BEIJING, Jan. 3 (Xinhua) -- For many Chinese who want to nab railway tickets home for the annual Spring Festival migration, the government's promise of having a better system by 2012 is just a distant hope.     Starting Friday, the first day to book tickets for the travel rush expected to last from Jan. 11 to Feb. 28, long queues appeared at ticket booths in almost every major railway hub.     In Wuhan, college students were first hit by the rush, as many schools' winter break starts from Jan. 10 to 17.     As more than 70 percent of the 1 million resident students there were expected to go home by train, local railway authorities have set up ticket agents on campus, opened more ticket booths for students at stations and offered special trains for students.     But many still found it difficult to get tickets, especially to Urumqi, Qingdao, Jinan, Harbin, Zhanjiang and Nanning. They gave each passenger a number and assigned them to different waiting lines.     At the Beijing West Railway Station, 15 temporary ticket booths have been opened. To keep the lines at no more than 20 people as required by the Railway Ministry, Beijing railway authority set up410 ticket booths at the main Beijing Railway Station and the Beijing West Railway Station. Tickets will be sold around the clock.     Deputy General Manager of the Guangzhou Railway Group Cao Jianguo asked passengers to "be patient" and "try again" with the booking telephone hot line 96020088 in Guangdong.     Nine stations in the southern province have been networked this year with the telephone hotline, which means passengers can pick up or cancel reserved tickets much more easily by showing identification.     At Guangzhou railway stations, the Guangzhou Command College of Armed Police was mobilized at seven ticket booths. They were on duty during last year's Spring Festival rush, which was aggravated by unusual snowstorms.     The Railway Ministry expects 188 million people to travel during the coming travel rush, up 8 percent from last year, with daily traffic expected to hit 4.7 million people.     Beijing, Guangzhou, Shanghai and Hangzhou are the "most bustling hubs" before the Spring Festival, which falls on Jan. 26,so railway authorities have added 319 temporary express passengers trains this year.     Despite these efforts, many passengers still feared that they might not be able to get tickets to get home in time.     Qiao Kejiao, a Beijing hospital clerk, said she might resort to being duty on Lunar New Year Eve and traveling on the second day, when traffic would be lighter.     In a work meeting that closed on Thursday, Railway Minister LiuZhijun attributed the annual travel ordeal to inadequate rail networks. The work meeting decided that speeding up railway construction and securing railway transportation were the ministry's priority tasks in 2009.     Liu foresaw a "historic change" in 2012 when intensive investment would extend total track mileage to 110,000 km, including 13,000 km of passenger lines on which trains could run between 200 to 350 km per hour.     The scenario does not offer any immediate comfort. Associate senior editor of the Study Times, Deng Yuwen, said the real solution was not in hardware improvement such as more tracks but in management and service.     In a column in the Shanghai-based Oriental Morning Post on Saturday, he said that the per capita railway mileage in China was only 6 cm, shorter than a cigarette.     "Even after the mileage is extended from the current 78,000 km to 110,000 km, per capita rail lines in China will only be 8.5 cm. Can we really say good-bye to ticket shortages by then?"     The real culprit, he wrote, was insufficient capacity. To improve the capacity, foreign and private capital should be introduced to break the government monopoly in railway investment, he said.     The ticket distribution system should also be streamlined to avoid the "gray zone" where so-called "contract units" such as tourism agencies and outlets take advantage of contacts to hoard tickets that are then re-sold for illegal profits.     Ticket purchases under real names, a proposal that has been repeatedly rejected by the railway authorities, could help improve management and services, he said.

