BEIJING, Feb. 25 (Xinhua) -- China denied on Thursday that its economic and trade exchanges with the Democratic People's Republic of Korea (DPRK) has violated a United Nations (UN) resolution.At a regular press conference, Chinese Foreign Ministry spokesman Qin Gang was asked to comment on a report by Yonhap news of the Republic of Korea quoted by China Daily saying Pyongyang announced two islets adjacent to China's northernmost port city Dandong would be developed by Chinese enterprises as a free trade area."This project is purely normal economic and trade contact between the two countries. It does not go against the UN relevant resolution of sanction on the DPRK," he said.The UN Security Council last June adopted a resolution imposing tougher sanctions on the DPRK, including a tighter arms embargo and new financial restrictions, after the DPRK announced a successful nuclear test on May 25, the second since 2006.The resolution also underlined that "measures imposed by this resolution are not intended to have adverse humanitarian consequences for the civilian population of the DPRK."

SEOUL, Feb. 17 (Xinhua) -- South Korea plans to launch a joint research with China and Japan on the feasibility of a free trade agreement (FTA) among the three Northeast Asian countries, South Korea's foreign ministry said Wednesday.According to a report by the ministry, the country, which has been seeking an economic integration of the Northeast Asian region by creating favorable conditions for FTAs, will kick off a joint study with the countries, in which government officials, scholars and business representatives will participate.Along with the trilateral FTA, the country will also continue to push for settling separate bilateral trade agreements with China and Japan, the ministry said in the report.Currently, South Korea has free trade agreements with Chile, Singapore and the European Free Trade Association, as well as a similar pact with the Association of Southeast Asian Nations.Recently reaching a free trade deal with the European Union, the country also wrapped up its free trade talks with India, settling the so-called comprehensive economic partnership agreement (CEPA) in August.With respect to the free trade deal with the United States, signed in June 2007, both countries are waiting for legislative approval.South Korea is also seeking similar trade deals with Australia, Canada, and Mexico.

BEIJING, Feb. 20 (Xinhua) -- China Saturday issued a regulation on the implementation of the Audit Law, which required close audit to government-funded projects, to make sure financial funds were properly used.The regulation, issued by the State Council, or China's Cabinet, asked auditing offices to conduct follow-up audit to organizations or projects, which were funded or partly funded by government.The regulation was revised and passed at an executive meeting of the State Council on Feb. 2 and will become effective on May 1 this year.Under the regulation, audit authorities are entitled to launch special investigation into government departments or organizations on budget management or the management and utilization of state assets.To ensure accurate and impartial auditing, the regulation provides that organizations are entitled to apply for government adjudication, administrative review or lodge a lawsuit if they disagree with the audit results.The current Audit Law was amended and passed in February 2006 by the Standing Committee of the Tenth National People's Congress.

BEIJING, March 4 (Xinhua) -- Overseas media have widely reported China's measures to maintain social and economic development, after the annual session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) opened Wednesday.The session outlined plans to keep the steady and fast development of economy, narrow the gap between city and country, and adjust income distribution pattern.The AP said that CPPCC National Committee Chairman Jia Qinglin said in a work report "2010 is a crucial year for China to respond to the impact of the global financial crisis and maintain steady and rapid economic development."The annual session of China's legislature, the National People's Congress (NPC), which opens Friday, was expected to "give a full airing to hot-button issues such as soaring real estate prices in many Chinese cities," it said.The Chinese government, which released a budget and work plan for the year, was expected to boost spending on education, pensions and medical care, continuing a push begun in the past decade to strengthen a tattered social safety net, it said.The annual plenary sessions of the NPC and the CPPCC National Committee are known as China's "two sessions."The AFP said China opened its annual parliamentary season Wednesday with a call from the Chinese leadership to keep up economic growth, maintain social stability and tackle a yawning urban-rural income gap.The two gatherings were the Chinese leadership's chance to showcase its efforts to tackle the key challenges facing the country, and economic concerns looked set to top that list, it said.Online, The Wall Street Journal Asia Edition said in an article the NPC's annual session would kick off Friday and this year's theme "naturally" was the economy.In a talk with China's netizens last week, Premier Wen Jiabao said "while it is the government's responsibility to expand the 'pie' of national wealth, it is the government's conscience to distribute it in an adequate manner," the article said.The Yonhap news agency said the Chinese government was speeding up its economic transformation after the global financial crisis because it realised it could not overcome future crises with its current economic structure dominated by cheap exports. China should keep a balanced development of service sectors and agriculture, and nurture the domestic market, it said. Economic transformation would be one of the hot topics of this year's NPC, it said.Yonhap said, although the Chinese economy was gradually recovering, China faced some serious problems, such as the widening urban-rural gap.China recently focused on migrant workers, eyeing the new generation of migrant workers born in the 1990s, and would discuss the making of the medium- and long-term layout for migrant workers.The Wall Street Journal said, while the 2009 NPC was obsessed with attaining an 8 percent growth rate, the priority for this year's session was to ensure a more equitable distribution of national income.A commentary on the website of Singapore's Lianhe Zaobao said that, from the perspective of China's economic development, it was in accordance with the needs of expanding China's consumption and transforming its economic growth mode for the country to gradually annul the dualistic structure between city and countryside, promote urbanization, scrap social welfare policies that discriminated against farmers, and ensure farmers' equal rights with urban dwellers.One of the major reasons for the long-term inequality between city and countryside was China didn't have a big enough "pie" to ensure the fair distribution of interests, it said.Canada's leading public policy magazine Policy Options said in a commentary that the Chinese leadership was paying more and more attention to the demands of the poor in remote regions.From the list of the central government's financial expenditures, it could be found that the government would heavily invest on infrastructure development and maintenance, medical reforms, poverty reduction and education, it said.

