BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

BEIJING, Nov. 14 (Xinhua) -- China's industrial output is expected to grow by about 16 percent year on year this month and in December and the full year industrial output growth could reach around 10.5 percent, Minister of Industry and Information Technology Li Yizhong said here Saturday.     At the 3-day International CEO Roundtable conference, Li said the industrial output growth would guarantee the manufacturing-based Chinese economy should achieve its full-year growth target of 8 percent.     China set the about 8-percent growth target in March this year. The government believes 8-percent GDP growth is essential to generate enough jobs.     According to the minister, China's industrial economy stopped falling and began to stabilize and recover in March this year. In October, China's industrial output rose 16.1 percent from a year earlier, the fastest pace since March 2008 and the sixth consecutive month with an acceleration of year-on-year growth.     Li said the industrial output in October had climbed to the level in June last year, which indicated a V-shaped curve of the recovery of the industrial production activities.     Other figures, such as rising company profit, surging power consumption, and increasing export orders, also pointed to the notable recovery of China's industrial production, he said.     Li also cautioned that the recovery base of China's industrial production was not solid and some industries and companies were still faced with production and operation difficulties.     He said China should continue its efforts to restructure its economy and change growth pattern by promoting innovation and technological upgrading, conserving energy and cutting emissions, and integrating information technologies with industrial development.     According to the minister, the industrial production accounted for 43 percent of China's total GDP in 2008 and contributed 42.8 percent to the GDP growth last year.     Thanks to the global financial crisis, China's economy cooled to its slowest pace in seven years in 2008 and expanded 9 percent from a year earlier to reach 30.07 trillion yuan (4.4 trillion U.S. dollars).

BEIJING, Oct. 22 (Xinhua) -- China's anti-graft chief He Guoqiang Thursday hailed an online interview program on rectifying officials and government agencies' misconduct.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China, said the program by the People's Daily Online has made full use of the Internet media to answer people's questions and help solve their problems.     The program will undoubtedly help promote the government's efforts in rectifying misconduct of officials and government agencies.     The program started on July 16 to encourage people's participation in the government's rectifying campaign.     Officials in charge of the rectification work are invited to answer netizens' questions, which cover a wide range of hot topics including farmers' benefits, education, medical treatment, transportation, food and drug safety among others.     Netizens can also disclose misconduct of government agency staff during the online interview, and authorities will start investigations, according to the State Council's rectification office.     Currently rectification offices in 31 provinces, autonomous regions and municipalities have set up their official Web sites.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao is to meet his U.S. counterpart President Barack Obama Tuesday morning at the Great Hall of the People in Beijing.     The summit meeting is scheduled to be held at 10:40 a.m. after a grand welcoming ceremony. The two leaders will meet the press after the talks.     Wu Bangguo, chairman of the National People's Congress Standing Committee, will meet President Obama Tuesday afternoon.     President Obama will also visit the Palace Museum, or the Forbidden City, and attend a state banquet in his honor hosted by President Hu.

