BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000.     Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries.     The survey will focus on the personnel, spending, equipment, projects and institutions for research and development.     Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment.     China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S.     dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.

JINAN, East China, Oct. 16 (Xinhua) -- Chinese President Hu Jintao met International Olympic Committee President Jacques Rogge who was invited to attend the 11th Chinese National Games on Friday.     Hu Jintao extended welcome to Rogge and offered his congratulation on Rogge's re-election as IOC President. BEIJING, Aug. 5 -- Chinese steel mills would prefer to import more iron ore from Brazil rather than Australia after the detention of four Shanghai-based employees of multinational miner Rio Tinto on charges of commercial espionage, according to data specialist ASXMarine. Spot iron ore vessel bookings from Brazil to China surged to a record 39 in July, from 24 in the previous month, Reuters quoted the data from ASXMarine.     Vessel bookings from Australia's main iron ore ports to China dropped to 31, down from 40 compared to the previous month and the lowest reading since February after the Rio Tinto scandal. Office in Shanghai, east China.    Chinese steelmakers have begun to hold their imports from Australian miners and are switching to Brazilian ore instead, domestic ports have witnessed.     Zang Dongsheng, deputy general manger of Rizhao Port Group, China's largest iron ore port which accounts for a fifth of the country's iron ore deliveries, said some of his customers have reduced their orders from Australia and turned to Brazil. But the exact figures would be available only in September as shipments from Brazil and Australia would be delayed by one or two months.     China's main ports received 56.5 million tons of iron ore in July, up 35 percent from the same period last year, the Ministry of Transport said yesterday.     Iron ore imports rose 29.3 percent year on year, to 297 million tons, in the first half of this year, while traders imported 131 million tons, up 90.4 percent from last year.     The China Iron and Steel Association (CISA) said last Friday that excess iron ore imports had distorted the demand-supply situation and hampered its position at negotiations with global miners on new long-term benchmark prices.     It also said foreign iron ore suppliers promoted massive selling on the cash market, leading to huge stockpiles and urged to limit import licenses.     However, the iron ore import figures in July reflected orders in May as it takes more than a month to deliver ore from Australia and Brazil, said Zang from Rizhao port.     Chinese steel mills started to reduce orders ever since CISA rejected the 33-percent cut offered by miners in May and held out for more discount, he said.     China News Service reported yesterday that CISA halted talks because iron ore spot prices have been "seriously distorted", citing a statement issued by the association.     However, no such statement could be found on the association's website, and its official surnamed Wang said the report was not true and talks were ongoing.

BEIJING, Aug. 20 (Xinhua) -- China on Thursday called for more efforts to boost economic growth in its western regions.     Premier Wen Jiabao chaired a meeting of the leading group under the State Council for the development of China's western regions. Vice Premier Li Keqiang also attended the meeting.     The meeting discussed and passed a guideline on maintaining stable and fast economic growth in the western regions amid the global economic downturn.     The government would carry on with its policy to develop the western regions as the policy proved effective in boosting economic and social progresses there in the 10 years since its launch. BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

BEIJING, Oct. 7 (Xinhua) -- Chinese President Hu Jintao on Wednesday called on police in Beijing to continue efforts in protecting public stability in the capital city, especially in areas near the Tian'anmen Square.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, made the remarks when meeting with representatives from Beijing's special police forces, traffic police, and armed police who were stationed in the Tian'anmen Square. BEIJING, Oct.17 (Xinhua) -- China's civil aviation industry made profits of 9.1 billion yuan (about 1.33 billions U.S. dollars) in the first nine months of 2009, despite the punch by the financial crisis on the world's civil aviation industry, said the Civil Aviation Administration of China (CAAC) on Saturday.     Domestic air passenger traffic volume grew by 23.6 percent from a year earlier in first nine months of this year.     Performance of small airports, those that handle less than 1 million passengers annually, were most inspiring, said Li Jiaxiang, director with the CAAC, at the 2009 China International General Aviation Convention held in northwest China's Shaanxi Province on Saturday.     Li said that passenger volume of small airports grew 26.7 percent year on year to 14.87 million in the first half.     He contributed the vibrant performance of small airports and regional air routes to the more balanced economic development of China's different regions in recent years, which was the result of the country's strategies to develop the relatively poor western and central regions and to revive the old industrial base in northeastern regions.     Besides, the fact that Chinese people are becoming richer and CAAC's policies carried out last year to subsidize small and medium-sized airports and regional air routes also helped the passenger volume rise of small airports, said Li.     By the end of 2008, China had 116 small airports, accounting for 73 percent of the total number of the country's airports.

