BEIJING, Sept. 3 (Xinhua) -- A senior Chinese leader on Thursday urged the cultural industry to make greater efforts to improve China's capacity to communicate internationally and boost cultural exchanges between China and other countries.     Li Changchun, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said when visiting the 16th Beijing International Book Fair, the cultural industry was a new area of growth with tremendous potential.     Praising achievements made in the sector despite the global downturn, Li said it should strengthen international communication and promote China's brand names effectively and professionally.     The Beijing International Book Fair, initiated in 1986, is one of the world's four largest book fairs. This year, the five-day fair has attracted 1,800 publishing houses from nearly 60 countries and regions. LANZHOU, Aug. 12 (Xinhua) -- A total of 550 primary and middle school students flew back to quake-hit Chinese provinces from Russia Wednesday after completing a three-week recuperative tour.     The teenagers, 340 from Sichuan Province, 110 from Gansu Province and 100 from Shaanxi Province, were invited by the Russian government to recuperate at the "Ocean" All-Russia Children's Care Center in Vladivostok, Far East, since July 23.     The students boasted excellent performance at their schools and demonstrated bravery in the devastating earthquake in May last year. "Students danced and sang everyday. They were so happy," he said.     "What touched me most was the sincerity of the Russian hosts," Liu said. "They were very thoughtful."     "I was also very happy to make friends with students from many other countries, such as Russia, Japan and Vietnam," six-grader Zhang Dapeng from Gansu's Wenxian County said. "I enjoyed learning different cultures from them."     On May 12, 2008, an 8.0-magnitude earthquake jolted Sichuan and neighboring Shaanxi and Gansu provinces, leaving more than 87,000 dead or missing and more than 370,000 injured.     Since 2008, two batches of more than 1,500 pupils from Sichuan, Gansu, and Shaanxi have been invited to recuperate in Russia. Last year, the first group of 1,018 students went to Russia for rehabilitation.

FRANKFURT, Oct. 15 (Xinhua) -- How could the Chinese economy witness rapid growth for over 30 years in a row? How could its population of 1.3 billion have living standards improved sustainably? The answer is what observers across the world are dubbing the "China miracle".     On Wednesday, politicians and economists attending the "International Economists Forum" at the interval of the Frankfurt Book Fair gave their own interpretations on the "China miracle".     Former German Chancellor Gerhard Schroeder, who has long been supporting a smooth expansion of Sino-German and Sino-European relations, said Europe should regard China as a partner instead of a rival.     Europe should continue to push strategic relations between China and the European Union (EU), which would benefit both sides, said Schroeder, who visited China almost every year during his period in power.     Edmund Strother Phelps, an American economist and the winner of the 2006 Nobel Prize in Economic Sciences, stressed the significance of innovation and entrepreneurship in boosting the economic development in China.     Phelps also proposed that the Chinese government provide more conditions for encouraging innovation.     Justin Yifu Lin, senior vice president of development economics and chief economist of the World Bank, said China adopted a pragmatic, dual-track approach in the reform process, by providing transitory protection to non-viable firms in old priority sectors and liberalizing the entry to the sectors that are consistent with China's comparative advantages.     "Continuous innovation of technology and upgrading of industries are the driving forces of modern economic growth for China," Lin added.     Professor Athar Hussain, director of Asia Research Center at the London School of Economics and Political Science, is well acquainted with China through his work as a foreign expert there in 1960s.     In his lecture, Hussain praised China's achievements. He also pointed out the challenges ahead for China in its modernization drive.     Chen Ping, a professor from China's Fudan University, noted that orthodox economic architectures failed to explain the success and experience of China.     China's burgeoning growth and unprecedented development model had contributed to the human history at large, he added.

