao Town to the downtown area of Liuyang City, home to China's largest firecracker production base, went up in smoke on Friday afternoon, exploding for 68 minutes and littering the ground with red debris, as organizers sought to gain publicity for the city and its local fireworks industry.The event, organized by several firecracker plants and partly sponsored by the local government, cost more than 800,000 yuan (about US7,000), including 580,000 yuan for the firecrackers themselves and the remainder to stage the event and ensure the fire service was on standby."The production of firecrackers is one of the city's main industries. We hope the success of making the longest firecracker will increase the confidence of the producers and make our city well-known across the country," said Xu Qiangguo, head of the Liuyang Firecrackers Bureau.But the event, billed by local media as a Guinness World Record attempt, was not attended by an official Guinness World Records representative after it ignored a request from the organizers to attend.Instead, a representative from the unofficial Shanghai Great World Guinness Book of Records turned up to present them with a certificate bestowing upon the city the honour of having only "the country's longest string of firecrackers"."I can only ensure you that it's the longest firecracker in China and I dare not say it's the world's longest," said the Shanghai office's representative Wang Yizhuo."Firecrackers were traditionally used to ward off evils but burning crackers is more of a token of celebrations and festivals nowadays. I think this longest string of crackers reflect the happy and peaceful life of the people," he said.A flood of opinion pieces from newspapers around the country waded in with their assessments."Such a record is ridiculous, just like to sharpen the two ends of a tree and apply for the record of the longest toothpick," a journalist with the Jinan Times said.The Beijing Times said, "Unless the firecrackers are supposed to be part of a cinematic scene of raging war, what benefits would accrue from setting off 20 kilometers of fireworks?"The newspaper went on to bemoan the country's lack of creativity. "We are no less than a manufacturing base for the world. We may continue to set records in a similar manner, but that will not add a jot to our overall competitiveness," the article said.The Liuyang authorities also came under fire from a writer from the Guangzhou Daily, who called the event a "real burden for the local economy"."It's high time to call off applications for the professed 'longest' or 'most' records, such as 10,000 people eating hotpot and 10,000 people washing their feet together. "The firecracker industry is the pillar industry of the city and making such a long one will promote our firecrackers' fame and maybe even make them world renowned," one said.Meanwhile the controversy surrounding the legitimacy of the Shanghai Great World Guinness Book of Records, which was established in 1992 and comes under the authority of the Shanghai branch of the Communist Party Youth League, continues.Guinness' official branch in China is Liaoning Education Press, based in the northeastern province of the same name.According to an article on the website of Liaoning Education Press, it has been the real Guinness Book of Records representative in China since Shanghai Great World Guinness and the Guinness Book of Records split in 1996.In 2003, a Hebei businessman from Beijing sued the Shanghai office after paying them a 1,800-yuan registration fee so he could set a world record for the first bungee jump from a moving aircraft, believing the organization to be affiliated to the Guinness publishers.After completing the jump from a helicopter 80 meters above ground, He later read in a Beijing newspaper that the Shanghai Guinness office was not an authorized agent of the Guinness Book of World Records and had been misleading the public. He also discovered that a German man had jumped 1,100 meters from a helicopter in 1997.

The national workers' union on Wednesday pledged to work closely with authorities to issue a detailed regulation on the Labor Contract Law as soon as possible, to assist its application starting January 1."We'll actively promote and participate in the legislation and relevant legal interpretations to make the law more applicable, especially by making suggestions on some hotly debated issues," Liu Jichen, head of the legal affairs department of the All China Federation of Trade Unions, said at a press briefing.Liu did not elaborate or disclose a timetable, but the Outlook Weekly, a magazine under the official Xinhua News Agency, reported on Monday that an implementation regulation of the Labor Contract Law was expected by the end of the year. It also reported that a judiciary interpretation, drafted by the Supreme People's Court, would also be adopted soon to regulate loophole jumping.The Labor Contract Law, passed in June after 18 months of heated debate and public consultation, is considered the most significant change in the country's labor rules in more than a decade. It targets bosses and officials who exploited workers by establishing standards for labor contracts, use of temporary workers and severance pay.However, business lobbies worry that stricter contract requirements could increase costs and give them less flexibility in hiring and firing.The country's leading telecom equipment-maker Huawei Technologies in October encouraged some 7,000 veteran employees to resign and rehired them immediately afterward.The Labor Contract Law stipulates that an employee who has worked for a company for more than 10 years is entitled to sign an open-ended labor contract.However, the legislative affairs commission of the Standing Committee of the National People's Congress, the country's top legislature, made it clear on Saturday that such sidestepping is useless, because although the contracts end, employment relations still exist.At yesterday's conference, Liu said Huawei's dodge is only one of the three tactics the union discovered violating or circumventing the current Labor Contract Law. Firms would also fire employees and rehire them soon afterward as dispatch workers. The other strategy uses mass layoffs.For example, United States retailing giant Wal-Mart fired about 100 employees at its sourcing center in China last October, claiming the layoff was part of its global restructuring."The cause of these problems is that a small number of enterprises is trying to evade responsibility to optimize profits," Liu said. Visiting US Chief of Naval Operations Mike Mullen reaffirmed in Beijing on Tuesday that the United States will not support Taiwan independence and will adhere to the one-China policy."The United States will not support Taiwan independence or any unilateral move toward that direction on the part of Taiwan," Mullen told reporters at a press conference.As a guest of Chinese People's Liberation Army Navy commander Wu Shengli, Mullen arrived in China on August 17 for a friendly visit. BEIJING - China welcomed Sudan's acceptance of a joint African Union- United Nations peacekeeping force for the country's troubled Darfur region. A Sudanese diplomat in Ethiopia confirmed on Wednesday that Sudan has accepted the mission after receiving assurances that a "hybrid" AU-UN force of 17,000 to 19,000 troops will not be open-ended and Sudan will remain in control of its borders. "China welcomes the deployment of a hybrid AU-UN force in Darfur and the joint statement," Foreign Ministry spokesman Qin Gang said in a statement posted on the ministry's Web site late Wednesday. "The facts have shown that dialogue and equal negotiation is an effective approach to political solution of the Darfur issue, and the consultation between AU, UN and Sudan is an effective mechanism," Qin said. China recently appointed a special representative for Africa to focus on Darfur, and has publicly urged Khartoum to give the UN a greater role in trying to resolve the conflict. The Darfur conflict began in 2003 when local rebels took up arms against the Sudanese government, accusing it of decades of neglect. Sudanese leaders are accused of unleashing the pro-government Arab militia, the janjaweed, to fight them - a charge they deny.

