President Hu Jintao will "elaborate on China's position and propositions on climate change" at the upcoming summit of industrialized nations which features a session on global warming. Efforts to stop uranium enrichment by Iran, aid to Africa, currency exchange rates and global growth are also on the agenda. Apart from China, the other developing countries attending the dialogue are India, Brazil, South Africa and Mexico. It will be the fourth time Hu is attending the G8 outreach session since 2003. The earlier three were in France, Britain and Russia. Coinciding with Hu's visit, the Chinese government yesterday released its position paper for the G8 meetings, outlining Beijing's policy on climate change, energy, IPR protection, investment liberalization and African development. Cui reiterated China's long-time and traditional friendship with African countries. "China and African countries have had a very friendly, brotherly partnership since the establishment of New China, since the 1950s, and that has continued up to now," he said. "It can be said that this has been widely praised around the globe," he added. "In this world, there will always be people willing to criticise others. If they want to say something, then that's their business. Whether or not it's true, is another matter." He said China also wants the United Nations to be more involved in preventing conflict. "China maintains that the United Nations has a bigger role to play in conflict prevention and settlement and post-conflict reconstruction in Africa," the paper said. UN Secretary-General Ban Ki-moon on Friday praised China's "helpful" role in Sudan. "The Chinese government has been exerting its utmost efforts (on Darfur), as I understand, and appreciate," he said. There is growing nationwide debate over whether there is sufficient early intervention help available for people contemplating suicide.According to the Chinese Center for Disease Control and Prevention, some 287,000 people take their own lives every year in China.The Ministry of Health (MOH) puts the number at 25 out of every 100,000 people.In addition, the Beijing Suicide Research and Prevention Center has estimated that between 2.5 million and 3.5 million people every year attempt to end their lives.Among them is a growing number of well-to-do professionals, which sparked the latest round of debate.Last month, Yu Hong, a 50-year-old doctor and teacher at Renmin University of China, took his life by jumping from a 10-story building in Beijing."Giving up life means a kind of courage and self-respect for me, even if it is considered a negative choice," Yu wrote in a blog before his death.Nie Zhenwei, head of the psychological counseling center at Beijing Normal University, told China Daily yesterday that it was a "misconception" that well-educated people with more wealth and social status were able to better cope with the pressures of everyday life."Having strived for wealth and a successful career, some of these people have in turn accumulated a certain amount of mental pressure," he said.Ashamed of their fragile mental state, many vulnerable people turn to self-harm instead of seeking help, he said."People feel they have to follow that path because of the pressure of work, relationships or health issues," Nie said.Zhang Yanping, vice-chief of the research center at Beijing Huilongguan Hospital said research into the incidence of suicide in China goes back only as far as 2000, making it hard to identify emerging trends.He told the Guangzhou Daily that China needed to update its research to determine whether the suicide rate is increasing.People are not getting appropriate treatment for depression and other mental illnesses, he said.Nie said: "We need more mental health experts and society as a whole should provide more channels for people to deal with psychological crises".

China's press and publication watchdog yesterday announced a campaign to shut down pornography websites nationwide.As of last week, about 348 domestic websites were found to be posting and distributing porn novels and pictures Song Jianxin, director of the Internet supervision sector under the National Office of Anti-porn and Illegal Publications, said.Eight websites including 517z.com, xs4.xggirl.com and book.maobob.com were ordered to permanently shut down for the "extremely negative impact" they caused by posting 40 online porn novels."The contents were full of exaggerated and explicit description of sex. BEIJING, March 25 (Xinhua) -- China's upcoming growth enterprise board for small start-ups to raise funds is no threat to the main stock market, Yao Gang, new vice chairman of the China Securities Regulatory Commission (CSRC), said here Tuesday.     His comments followed continuous declines in China's bourses partly caused by fears of capital shortages after a series of restraining measures and huge refinancing.     "The market is not short of money but of better and more attractive investment products," said Yao in an online interview.     CSRC statistics showed the average market capitalization of the222 companies listed on the Shenzhen small and medium-sized enterprises (SMEs) board was only 300 million yuan.     The number would be even lower, ranging from 100 million to 200million yuan, on the growth enterprise board, he said.     Therefore the capitalization of listing 100 such enterprises would only match one major enterprise on the Shanghai Stock Exchange, he said.     The CSRC began to solicit opinions on the growth enterprise board on March 21. Shang Fulin, CSRC chairman, said in January the board would be opened on the Shenzhen Stock Exchange in the first half of 2008.     Lack of finance has been a problem for China's 42 million small and medium-sized enterprises, more than 95 percent of which are privately owned.     Less than 2 percent of the SMEs access funds directly from the financial market, according to statistics from the National Development and Reform Commission.

