Wen Jiabao     Premier of the State Council of the People's Republic of China     At the World Economic Forum Annual Meeting of New Champions 2009     Dalian, 10 September, 2009     Professor Klaus Schwab, Executive Chairman of the World Economic Forum,     Distinguished Guests,     Ladies and Gentlemen, Chinese Premier Wen Jiabao addresses the opening plenary of the Annual Meeting of the New Champions 2009, or the Summer Davos, in Dalian, northeast China's Liaoning Province, Sept. 10, 2009.     Let me begin by extending warm congratulations on the opening of the third Annual Meeting of the New Champions, or the Summer Davos, and a sincere welcome to you all.     Over the past year, the world economy has experienced the most severe challenge since the Great Depression. We may recall the worries voiced by many people early this year when we gathered in Davos for the World Economic Forum annual meeting. Since then, thanks to the concerted efforts and active measures of the entire international community, some positive changes have taken place. The world economy is beginning to recover, although the process is slow and tortuous. We can now see the light of dawn on the horizon.This is a critical juncture and it is highly significant for political leaders, entrepreneurs, experts and scholars of various countries to gather together here and discuss how to "Relaunch Growth" of the world economy. I sincerely wish this meeting a great success!     This unprecedented global financial crisis has taken a heavy toll on the Chinese economy. Yet, we have risen up to challenges and dealt with the difficulties with full confidence. And we have achieved initial results in our endeavor.     We have arrested the downturn in economic growth. In the first half of this year, China's GDP grew by 7.1 percent, investment expanded at a faster pace, and consumption maintained fast and steady growth. Domestic demand played a stronger role in driving the economy forward. From January to July, 6.66 million new urban jobs were created, income of urban and rural residents increased, and overall social stability was maintained. We effectively managed fiscal and financial risks and kept budget deficit and government debt at around 3 percent and 20 percent of the GDP respectively. Banks' asset quality and ability to fend off risks were improved. At the end of June, the NPL ratio of commercial banks was 1.8 percent, down by 0.64 percentage point from the beginning of the year, and capital adequacy ratio stood at 11.1 percent.     With the world economy still mired in recession, it is by no means easy for us to have come this far. The achievements we have made are not something that dropped into our lap. Rather, they are the results of the proactive fiscal policy and moderately easy monetary policy and the stimulus package that the Chinese government and people have pursued in line with the national conditions. Some people take a simplistic view and believe that China's stimulus package means only the four trillion RMB yuan investment. This is a total misunderstanding.     China's stimulus package focuses on expanding domestic demand and is aimed at driving economic growth through both consumption and investment. Of the total four trillion yuan in the two-year investment program, 1.18 trillion yuan will come from the central government, and it will mainly be used to generate greater investment by local governments and the non-public sector. We have made vigorous efforts to stimulate consumption and make domestic demand, particularly consumer spending the primary driver of economic growth. We have increased subsidies for farmers, raised the minimum purchasing price of grains, introduced performance-based salaries for primary and middle school teachers, and increased the basic cost of living allowances for urban and rural residents so that the people will be able to spend more. In order to boost consumption, we have offered subsidies for the program of bringing home appliances, agricultural machinery, automobiles and motorcycles to the countryside and the program of exchanging used automobiles and home appliances for new ones. Purchase taxes on small-engine and energy conserving and environment friendly cars have been cut by half. In the first seven months, a total of 7.31 million cars were sold and total retail sales of consumer goods rose by 15 percent.

NEW YORK, Aug. 31 (Xinhua) -- Oil prices plummeted to below 70 U.S. dollars a barrel on Monday as investors were rattled by the sharp decline in China's equities market.     Light, sweet crude for October delivery lost 2.78 dollars, or 3.8 percent, to settle at 69.96 dollars a barrel on the New York Mercantile Exchange. The contract fell to the intraday low of 69.13 dollars a barrel. Global stock markets dropped broadly after China's Shanghai Composite Index dived almost 7 percent, spurring concerns about the pace of world economic recovery.     Oil prices have found support from optimism that a potential turnaround in the economy could boost flagging fuel consumption, which sent the futures up to a fresh ten-month high of 75 dollars a barrel. However, oil failed to break the 75-dollar psychological barrier and fell back to around 70 dollars a barrel as investors were worried that the market might have gotten too far ahead of the economy.     In London, Brent Crude for October delivery tumbled 3.52 dollars, or 4.8 percent, to 69.27 dollars a barrel on the ICE Futures exchange.

MOSCOW, July 30 (Xinhua) -- Chinese merchants will be allowed to retrieve their goods in a closed Moscow market, the head of a Chinese coordination group said on Thursday.     A Chinese coordination group on Thursday discussed with Moscow's consumer department the clearing up of Chinese merchants' stalls in the Cherkizovsky market as well as the transferring of their goods.     The Russian side agreed to take further steps to safeguard the market's order and to work with the Chinese side to crack down on the illegal activities, said Cai Guiru, head of the temporary Chinese coordination group and chairperson of the Chinese Chamber of Commerce in Russia.     It is agreed that Chinese merchants will be allowed to clean up their stalls and ship out their merchandise during a specific period of time every day, Cai said.     The Russian side took "sincere and earnest" attitudes towards the handling of the market closure, in the hope that most of the Chinese merchants will be able to retrieve their goods safely, she said.     This meeting is helpful and the Russian side heard positive opinions from Chinese vendors, said Georgy Smoleyevcky, first deputy head of the Moscow Consumer Market and Services Department.     The Russian side will make conclusions accordingly and give instructions to relevant departments, he said, expressing the hope that complaints from Chinese traders will be less and less in future.     The official also dismissed the speculation that a Chinese shopping mall will be built in the place of the closed Cherkizovsky, Russia's biggest wholesale market.     The coordination group, formed under the auspices of the Chinese embassy in Russia in July, involves heads of China's provincial chambers of commerce.     Russian police abruptly shut down the nearly 300-hectare market in northeastern Moscow on June 29, after the disclosure of various illegal and irregular operations in the market by the Russian Federal Supervision Service for Consumer Rights Protection and People Welfare.     A Chinese senior delegation, led by Vice Minister of Commerce Gao Hucheng, reached broad consensus with the Russian side on the closure issue.

