URUMQI, Dec. 6 (Xinhua) -- A railway became operational Sunday in west China's Xinjiang Autonomous Region, which is expected to boost the transportation from China to central Asia and Europe, said local railway authorities.     The railway, called Second Urumqi-Jinghe Line, runs 381.5 km and links the region's capital Urumqi and Jinghe county. It has a designed transportation capacity of 67.1 million tonnes, which is expected to grow up to 91.7 million tonnes in the future. With a designed speed of 120 km per hour, the railway cost 2.77 billion yuan, according to a statement from Xinjiang Railway Bureau.     Jinghe is linked to Horgos and Alataw Pass, ports on the China-Kazakhstan border, by two other railways. One starts from Jinghe and ends at Horgos. The other runs from Urumqi through Jinghe to Alataw Pass.     The launch of the new railway would greatly enhance China's transportation capacity to Kazakhstan and further into other countries in central Asia and Europe, the statement said.

BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.

SHANGHAI, Nov. 15 (Xinhua) -- U.S. President Barack Obama arrived in China on Sunday night for a four-day visit to the world's most populous country.     The visit by the leader of the largest developed country to the biggest developing one has roused great interest among observers as China-U.S. relationship has always been one of the most important and complicated bilateral ties in the world.     During the first leg of his Asian tour in Japan, Obama said the United States welcomes China's appearance on the world stage, and does not seek to contain China. He said that "the rise of a strong and prosperous China can be a source of strength for the community of nations," striking a positive keynote for his forthcoming China visit.     His Chinese counterpart President Hu Jintao has also said that China-U.S. relations have significance and influence far beyond their bilateral ties, and a sound Sino-U.S. relationship is not only in the fundamental interests of the two nations and peoples, but also conducive to peace, stability and prosperity in the Asia Pacific region and the world at large.     China has always maintained that, as the biggest developing and the developed countries, China and the United States share broad common interests on the vital issues of peace and development, and shoulder great responsibilities.     During a media interview before his Asia tour, Obama said "on critical issues, whether climate change, economic recovery, nuclear non-proliferation, it's very hard to see how we succeed or China succeeds in our respective goals without working together."     The remarks, however, also hinted at the difficulty of bilateral cooperation on thorny issues.     For instance, the trade spats between the two countries have recently flared up, with the U.S. government imposing anti-dumping duties on imports of poultry, tires and steel pipes from China. China criticized the measures as protectionist.     The two countries are also at odds on the issue of climate change. As the world's two largest green-house gas emitters, China and the U.S. have both pledged commitments, but their different status in economic development and interpretation of the principle of "differentiated responsibilities" have made substantial consensus difficult.     However, the Obama administration has repeatedly indicated that the two sides would not "allow any single issue to detract from our broader overall relationship," which is too important to go astray.     The Center for Strategic and International Studies, a major U.S. think tank, said in a report, "U.S.-China partnership is indispensable for addressing many of the main challenges of the 21st century ... The premise for U.S.-China relations going forward must be a shared commitment to working together to promote the global good."     To share significant global responsibilities, China and the United States should view and handle their bilateral ties from a strategic and overall perspective. Both sides should promote dialogue, expand cooperation, respect each other, seek common ground while reserving differences, and take care of each other's core interests.     Obama once quoted a famous ancient Chinese philosopher Mencius to underscore the importance of resolving disagreements between the two nations through talks.     "A trail through the mountains, if used, becomes a path in a short time, but, if unused, becomes blocked by grass in an equally short time," he said.     It is the shared hope that both sides could blaze a path towards the future, so as not to let the "grass" of suspicion and difference block the way. China also hopes Obama's visit will leave fresh and impressive footprints on this path.     The United States has changed its China policy from isolation, containment, to engagement and today's relationship of positive and comprehensive cooperation. This represents a profound change in the world arena.     As far as both countries keep to the right orientation of the development of bilateral ties, enhance mutual trust, expand cooperation and take care of each other's key interests, they will ensure the steady development of bilateral ties and contribute further to world peace, stability and prosperity.

PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. All the 11 joint pavilions have been completed by now.     By Dec. 1, over 3,400 rooms in apartments in the Expo Village and service apartments in the surrounding areas will be put into service, and the number will reach 6,700 at the end of the year and 7,100 by the end of next March, the report said.     "As major parts of the construction work has finished, we have shifted our focus to operation, such as service, exhibits arrangement and further design and organization of events and forums," Yang told Xinhua.     During the grand cultural events, about 20,000 sessions of various performances will be staged. To date, 200 countries and international organizations have submitted application for National Day and Honor Day events, totaling 633 performances.     The Expo is not only a carnival for China, but also a showcase for worldwide extraordinary culture and innovations. "The success of World Expo 2010 is bound to help rebuild the global confidence in economic development, and further promote international exchange and cooperation," said Wang Jinzhen, chief delegate of China to the BIE.     To provide better service for foreign participants, four management departments has formed with professionals and experts to be deployed in different zones to improve on-spot service.     Additionally, during the Expo, about 200,000 volunteers selected from current 500,000 applications will offer services in the sites, on city streets, at airports and docks for visitors from across the world.     Chinese delegation issued invitation to friends all over the world at the assembly.     "I think their preparations (for the Shanghai Expo) are progressing very very well," Secretary General of the BIE Vicente Loscertales told Xinhua. "The thing we have to do is to finish the preparation on time and open our doors on May 1 to the whole world, in which I have total and utter confidence."

BEIJING, Nov. 15 (Xinhua) -- China should enhance supervision and management of the country's insurance investment, said Li Kemu, vice chairman of the China Insurance Regulatory Commission (CIRC),on Sunday.     "With insurance funds were extended into disparate fields, other than bank deposit, demand for a better supervision and risk control enhanced, said Li at the International Finance Forum held in Beijing.     By the end of September, 3.4 trillion yuan (497.8 billion U.S. dollars) of insurance funds were invested in bonds, mutual funds, and stocks markets. Bonds investment alone accounted for 50.6 percent of the total.     Jiang Dingzhi, China Banking Regulatory Commission (CBRC) Vice Chairman also highlighted the importance of establishing a "all-coverage" financial supervision system.     He suggested the country broaden the financial supervision and management system, which would put the mutual funds, hedge funds, and credit risks appraisal agencies under control.     The new system requires financial institutions to share information, and also cooperate to fill the supervision blanks between different financial markets, he said.