Yichang - Construction of a tunnel under the Yangtze River that will form part of a gas pipeline project running from Sichuan Province to Shanghai was completed Monday.The 1.4-km, 3.08-m diameter tunnel sits 20 m beneath the riverbed and connects two wells on either side of the river in Yichang city, Hubei Province, Liu Juzheng, head of the Hubei section of the pipeline, said.With a total length of 2,203 km, the pipeline will serve as an "energy artery" as part of the West-East gas project, Liu said.The pipeline is expected to channel 12.1 billion cu m of natural gas a year from the Puguang field in Sichuan to central and eastern regions of the country, including Chongqing Municipality, the provinces of Hubei, Anhui, Jiangxi, Jiangsu and Zhejiang, and Shanghai Municipality.The tunnel, which took 325 days to complete, is the first of five to be built under the Yangtze.Industry experts say the new pipeline, which will cost 62.7 billion yuan (.4 billion) to build, will provide an opportunity to develop western regions based on their rich natural resources.Chen Deming, vice-minister of the National Development and Reform Commission (NDRC), said the pipeline will be completed in late 2010 and the gas it transports will help reduce carbon dioxide emissions by tens of millions of tons a year.Figures from the China Petrochemical Corporation (Sinopec) put Puguang's proven reserves at 356.1 billion cu m. The country has total proven natural gas reserves of about 2.66 trillion cu m.The government has been promoting the use of natural gas to improve energy efficiency and reduce air pollution.Under an NDRC proposal on natural gas development, the government plans to increase the natural gas pipeline network to 44,000 km by 2010 to meet demand.Although China's natural gas output will reach 94 billion cu m in 2010, up from 58.6 billion in 2006, an additional 16 billion cu m a year will still have to be imported to meet demand, Sinopec said.In Shanghai, demand for natural gas soared from 4 million cu m in 2003 to 1.9 billion in 2005.In 2004, China National Petroleum Corp (CNPC) opened its West-East gas pipeline, which runs more than 4,000 km and channels 1.2 billion cu m of gas a year to Shanghai from the Tarim Basin in the country's westernmost region of Xinjiang.CNPC is to build a second West-East pipeline to carry gas imported from central Asia to the Pearl and Yangtze river deltas. Construction will begin next year with the line, which is designed to carry 30 billion cu m a year, becoming operational in 2010.

BEIJING, March 24 (Xinhua) -- Chinese commercial banks will be allowed to trade gold futures in the domestic market, according to a notice released on the regulator's official website here on Monday.     China gold futures trading was launched in January, but domestic banks were barred from trading by the China Banking Regulatory Commission.     According to the notice, domestic banks that meet certain requirements, such as having capital adequacy ratio of more than 8percent, can apply for a trading permit.     "That's great news for the gold futures market, which is not operating that well," said Hu Yuyue, an expert with Beijing Technology and Business University.     "Commercial banks can provide more liquidity and stability to the market, after all, they hold huge capital," said Hu.     "Gold futures trading can also help domestic banks to improve competitiveness against overseas banks as financial derivatives are supposed to be the largest revenue sources for leading banks," he said.     Non-interest income usually accounts for at least 50 percent of bank revenues in developed countries and the proportion can reach 80 percent for some banks.     However, Chinese banks depend heavily on the margins between deposits and loans.

BEIJING -- China's education authority has revoked the license of a private school that took in problem teenagers and claimed to offer strict discipline after it was found abusing students.A Ministry of Education investigation confirmed that staff at Dadongfang Xingzou School, in Southwest China's Chongqing Municipality, had physically and verbally abused teenage students, said ministry spokesman Wang Xuming at a press conference.The Beijing Times reported in June that a 14-year-old Beijing boy took drugs and jumped from the second floor of a dormitory building in the school after being repeatedly beaten by teachers.The boy said he tried to commit suicide so that his parents could learn what happened to him as he was denied contact with them for the first three months in the school, according to the newspaper story.Some desperate Chinese parents send their children, who do not behave well in normal schools, to boarding schools called "xingzou" schools that offer paramilitary-style discipline."Although schools like the Dadongfang Xingzou School take in problem students, they must follow laws and regulations like other schools. But some of them have done things wrong and many have no proper government approval," Wang said.Investigators found the school had been granted a license as a juvenile training center, but was not qualified as a boarding school or to offer paramilitary education.The ministry had started a national survey of xingzou schools, focusing on illegal education methods and teacher qualifications, and those without proper licenses would be closed, Wang said.As the administration was still working on a regulation on non-school juvenile training centers, it would suspend processing any such applications, he said.According to the Beijing Times, the Dadongfang Xingzou School had hired former military personnel and prison wardens as discipline teachers.

China Securities Regulatory Commission announced here on Friday that it has approved the initial public offering (IPO) plans of three domestic companies.     They are the Sichuan-based software and equipment provider Wisesoft, nitrocellulose producer Sichuan Nitrocell Corporation, and husbandry company Shandong Minhe.     It also approved the issue of three stock funds, bringing the total of newly approved funds of this kind to 18 since February. A bond fund also won approval.     New funds approved since February equals half of all funds approved last year, which would injects more capital into the declining stock market.     Though the market is less sensitive to new fund issue as more funds win approval, the accumulation of capital would possibly lead to positive short-term change in the market, analysts said.