WASHINGTON, Nov. 15 (Xinhua) -- Chinese President Hu Jintao on Saturday called on the international community to make concerted efforts to tide over difficulties arising from the global financial crisis.     Hu made the appeal while addressing a summit meeting of the Group of Twenty (G20) on financial markets and the world economy in Washington.     RESTORE MARKET CONFIDENCE     President Hu urged the international community to take all necessary steps to promptly restore market confidence and stop the spread and development of the financial crisis.     "The international financial crisis has now spread from some parts of the world to the entire globe, from developed countries to emerging markets, and from the financial sector to the real economy," said Hu, who arrived here Friday for the G20 summit.     "To effectively deal with the financial crisis, all countries should strengthen confidence and intensify coordination and cooperation," he stressed.     To deal with the crisis, Hu said major developed countries "should undertake their due responsibilities and obligations, implement macroeconomic policies that are conducive to economic and financial stability and growth both at home and internationally, take active steps to stabilize their own and the international financial markets and safeguard investors' interests."     "Meanwhile, we should all enhance macroeconomic policy coordination, expand economic and financial information sharing, and deepen cooperation in international financial regulation so as to create necessary conditions for stability in both domestic and international markets," Hu added.     REFORM INTERNATIONAL FINANCIAL SYSTEM     Hu urged the international community to earnestly draw lessons from the ongoing financial crisis and, based on full consultations among all stakeholders, undertake necessary reform of the international financial system.     "Reform of the international financial system should aim at establishing a new international financial order that is fair, just, inclusive and orderly and fostering an institutional environment conducive to sound global economic development," Hu said.     He said the reform should be conducted in a comprehensive, balanced, incremental and result-oriented manner.     "A comprehensive reform is one that has a general design and includes measures to improve not only the international financial system, monetary system and financial institutions, but also international financial rules and procedures," he noted.     "A balanced reform is one that is based on overall consideration and seeks a balance among the interests of all parties," Hu said.     "An incremental reform is one that seeks gradual progress," said the president, adding that it should proceed in a phased manner, starting with the easier issues, and achieve the final objectives of reform through sustained efforts.     "A result-oriented reform is one that lays emphasis on practical results. All reform measures should contribute to international financial stability and global economic growth as well as the well being of people in all countries," he stressed.     Based on those considerations, Hu listed four priorities in reforming the international financial system -- stepping up international cooperation in financial regulation; advancing reform of international financial institutions; encouraging regional financial cooperation; and improving the international currency system.     HELP DEVELOPING COUNTRIES COPE WITH CRISIS     President Hu also called for international efforts to help developing countries and the least developed countries cope with the global financial crisis.     "When coping with the financial crisis, the international community should pay particular attention to the damage of the crisis on developing countries, especially the least developed countries (LDCs), and do all it can to minimize the damage."     It is necessary to help developing countries maintain financial stability and economic growth, sustain and increase assistance to developing countries, and maintain economic and financial stability in developing countries, he said.     CHINA TO PLAY CONSTRUCTIVE ROLE     Responding to natural disasters and the global financial crisis, China has made timely adjustment to its policies and strengthened macroeconomic regulation, Hu said.     "Steady and relatively fast growth in China is in itself an important contribution to international financial stability and world economic growth," he noted.     "The Chinese government has adopted measures to boost economic development, including lowering the required reserve ratio, cutting the deposit and lending rates, and easing the corporate tax burdens," Hu told the participants.     Meanwhile, as a responsible member of the international community, "China has taken an active part in the international cooperation to deal with the financial crisis and played a positive role in maintaining international financial stability and promoting the development of the world economy," he said.     "Stability of the international financial markets and sustained development of the global economy are crucial to the well being of all countries and people," Hu noted.     "Let us tide over the difficulties through concerted efforts and contribute our share to maintaining international financial stability and promoting global economic growth," he concluded.

BEIJING, Dec. 27 (Xinhua) -- "Our confidence to face the global financial crisis should rely on science, knowledge and talented people," Chinese Premier Wen Jiabao said Saturday.     He made the remark during a visit to Beijing-based Zhongguancun Science Park, known as China's Silicon Valley.     "I'm here to consult you on how to let science and technology play a good role for us to not only handle the current difficulties but lay a foundation for long-run development," said the premier. BEIJING, Dec. 18 (Xinhua) -- China's State Council Thursday approved a plan to deepen reform and opening up in the southern Pearl River Delta area, where the country's reform and opening up drive was initiated 30 years ago.     The plan was unveiled on the day when the nation was commemorating the 30th anniversary of the 3rd plenary session of the 11th Central Committee of the Communist Party of China (CPC), which decided to open up the country and reform its struggling economy.     The pioneer area of the country's reform and opening up scheme was urged to accelerate economic restructuring and take the lead in building a resource-conserving and environment-friendly society, according to the plan approved by an executive meeting of the State Council, or the Cabinet.     The plan also pressed the area to promote technologies so as to excel in innovation, and coordinated development in both urban and rural areas was also stressed.     The meeting, presided over by Premier Wen Jiabao, said the area was also to take the lead in deepening reforms and opening up, so that an improved socialist market economy system could be established and a more open economic system could be set up as the region enhances its cooperation with neighbors Hong Kong and Macau.     The meeting said the Pearl River Delta is still maintaining stable and relatively fast development at present, but it also admitted that the area received powerful shocks from the current financial crisis, as there are many smaller and export-oriented enterprises in the region.     To keep the pace of development would be the top priority of the region at the present stage, the meeting said.

