BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. CMC conferred the rank of general on the three senior military officers here on Monday.     China began to confer military ranks to military and police officers in 1955, when Chairman Mao Zedong promoted 10 senior officers to the rank of marshal, a rank which was later abolished.     Premier Zhou Enlai then issued a decree conferring the rank of general on 55 officers in 1955 and one each in 1956 and 1958.     Only one veteran of the revolution that founded the People's Republic of China who was among the first group of generals is still alive: 104-year-old Lu Zhengcao, former vice-chairman of the National Committee of the Chinese People's Political Consultative Conference.     In 1965, the CMC abolished the system of military ranks and then resumed it in 1988. Since then, 118 senior military and police officers have been promoted to the rank of full general.     Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988.     The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.

BEIJING, Oct. 11 (Xinhua) -- If education is the cornerstone for the nation's development, teachers are the cornerstone for education, said Chinese Premier Wen Jiabao in a speech during a visit to a high school in Beijing on Sept. 4 this year. Xinhua News Agency published the 8,000-character speech, entitled "Teachers are Fundamental to the Great Cause of Education", on Sunday.     Wen listened five classes and had lunch with students at the No. 35 Middle School, and attended a workshop with teachers of the school.     It was a way to show his tribute to teachers ahead of the Teachers Day, which falls on Sept. 10 every year, and also a way to find out the actual situation of teaching, said the outspoken premier who then gave his own comments on what he saw in class. He also praised the teacher for her effort in teaching his students about patriotism.     The third class was about the method of research, which is unfamiliar with the premier. "After the class, I realized that the class was designed to help students broaden their view," he said. The premier said , "I felt as if it was an artistic training class."     The class's topic of love guided the erudite leader to talk about aesthetics and the best-known Chinese aesthetician Zhu Guangqian. At the class, the premier made an improvisation on the issue of love. He also told the students about some Chinese scientists who were well-learned on other subjects such as arts, music and literature .     In a discussion with teachers, Wen said China failed to foster enough outstanding talents to meet the needs of the nation. Although the country has fostered a large number of professionals, the number of Chinese scientists who have gained an international reputation is too small, he said.     Wen quoted Czech educator John Amos Comenius (1592-1670) as saying, "Teacher is the most splendid profession under the Sun."     According to the premier, China had about 16 million teachers, including 12 million elementary and middle school teachers.     Wen called for bold reforms in the educational sector. BEIJING, Oct.17 (Xinhua) -- China's civil aviation industry made profits of 9.1 billion yuan (about 1.33 billions U.S. dollars) in the first nine months of 2009, despite the punch by the financial crisis on the world's civil aviation industry, said the Civil Aviation Administration of China (CAAC) on Saturday.     Domestic air passenger traffic volume grew by 23.6 percent from a year earlier in first nine months of this year.     Performance of small airports, those that handle less than 1 million passengers annually, were most inspiring, said Li Jiaxiang, director with the CAAC, at the 2009 China International General Aviation Convention held in northwest China's Shaanxi Province on Saturday.     Li said that passenger volume of small airports grew 26.7 percent year on year to 14.87 million in the first half.     He contributed the vibrant performance of small airports and regional air routes to the more balanced economic development of China's different regions in recent years, which was the result of the country's strategies to develop the relatively poor western and central regions and to revive the old industrial base in northeastern regions.     Besides, the fact that Chinese people are becoming richer and CAAC's policies carried out last year to subsidize small and medium-sized airports and regional air routes also helped the passenger volume rise of small airports, said Li.     By the end of 2008, China had 116 small airports, accounting for 73 percent of the total number of the country's airports.

UNITED NATIONS, Sept. 24 (Xinhua) -- Chinese President Hu Jintao on Thursday made a five-point proposal for building a safer world for all through nuclear non-proliferation and disarmament. During an address at the U.N. Security Council nuclear summit, Hu said "nuclear proliferation remains a pressing issue and nuclear disarmament a long and arduous task."     "To realize a safer world for all, we must first and foremost remove the threat of nuclear war," he said.     The Chinese president called for efforts be made in the following five areas: Chinese President Hu Jintao (Front) addresses the Summit on Nuclear Non-Proliferation and Nuclear Disarmament at the United Nations headquarters in New York Sept. 24, 2009. The U.N. Security Council on Thursday unanimously adopted a resolution to stop the proliferation of nuclear weapons in a bid to seek a safer world for all, and to create conditions for a world without nuclear weapons    First, to maintain global strategic balance and stability and vigorously advance nuclear disarmament:     All nuclear-weapon states should fulfill in good faith obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and publicly undertake to not seek permanent possession of nuclear weapons.     "Countries with the largest nuclear arsenals should continue to take the lead in making drastic and substantive reductions in their nuclear weapons," he said.     To attain the ultimate goal of complete and thorough nuclear disarmament, the international community should develop, at an appropriate time, a viable, long-term plan composed of phased actions, including the conclusion of a convention on the complete prohibition of nuclear weapons, he said.     Second, to abandon the nuclear deterrence policy based on first use and take credible steps to reduce the threat of nuclear weapons:     "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard," Hu said.     In the meantime, nuclear states should negotiate and conclude a treaty on no-first-use of atomic weapons against one another.     Third, to consolidate the international nuclear non-proliferation regime and prevent the proliferation of nuclear arms.     "All countries should join the NPT and real efforts should be made to uphold and enhance its authority and effectiveness. The function of the International Atomic Energy Agency (IAEA) in safeguards should be strengthened," Hu said.     All countries should strictly comply with non-proliferation obligations, refrain from double standards, and tighten and improve export controls to prevent proliferation.     Fourth, to fully respect the right of all countries to the peaceful use of nuclear energy and carry out active international cooperation:     "Developed countries should actively assist developing countries in developing and using nuclear energy for peaceful purposes. The IAEA should increase input to promote technical cooperation and assistance in nuclear power, nuclear safety and security, and nuclear technology application," Hu said.     The IAEA should increase input to promote technical cooperation and assistance in nuclear power, nuclear safety and security, and nuclear technology application.     And, fifth, to take strong measures to enhance nuclear security and reduce nuclear risks:     "Countries should act in strict observance of all international legal instruments governing nuclear security, take credible steps to ensure the security of their nuclear facilities and materials, and prevent the diversion of nuclear materials with effective means," he said.     The international community should intensify cooperation and combat nuclear terrorism through concerted efforts.     The Chinese leader reiterated his country's firm commitment to a nuclear strategy of self-defense.     "We have adhered to the policy of no-first-use of nuclear weapons at any time and under any circumstance, and made the unequivocal commitment that we will unconditionally not use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones," he said.     Hu also urged the international community to do the following to build a safer world:     -- Foster a peaceful and stable international environment, resolve international disputes through peaceful means, and increase the sense of security for all countries. Promote development, eradicate poverty, and remove the root causes of conflict and instability.     -- Fully respect and accommodate the legitimate and reasonable security concerns of all countries, refrain from pursuing one's own security at the expense of others, and ensure security for all through win-win cooperation.     -- Build state-to-state relations of mutual understanding and mutual trust, resolve differences and dispel misgivings, and conduct dialogues and cooperation on an equal footing.     -- Adhere to multilateralism. Consolidate the collective security system with the United Nations at its core and make the system more just and reasonable so that it can play a robust role in international security cooperation.     Hu was in New York for a series of U.N. meetings. He was scheduled to attend a financial summit of the Group of 20 in Pittsburgh on Thursday and Friday. 

