China was willing to deepen cooperation with other countries and learn from their experiences to make Internet a better place, he said.The spokesman's remarks came nearly two weeks after search engine giant Google said it might quit China citing disagreements with government policies and unidentified attacks targeting Google's services in China."China is the biggest victim country of hacking as its Internet has long been facing severe threats of hacker and online virus attacks," the spokesman said.Official data showed more than one million IP addresses were under control by overseas sources and the number of Web sites tampered by hackers exceeded 42,000 last year.The widespread Conficker worm virus infected 18 million computers per month in 2009, the most in the world, or 30 percent of the global total infected.According to the Internet Society of China, the number of cyber attacks from abroad saw a year-on-year increase of 148 percent in 2008.They not only affected a large number of netizens but also sectors of finance, transportation and energy, which posed severe harm to economic development and people's lives, the spokesman said.He noted the Chinese government had issued various regulations and launched many Internet safety campaigns against the attacks.The National Computer Network Emergency Response Technical Team dealt with more than 1,000 Web accidents in 2009 and helped recover economic losses for many banks and E-business Web sites.China has also taken part in the Internet safety emergency drill organized by the ASEAN countries for many times, and signed cooperation pacts with member countries of regional organizations in Asia.

SHANGHAI, Feb. 20 (Xinhua) -- Two Chinese educational institutions blamed for cyber attacks on Google and other firms said Saturday the allegations are unfounded.The New York Times reported Thursday the cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, which the report alleged has ties to the Chinese military."We were shocked and indignant to hear these baseless allegations which may harm the university's reputation," said a SJTU spokesperson.The spokesperson said the allegation linking the attacks with SJTU students or teachers does not hold water."The report of the New York Times was based simply on an IP address. Given the highly developed network technology today, such a report is neither objective nor balanced," the spokesperson said.SJTU will fully cooperate with investigators if Google seeks judicial remedies, the spokesperson said.Li Zixiang, party chief at Lanxiang, another alleged source of the attacks, said, "Investigation in the staff found no trace that the attacks originated from our school."Lanxiang students are still on their winter vacation, Li added.He said Lanxiang has no relations with the military, adding that school authorities do not have military backing.He also dismissed the report's suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. The plateau region was traditionally dependent on farming and herding. The government announced plans to achieve "leapfrog development" in Tibet in January, including building the region into a "strategic reserve of natural resources" with the aim of reducing poverty among the Tibetan people. BEIJING, Jan. 24 (Xinhua) -- A 40-member Chinese medical care and epidemic prevention team left here for Haiti on Sunday afternoon on a chartered flight, which also carried 20 tonnes of medical supplies, said the Ministry of Commerce (MOC).The MOC said earlier in the day that China had decided to provide medical supplies worth 18 million yuan (2.64 million U.S. dollars) in additional aid to quake-ravaged Haiti.The 20-tonne medical supplies included medicines, hygiene equipment, medical devices and camping equipment, said the ministry in a statement.Also onboard the plane would be four Chinese peace-keeping police officers, replacing the four who were killed in the earthquake. BRUSSELS, March 22 (Xinhua) -- China welcomes the latest document issued by the European Union (EU) on climate change, but insists that the EU should raise its emission cut target to 30 percent by 2020, a visiting Chinese official said on Monday.Su Wei,chief negotiator of China for climate change talks in Copenhagen, told a press briefing here that China welcomed the communication the EU issued in earlier March,which elaborated the bloc's standpoints on climate change for the first time following the Copenhagen talks in December."China welcomed in general the EU's latest positions," which among others reaffirmed the principle of "common but differentiated responsibilities" undertaken by developing and developed countries in dealing with climate change, the Chinese official said.In the communication issued on March 9, the EU expresses its willingness to continue to play a leading role in fighting against climate change and reaffirms its commitment to reduce its greenhouse gases emissions by 20 percent by 2020 and to increase this reduction to 30 percent if "the conditions are right."However, Su told reporters that EU should and could raise its emission cut target to 30 percent by 2020 on the basis of 1990 if the bloc wanted to play a leading role in dealing with climate change.The move would put more pressure on the United States to put forward ambitious goals, the chief negotiator said.Su said he was visiting the EU headquarters with a Chinese delegation led by Xie Zhenhua, vice minister of the National Development and Reform Commission, to exchange views with his EU counterparts on climate change.China and the EU shared many common goals and interests, the two sides should work together to boost international negotiations on climate change, he said.World leaders are scheduled to meet later this year in the Mexican resort town of Cancun for another go at inking a legally- binding global accord on emission reductions after 2012.Su said that China hoped the meeting in Cancun can achieve positive and meaningful results and make further progress on the basis of the Copenhagen talks.