QINGDAO, Shandong, Sept. 27 (Xinhua) -- The fourth Sino-U.S. Energy Policy Dialogue opened Sunday in the coastal city of Qingdao in east China's Shandong Province.     China and the U.S. have huge potentials to cooperate in developing wind, solar and nuclear power. Both countries shall hold responsibilities to develop more technologies and equipment to tackle the challenges of climate changes, said David Sandalow, assistant secretary for Policy and International Affairs at the Energy Department.     Zhang Yuqing, an official with China's National Energy Administration, said China is willing to learn advanced technologies of exploring gas. The consumption of gas has been growing by 20 percent every year since 2006.     The two countries signed a memorandum of understanding to launch the dialogue in 2004. The first forum was held in 2005 in the U.S.

BEIJING, Aug. 5 (Xinhua) -- Tropical storm Goni has brought huge rainfall to south China after it landed early Wednesday morning in Taishan of south China's Guangdong Province.     Downpours drenched most parts of Guangdong and neighboring Fujian province, with a hydrological station in Guangdong reporting precipitation of about 400 mm.     The weakening Goni is moving westward slowing and is expected to bring downpours to west Guangdong from Thursday to Friday.     Maritime affairs department in the southern island province of Hainan said Tuesday that it had issued an emergency warning to 20,000 fishing vessels in the South China Sea, calling them to harbor.     Another tropical storm, Morakot, has strengthened into typhoon and is expected to make a landfall from late Friday to Saturday in central and northern Fujian, weather forecasters said.     Local authorities have put in place emergency plans to evacuate residents amid other efforts to reduce losses from Morakot, the 8th typhoon this year.     Severe rainstorms also wreak havoc in other parts of the country Wednesday.     In Suichuan, eastern Jiangxi province, flash flood washed down five houses and killed at least three people.     Rain-related disasters also killed two in the southwestern Guizhou province and another two in neighboring Chongqing municipality.

BEIJING, Oct. 1 (Xinhua) -- China is to hold a National Day military and mass parade as well as an evening gala on Tian'anmen Square Thursday to mark the 60th anniversary of the founding of the People's Republic of China (PRC).     Following will be highlights of the once-in-a-decade grand celebrations:     -- Chinese leaders, including President Hu Jintao, will be on Tian'anmen Rostrum to observe the parade.     -- President Hu is to review line-ups of the tri-service People's Liberation Army (PLA), standing in an open-top home-made Red Flag limousine.     -- National flag raising ceremony will be held on Tian'anmen Square.     -- Military parade is expected to involve more than 8,000 people, and a total of 52 types of new weapon systems, including the PLA's missiles, airborne early warning and control aircraft, unmanned aerial vehicles and other sophisticated military hardware, will be shown.     -- Military paraders will march goose-step through the square in new-style uniforms initiated in 2007.     -- Women militia soldiers in purple skirts will march goose-step through Tian'anmen Square, holding submachine guns. The formation will be led by two models who used to be good at cat walking.     -- Snow Leopard armed police unit, which took charge of security of the 2008 Beijing Olympics, will be shown at the National Day parade.     -- Sixteen female fighter pilots, the country's first batch, are expected to make a debut in a fly-past at the parade.     -- Civilian formations will march through Tian'anmen Square, showcasing panoramic achievements China has made over the past sixdecades. The mass parade will feature dozens of floats themed with, for instance, the Beijing Olympics and the devastating Wenchuan earthquake in southwestern Sichuan last year.     -- Improved relations between the mainland and Taiwan will be showcased at the parade.     -- China's agriculture scientist, Yuan Longping, will wave his iconic invention of "super hybrid rice" atop of an agriculture-themed float, escorted by farmers.     -- China's first astronaut Yang Liwei and first space walker Zhai Zhigang will show up on a float along with four other colleagues that have entered the space aboard Shenzhou series of spaceships since 2003.     -- Hurdler Liu Xiang and diving diva Guo Jingjing will stand ona float to show the achievements in sports. Chinese athletes reaped 51 gold medals in the Beijing Olympics, ranking the first in the gold medal list.     -- About 60,000 people will dance to the song "I Love China" at the grandiose National Day evening gala, showcasing the country's ethnic harmony and development.     -- Fireworks, designed by renowned Chinese artist Cai Guoqiang who masterminded the firework display at the opening ceremony of the Beijing Olympic Games, will dazzle the night of the National Day.     -- About 4,000 performers will form a "light cubic" formation in the center of Tian'anmen Square at the gala. They will hold bouquets and electric devices to form different light patterns to the tunes of music.