ABOARD DESTROYER WUHAN, Jan. 12 (Xinhua) -- A Chinese mainland navel fleet on Monday began to carry out an escort mission for four merchant ships including one from Taiwan in the Gulf of Aden off Somalia.     The mission is also escorting two other ships from Shanghai and one from the Philippines to protect them against pirate attacks. BEIJING, Jan. 21 (Xinhua) -- Taiwan's chief negotiator Ching Pin-kung hailed Wednesday significant progress on cross-Straits relations over the past year.     The cross-Straits relations in 2008 have made several breakthroughs, said Chiang, chairman of the island's Straits Exchange Foundation (SEF), at Wednesday's press conference.     SEF and mainland's Association for Relations Across the Taiwan Straits (ARATS), the two main negotiation bodies, held their first meeting in Beijing last June after the talks were suspended for almost 10 years. The second meeting was held in Taiwan in November.     The two sides reached six agreements after the two rounds of talks, including the historical direct links of transport, trade and post services which started on December 15.     "With all these breakthroughs, the cross-Straits ties have turned to be normal and practical with mutual trust and understanding," Chiang said.     Chiang said SEF would persist with building "positive" and "interactive" cross-Straits relations in the coming new year.     The main topics in the next round of the talks between the mainland and Taiwan, scheduled for later this year, would include joint efforts on cracking down on crimes, financial cooperation and regular cross-Straits flights, Chiang said.     Board members, supervisors and consultants in SEF planned to visit the mainland in 2009, according to Chiang.

FUZHOU, Nov. 21 (Xinhua) -- Construction on a new nuclear power plant started Friday in southeast China's Fujian Province.     The Fuqing Nuclear Power Plant, located in the coastal city of Fuqing, requires an investment of around 100 billion yuan (14.6 billion U.S. dollars).     It will have six units that generate millions of kilowatts each.     During the first phase of the project, two units will be built and put into operation in 2013 and 2014. They will use advanced second-generation pressurized water reactor technology. The two units are expected to generate more than 14 billion kilowatts of electricity annually, most of which would be consumed within the province. All reactors employ second-generation nuclear power technologies.     The country plans to have 40-million-kilowatts of installed capacity in nuclear power by 2020, accounting for four percent of China's energy production.     Right now, installed capacity of nuclear power is only about nine million kilowatts, or about two percent of the total power the country produces.

BEIJING, Dec. 12 (Xinhua) -- Chinese President Hu Jintao has vowed the Chinese people will, as always, work together with the international community to promote healthy development of the human rights cause in the world.     Hu made the remarks in a letter to the China Society for Human Rights Studies on the occasion of the 60th anniversary of the publication of the Universal Declaration of Human Rights.     He said China will strengthen international cooperation, as it has always done, in the human rights field to make its due contribution to the building of a harmonious world featuring lasting peace and common prosperity.     China, however, will base its human rights development on the basic situation of the country while acknowledging the universal value of human rights, Hu said in the letter.     The country will prioritize people's rights to existence and development in its socialist modernization drive and ensure, in accordance with law, the equal rights to participation and development of all society members, Hu said, stressing the principle of "people first".     Citing the enshrinement of human rights in the Constitution, Hu said the country has recorded a new chapter of human rights development since the founding of New China and especially since the reform and opening-up 30 years ago, which has been witnessed by the whole world.