[Reuters]Stronger-than-expected economic figures have prompted a number of international economic research institutions to revise upwards their forecasts for China's gross domestic product (GDP) growth. Almost all the major economic indexes in the first two months of this year have exceeded those for the same period last year. "The country's GDP growth in the first quarter will be faster than in the equivalent period last year and also that of the previous quarter," Chen Dongqi, deputy director of the Institute of Economic Research of the National Development and Reform Commission, said. The State Information Center has adjusted its GDP growth forecast for the first quarter from 10.2 percent to about 11 percent. Despite the government last year adopting a number of tightening measures, economic growth has shown clear signs of rebounding in the past quarter. Statistics show that urban fixed-asset investment picked up moderately to 23.4 percent year-on-year in January-February, and from about 20 percent in the fourth quarter of last year, reversing the trend of a gradual slowdown since last July. Meanwhile, the trade surplus registered a massive leap of 230 percent, and retail sales were up 14.7 percent on the first two months of last year. "Industrial growth is a key driving force behind overall economic growth, and power generation is also a useful indicator," Chen said. According to the National Bureau of Statistics, China's industrial output rose 18.5 percent year-on-year while industrial profits soared 43.8 percent in the first two months. Growth in power generation also accelerated to 16.6 percent year-on-year from less than 14 percent in the same period last year. Despite expectations the government will introduce another round of tightening measures soon, global investment bank, Lehman Brothers, still revised up its forecast for the Chinese economy. According to a recent report by the firm, the first quarter growth forecast has been raised from 9.8 percent to 10.1 percent, and the annual growth rate from 9.6 percent to 9.8 percent. "In the light of the stronger-than-expected figures in the first two months of this year and the likely policy responses, we have lifted our full-year growth projections for this year to 10 percent from 9.1 percent, based mainly on stronger growth in credit, investment and exports," Qu Hongbin, the chief China economist with HSBC, said. Domestic banks extended new loans of 982 billion yuan (7 billion) in the first two months of this year compared with 716 billion yuan ( billion) in the same period of 2006. The government forecast early last month that the country's GDP is to grow by about 8 percent this year. The country has just witnessed four consecutive years of double-digit growth, including 10.7 percent GDP growth last year, the fastest in a decade. The latest official forecast reflects the authorities' determination to shift the focus of economic growth from quantity to quality.

Last week the Senate Finance Committee overwhelmingly approved a bill requiring the Treasury to identify nations with "fundamentally misaligned" currencies, potentially opening the door to economic sanctions against Beijing. But Paulson said Friday that lawmakers were sending the wrong message by threatening to punish Beijing."We would like to see the Chinese move and show more flexibility," he said.Paulson will also hold talks with President Hu over tensions arising from China's swollen trade surplus and other issues. The secretary also is to meet Vice Premier Wu Yi, who leads the Chinese side of the dialogue. The last formal meeting of the economic dialogue in May ended with no progress. Since then, China has announced measures to rein in surging export growth. It repealed rebates of value-added taxes on more than 2,000 types of goods ranging from cement to plastic products in June. Last week, the government said it would limit the growth of its "processing trade," a big but low-profit segment of the economy that imports components and exports finished goods.Paulson was due to leave China on Wednesday.