CHICAGO, March 17 (Xinhua) -- A stronger RMB would not be a tonic for the U.S. economy or manufacturing and it would be a huge mistake to raise tariffs on imports from China to force a change in the yuan, says a U.S. trade expert on Tuesday.Daniel Griswold is director of the Center for Trade Policy Studies at the Cato Institute, a non-profit public policy research foundation headquartered in Washington, D.C. He is also the author of a new book, Mad about Trade: Why Main Street America Should Embrace Globalization.The trade expert told Xinhua during an exclusive interview, " China has been moving in the right direction since 2005 by allowing the currency to appreciate. Threats from the U.S. government actually make it more difficult for the Chinese government to resume appreciation because it would look as though Beijing was giving in to foreign pressure."Griswold pointed out that a stronger yuan would not be a tonic for the U.S. economy or manufacturing. "China would remain competitive in a broad range of manufactured products even if the yuan were 25 percent higher. The dollar depreciated sharply against the currencies of Canada and the Eruozone after 2002, yet our bilateral deficit with both those regions continued to grow," he added.New York Times' Nobel laureate economist, Paul Krugman, recommended in his latest column that the U.S. impose a 25 percent tariff on Chinese imports unless China appreciates its currency Renminbi. Griswold considers it a huge mistake to raise tariffs on imports from China to force a change in the yuan.Regarding President Barack Obama's new export push to double the U.S. export in the next five years, Griswold believes this goal will raise false expectations.He noted: "The goal will be difficult to realize. It hasn't been done since the 1970s, and that was driven in large part by inflation. It also depends on robust growth abroad, which is beyond the control of even this president. Faster export growth would be good for the U.S. economy, but it will not put much of a dent in high unemployment."When asked what the U.S. government should do to increase its export, the trade expert advised, "the single best policy to promote exports would be for the U.S. government to set a good example by resisting protectionism in our own market."He further explained, "U.S. companies are currently facing sanctions from Mexico, Brazil and other countries because we have failed to live up to our commitments in the WTO and the North American Free Trade Agreement. We are losing export opportunities abroad because Congress has failed to enact trade agreements with South Korea and Colombia, and the administration has failed to exercise leadership in WTO negotiations."In January the U.S. government data showed that the gap between what Americans sell abroad and what they import narrowed unexpectedly. While the usual crowd hailed it as an "improvement," Griswold believes that the numbers point to the slow growth of demand at home and abroad.He said: "We shouldn't read too much into the monthly trade numbers. The smaller-than-expected trade deficit in January could be a warning sign that the economic recovery remains sluggish. Exports were down, and imports down even further."When commenting on the U.S.-China trade relations, Griswold said, "U.S.-China relations remain fundamentally sound. Our commercial relationship is mutually beneficial and among the most important in the world."He further remarked, "American families benefit from affordable consumer products from China, while U.S. companies benefit from exports to China. And all Americans benefit from lower interest rates from Chinese investment in U.S. Treasury bonds." He noted that "the confrontational attitude of the Obama administration is driven almost entirely by domestic politics."Griswold's new book, Mad about Trade: Why Main Street America Should Embrace Globalization, is a spirited defense of free trade which tells the underreported story of how a more global U.S. economy has created better jobs and higher living standards for American workers.Since joining Cato in 1997, Mr. Griswold has authored major studies on globalization, trade, and immigration. He's written articles for major newspapers, appeared on CNBC, C-SPAN, CNN, PBS, and Fox News, and testified before House and Senate committees.

BEIJING, Feb. 22 (Xinhua) -- China's exports may grow by 8 percent in 2010 but problems still existed with getting exports back to pre-crisis levels, according to a statement posted Monday on the website of Ministry of Industry and Information Technology (MIIT), quoting minister Li Yizhong.It was unlikely for China's exports to recover to pre-crisis levels in the short-term, Li said during a Sunday meeting attended by MIIT officials, attributing the slow rebound to rising international protectionism and the fact that Chinese manufacturers relied too much on overseas markets.The 8-percent growth forecast was still far below 2008's 17.2-percent increase, according to customs data.Despite overtaking Germany as the world's largest exporter, China saw its exports contract 16 percent year-on-year in 2009 as overseas demand slumped.Exports in January this year grew 21 percent on lower comparison bases a year ago due to the global economic downturn and less working days as the Lunar New Year holiday fell in January last year, said the General Administration of Customs earlier this month.Li also stressed that China should keep the yuan stable in a speech addressing the current domestic economic situation during the meeting, as international pressure on China to strengthen the yuan was intensified.