BEIJING, Sep. 10 (Xinhua) -- Chinese President Hu Jintao put forward four proposals for improving ties with Central Africa when meeting with his counterpart Francois Bozize Yangouvonda Thursday.     "China attaches great importance to the friendship with Central Africa, and we are willing to work with Central Africa to create a new era for our bilateral ties." Hu stressed.     Hu made four proposals for the enhancement of bilateral ties during the meeting.     First, Hu said, the two countries should cement the political foundation of bilateral ties and strengthen communication and coordination on major issues and important affairs. China is ready to maintain consultation and coordination with Central Africa under the framework of the United Nations and the Forum on China-Africa Cooperation on global issues, so as to jointly safeguard the developing countries' interests, Hu said.     "China and Central Africa are friends as well as friendly and cooperative partners," Hu said, adding that it has been the Chinese government's persistent policy to develop long-term, stable, friendly and cooperative relations with Central Africa on the basis of sincerity, equality and mutual benefit.     Bozize, who arrived here Wednesday for a week-long state visit to China, said he fully agrees with Hu's notion.     Bozize will also visit southwest China's Yunnan Province and southern Guangdong Province

BEIJING, Oct. 9 (Xinhua) -- China's railways carried 60.75 million passengers nationwide around the seven days of National Day holidays and one day of Mid-Autumn Festival, the Ministry of Railways said on Friday.     The figure was 2.18 million more or 3.7 percent up from the same period last year, according to the ministry.     The peak transport season lasted for eleven days from Sept. 28 to Oct. 8. More people working far away from home chose to go back for family re-union in the eight-day holidays.

VANCOUVER, Aug 3 (Xinhua) -- As China advances its national strategy to reduce carbon and other emission from transportation, the collaboration between Canada's Westport Innovations Inc. and various alternative energy companies in China is expected to be even more, Nicholas Sonntag, president of Westport Asia, said recently.     Sonntag spoke highly of Westport's ongoing operations in China. "Westport has a very positive impression of our cooperation with partners and government officials in China," he told Xinhua in a written interview. "There have been challenges along the way but we have a full time office in Beijing with Chinese staff that has been critical to our strategic and tactical approach to all initiatives we have undertaken in China."     Westport Innovation Inc., a leading global supplier of engine and alternative fuel power technologies that allow large vehicle engines to operate on clean-burning fuels like natural gas or hydrogen, has set up two joint ventures in China. One is BTIC Westport Inc., which produces liquefied natural gas fuel tanks for vehicles, and another is Weichai Westport Inc., which develops advanced alternative fuel engines.     Sonntag, who is also the Westport's Executive Vice President of Corporate Development, suggested Westport's operations in China have benefited from the fact that China has attached growing importance to alternative energy solutions and sustainable development.     "The rapid growth of the Chinese economy has generated opportunities in a variety of sectors and alternative energy solutions to transport is one that has seen rapid growth due to the dramatically increased levels of air pollution resulting from urban development," he said. "This rapid development has certainly presented huge challenges to the policy makers in China."     He noted that despite some setbacks, the overall direction of China's strong growth "has been maintained in a manner that tries to aggressively address the many social, environmental and physical challenges being faced."     "The deep respect and commitment to sustainable development is seen at all levels," he added. "And progress is being made with new and creative policies which are being introduced regularly."     Sonntag has been active in international engineering and sustainable development for over 35 years, working as a senior executive for organizations -- corporate and non-profit -- in China, Canada, Sweden and Switzerland. He has spent nearly six years in China, first serving at CH2M HILL -- a global full-service engineering, procurement, construction and operations firm-- as the President of the company's operations in China and Hong Kong, and then as President of Westport Asia. He moved back from Beijing to Westport's headquarters in Vancouver only a few weeks ago.     He has witnessed the changes that China's reform and opening up have brought about. From his perspective, the most notable changes have been "in the areas of legal process in the establishment of new companies and the increased commitment to protect intellectual property."     He said the issues relating to intellectual property have long been a big concern for foreign companies hoping to develop business in China. "They have been important to our investments in China since without assurances on the legal and intellectual property elements of our business, our long term strategies would be unsustainable."     He said a high value on intellectual property has now been seen in China and Chinese partners have developed the awareness of protecting their own intellectual property, adding "their motivation is in line with our motivation."     As for the economic globalization, Sonntag described China's contribution as "immense." He said: "All aspects of our lives are directly or indirectly impacted by China's economic growth. This will undoubtedly continue for many years to come."     He said China has only recently fully understood the implications of its growth on the global economy and is now taking responsibility for the importance of that role. "This presents large opportunities for Chinese and international companies who are cooperating in specific sectors. "     For Westport, he expected the products that its joint ventures in China have manufactured would not only serve the Chinese market, but also the Asian and global markets. "As such many of the companies we currently think of as Chinese will become global players in the many industries and sectors in which they operate."

KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said. 

BEIJING, Aug. 14 (Xinhua) -- China honored Friday 49 outstanding civil servants and 31 groups from across the country that the government said had "satisfied people."     "'To satisfy people' are such simple words, but it's far from that simple to actually put it into practice. It requires civil servants to do their work diligently with love for the people," said Premier Wen Jiabao at the awarding ceremony in Beijing.     Wen hoped all civil servants across the country would learn from the models, work industriously and fulfill their jobs in accordance with laws and government policies. C. M. Busbhman, a flower bulb expert from the Netherlands, told reporters at the scene that he was "so impressed by the amount of children" on Tian'anmen Square.     He said he had never watched a military parade of such a scale and had great expectations for the upcoming one.     Soldiers, armored vehicles and state-of-the-art weaponry carried on motor vehicles left suburban military camps early in the morning and are lining up at the east Chang'an boulevard, the designated rendezvous.     Soldiers are singing barrack ballads while civilians gather around colorful floats opposite the soldiers are cheering to the rhythm.     The youngest formation of all is composed of freshmen from the elite Tsinghua University. Most of the participants of the formation were born after the year 1990 and did not attend the previous rehearsals.     Guo Xiaoyang, a teacher from the university, said they will bring about the best of modern Chinese young people during the upcoming parade.     Flags on Tian'anmen Rostrum flutter in the autumn breeze. Later in the morning, Chinese top leaders, like their predecessors, will be standing on the rostrum and watch the grand show of armed forces and masses.     Municipal authorities have exercised traffic control measures along the Chang'an Avenue. Entrances to affected subway stations are locked and taxis are not allowed to operate in the areas cordoned off.     Opposite Wangfujing Street, a prime shopping center in downtown Beijing, a miniature of the Bird's Nest, where the Beijing 2008 Olympic Games opening and closing ceremonies were held, was constructed. Right across the street, there stood the Haibao, mascot of the World Expo 2010 Shanghai.     Potted plants and flowers line up the streets while colorful posters are pasted on walls, and celebration slogans can be seen on billboards. There are also ornamental plants and plant structures in the shape of dragon, Great Wall, and all symbols of the country's pride.     The grand military parade scheduled to be held at 10 a.m. Thursday will be the 14th parade since 1949, the year when the People's Republic of China was founded.     The most recent massive parade was in 1999 when New China marked its 50th birthday.     Military parades normally feature a display of formations of the armed forces, as well as new weapons, artillery, tanks, armored vehicles, and aircraft.

XIAMEN, Sept. 9 (Xinhua) -- China remains the most attractive country for foreign capital, despite that the country's foreign direct investment declined for ten straight months, a commerce official said Wednesday.     "China has been the top destination for foreign capital for 17 consecutive years," Wang Chao, assistant commerce minister, said at the World Capital Forum in Xiamen, east China's Fujian Province.     A report released by the United Nations Conference on Trade and Development (UNCTAD) on July 22 showed that China stands first on the list of five most attractive destinations for foreign capital, followed by the United States, India, Brazil, and Russia.     The country has received 48.3 billion U.S. dollars of foreign direct investment (FDI) from January to July this year, down 20.3 percent over the same time last year amid a global economic downturn, Wang said.     Wang said the country's prospects for overseas investment remains optimistic as it would simplify examination and approval procedures toward foreign investors.     It will also guide foreign investment to go to high technology industry, advanced manufacturing industry, energy saving and environment protection industries, in a bid to optimize investment structures.