BEIJING, Jan. 7 -- China's central bank Wednesday said it will manage inflation expectations and keep a close watch on the property market through its credit and money supply policies.     In a statement on its website, the People's Bank of China (PBOC) said it would try to maintain ample liquidity in the financial system, and ask banks to lend more evenly, while strictly implementing credit policies in the property sector.     The nation will also take steps to rein in fast-rising property prices and strengthen credit controls for the sector, according to Housing and Urban-Rural Development Minister Jiang Weixin. BEIJING, Nov. 26 (Xinhua) -- China will never swerve from its carbon emission cut target despite all pressure and difficulties, said a senior official Thursday evening. Xie Zhenhua, vice minister in charge of the National Development and Reform Commission (NDRC), China's top economic planner, made the remarks at a press conference.     China's State Council, the Cabinet, announced Thursday that the country is going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005.     This is a "voluntary action" taken by the Chinese government "based on our own national conditions" and "is a major contribution to the global effort in tackling climate change," the State Council said.     Vice Foreign Minister He Yafei also attended the press conference. "China made the emission cut target without financial and technological support from developed countries. This is not only for the country's own sustainable development, but also for the benefit of all the mankind," said He.     However, China is still hoping developed countries would take actions as soon as possible, He said, adding that the Bali Road Map has set binding targets and actions on emission cut, investment and technology for developed countries.     China faces huge pressure and special difficulties in controlling greenhouse gas emission, as the country has a large population and relatively low economic development level and is at a critical period to accelerate industrialization and urbanization, Xie said.     "It demands great courage for the government to announce such a target," said Yu Jie, an official in charge of Climate Group's policy and research. The Climate Group is a British-based non-governmental environmental organization.     As a developing country, China still faces various problems in both economic and social development, and it is not easy to make such a commitment, Yu said.     The announcement of China's carbon emission target has broken one of the deadlocks challenging the upcoming Copenhagen summit, she said. It is also an answer to President Hu Jintao's promise at the September United Nations climate summit in New York that China would cut emission intensity by "a notable margin" by 2020 from the 2005 level.     China's target is made after scientific research and calculations, combining the efforts to both tackle climate change and promote social and economic development, said Yao Yufang, professor at the Institute of Quantitative and Technical Economics under the Chinese Academy of Social Sciences (CASS). "Any party that asks China for higher cut is acting unreasonably."     China can and will achieve the target if the country endeavors to improve energy efficiency, promote the development of renewable energy and optimize industrial structure, Yao said.     "The country has set a specific quantitative target far beyond the Bali Road Map demands for developing countries, which reflects China's sincerity to make the Copenhagen summit successful and its commitment to tackle the climate change," said Pan Jiahua, director of the CASS Research Center for Urban Development and Environment.     Li Gao, an NDRC official and a key climate change negotiator representing the Chinese government, said Tuesday: "We will try to make the summit successful and we will not accept that it ends with an empty and so-called political declaration."

ADDIS ABABA, Jan. 11 (Xinhua) -- China views Ethiopia as its major economic and trading partner in Africa, says Minister of Commerce Chen Deming on Monday.     The bilateral trade volume reached a historical high of 1.376 billion U.S. dollars during the first 11 months of last year, up 12.4 percent over the same period of the previous year, said Chen, adding that China's imports from Ethiopia during that period rose 202 percent to over 200 million dollars.     During his talks with Sufian Ahmed, Ethiopia's minister of finance and economic development, the Chinese minister said China's investment in Ethiopia had accumulated to 138 million dollars in areas like textile, daily necessities, machinery, glass, building materials and leather.     By the end of November last year, Chinese firms in Ethiopia had accumulated a turnover of engineering contracts with nearly 4 billion dollars, said Chen, who arrived here on Monday for a two-day visit.     Chen put forward a four-point proposal on further development of bilateral trade and economic cooperation: First, further expanding its imports from Ethiopia through the use of tariff-free policies; Second, strengthening cooperation in investment and engineering contracts and continuing to encourage strong Chinese firms to invest in Ethiopia; Third, fully implementing the eight new measures to enhance cooperation with Africa; Fourth, further promoting cooperation in official development assistance to support Ethiopia's infrastructure, and projects aimed to improve people's well-being.     For his part, Sufian expressed his thanks for China's long-term official development aid to Ethiopia.     The Ethiopian minister said trade deficit with China has improved significantly and China has become Ethiopia's biggest trading partner.     Sufian spoke highly of China's eight new measures to enhance cooperation with Africa, saying that Ethiopia would work together with China to fully implement the measures.

BEIJING, Nov. 17 (Xinhua) -- China and the United States on Tuesday called on Iran to "engage constructively" with the P5+1 and to "cooperate fully" with the IAEA to facilitate a satisfactory outcome.     The call was made in a joint statement issued here after talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     The two sides reaffirmed their strong support for a comprehensive and long-term solution to the Iranian nuclear issue through negotiations.     "The two sides agreed that Iran has the right to peaceful uses of nuclear energy under the Non-Proliferation Treaty (NPT) and it should fulfill its due international obligations under that treaty," said the statement.     The two sides welcomed the talks in Geneva on Oct. 1 between the P5+1 (the five permanent members of the UN Security Council plus Germany) and Iran as "a promising start" towards addressing international concerns about Iran's nuclear program, and expressed their readiness to continue that engagement as soon as possible.     They emphasized in the joint statement that all efforts should be made to take confidence building steps and to call on Iran to respond positively to the proposal of the Director General of the International Atomic Energy Agency (IAEA).