BEIJING, Aug. 28 (Xinhua) -- The Communist Party of China (CPC)plans to launch the third stage of its current campaign to deepen the study and practice of the Scientific Outlook on Development, the kernel ideology of the CPC Central Committee with Hu Jintao as the general secretary.     The third stage, which starts in September and ends in February2010, is designed to carry out at grassroots level, involving 1.22million Party organizations and 37.5 million Party members, accounting for 32.8 percent and 50 percent of the total numbers, respectively.     These were remarked by Xi Jinping, member of the Standing Committee of the CPC Central Committee Political Bureau, at Friday's meeting here to summarize the experience of the second-stage of the CPC's educational drive and usher in the third stage.     The campaign was initiated by the CPC Central Committee in September 2008, with a goal to promote the study and practice of the Scientific Outlook on Development in the whole Party. XI'AN, Aug. 22 (Xinhua) -- Serbian President Boris Tadic on Saturday arrived in the ancient capital Xi'an in northwest China, continuing his week-long visit to the country.     Tadic visited some well-known historic sites in the city, including Emperor Qin Shihuang's Mausoleum and the Terra-cotta Warriors.     The president hailed "Terra-cotta Warriors" as unique, saying those warriors demonstrated Chinese' delicate craftsmanship dating back more than 2000 years.     "They are so well-preserved, thus Serbia should work with China on the protection of cultural relics," Tadic said. COPENHAGEN, Oct. 6 (Xinhua) -- The impressive celebrations on Oct. 1 has testified that China is now a very important country in the world and holds a strong position globally, a European expert on China said.     The celebrations to mark the 60th anniversary of the founding of the People's Republic of China "were very impressive," Kjeld Erik Broedsgaard, professor and director of the Asia Research Center in Copenhagen Business School, told Xinhua in a recent interview.     "I think China now is in a stronger position globally than it was in any times since 1949. The celebrations really testify that this is the case," said Broedsgaard, who has been closely following the development of China for more than 30 years.     China's economic, political and cultural influence has been on the rise in recent years, said Broedsgaard, who has written and edited 18 books and monographs on modern China and East Asian affairs.     Describing China as being at the "forefront in terms of economic development," the Danish professor said China's role is "critical" in tackling the global financial crisis.     On China's political influence, he said China has taken part in "a variety of multilateral for a" in addition to international organizations such as the World Trade Organization and the United Nations.     The Beijing Olympic Games in 2008 also showed China's increasing significance, he observed.     Culturally, "China is also in a position where soft power is increasing," said Broedsgaard, who is a member of the Advisory Committee of the EU-China Academic Network and the Sino-Danish Joint Committee for Cooperation in Science, Technology, and Innovation.     Many people are interested in the Chinese tradition and culture, while more and more people are studying the Chinese language, he said, taking South Korea as an instance.     There are more people in South Korea studying Chinese than English, he explained.     Confucius institutes have been established in many countries, he said, adding that there is a Confucius Business Institute in Copenhagen.     As for the problems that China faces, Broedsgaard said that "there are always problems when a country rises."     But he said it is useful to remember history and put things in a historical perspective, adding that it is very important to remember that this is the "re-emergence" of China, which was a strong and important country in the past.     To ease the concerns of other countries, China has to relate to its partners and major powers and reassure them that it is a win-win situation in which "I get stronger, but you also get benefit," he said.     Broedsgaard also commented on the party building of the Communist Party of China (CPC), which was a focus of the Fourth Plenary Session of the 17th CPC Central Committee held in Beijing from Sept. 15 to Sept. 18.     "The whole issue of party building is important because the quality of leadership is important," he said, adding that the failure of the Soviet Union in the 1990s was part of "a question of the quality of leadership."     The CPC has been able to reform, renew and revitalize itself, he said.