BEIJING, Sept. 16 (Xinhua) -- Uygur farmer Hashim Dawut felt quite touched as he was guided into Premier Wen Jiabao's office at the Zhongnanhai leadership compound in downtown Beijing on Monday.     The 57-year-old man had been looking forward to the moment for more than five years. No sooner had the Premier's words ended than warm tears welled up in Hashim Dawut's eyes.     Nearly a year later, early February in 2004, when Hashim Dawut went to Beijing to attend an awards ceremony honoring heroes who inspired the nation in 2003. He expressed his wish to meet Premier Wen, who gladly invited him to the Zhongnanhai compound. Before he left for the capital, he wrote a letter to Premier Wen reading: "We have not seen each other for years, and as your younger brother, I miss you so much and want to take this opportunity to meet you again."     And Hashim Dawut was invited into Zhongnanhai again.     During their third meeting, they talked about the villagers' life, the growth of crops and a new rural medicare system for the farmers.     They also talked about the July 5 riot taking place in the regional capital Urumqi which killed nearly 200 people, mostly ethnic Han.     "The 'three forces' (separatism, terrorism and extremism) at home and abroad who incited the riots wanted to damage the brotherhood between the Uygurs and the Hans," said Wen. "And it was heartrending to see our people losing lives and properties in the riots."     "All of us felt grieved, and the bad guys were not willing to see the fact that we are living a happy life," Hashim Dawut responded.     "In Xinjiang, Uygurs and Hans are inseparable, and all the ethnic groups are inseparable, because we are a family," Wen said.     "And we should cherish the stability and development which did not come easy," he added.     "I will bring your words home," said Hashim Dawut. 

BEIJING, Sept. 1 (Xinhua) -- Chinese Premier Wen Jiabao said here Tuesday China would not change the orientation of its stimulating economic policy as the country is at a critical stage in the recovery of the economy. Wen said, when meeting with World Bank President Robert Zoellick, that China's government would continue to pursue proactive fiscal and moderately easy monetary policies.     "We will not change the orientation of our policy," Wen said.     Wen said China would fully implement and continue to enhance and perfect policy in response to the international financial crisis to achieve the goals of economic and social development. Chinese Premier Wen Jiabao (R) meets with World Bank President Robert Zoellick in Beijing on Sept. 1, 2009.    China's economy grew 7.1 percent in the first half of this year and 7.9 percent in the second quarter, reversing a declining trend in the previous seven quarters.     World Bank President Zoellick said earlier China's economic recovery might be better than expected.     In the first seven months of this year, China has seen a robust growth of domestic demand as consumption surged 15.2 percent year on year and investment 32.9 percent. The Ministry of Commerce predicts China's exports will slow their decline or even grow on a monthly basis.     "The macro-economic policy and measures that China adopted in response to the international financial crisis have been proved inconformity with reality, prompt, forceful and effective," Wen said.     Wen said the world economy was now showing signs of stabilizing, but an all-round recovery would be a slow, difficult and complicated process. It would require long-term, concerted efforts by every country in the world in strengthening dialogue, coordinating policy and deepening cooperation.     Wen said imbalances in the global economy were rooted in disparity in development. He urged the international community to pay special attention to difficulties faced by developing countries, especially the least developed ones. He said the gap should be lessened by increasing aid, writing off debts, opening markets and transferring technology.     Wen said China was ready to strengthen cooperation with the World Bank and make new contributions to achieving the UN Millennium Goals and sustainable development of the world.     This is the third time Zoellick has visited China since becoming World Bank President. Following his arrival Monday afternoon, Zoellick exchanged views on the major topics of his agenda in Beijing, the international financial crisis and climate change, with Chinese officials. Besides Beijing, Zoellick will visit Anhui province in east China.     Zoellick said the World Bank was willing to develop cooperation with China in areas such as international development aid, reform of international financial organizations and climate change.

BRUSSELS, Oct. 7 (Xinhua) -- China will work with Belgium to improve political trust and substantial cooperation to make new progress in bilateral ties, Chinese Vice President Xi Jinping said here Wednesday.     During talks with Belgian Prime Minister Herman Van Rompuy, Xi put forward a four-point proposal to cement bilateral ties:     -- To maintain high-level contacts and political dialogues. China welcomes King Albert II to participate in the 2010 Shanghai Expo and hopes the governments, parliaments and political parties of the two countries to increase exchanges for more understanding and trust;     -- To consider the core interests and concerns of each other. BEIJING, Aug. 2 (Xinhua) -- China on Sunday issued a regulation for the country's disabled military personnel to ensure them a guaranteed living after retired from the military.     Jointly promulgated by military authorities and Ministries of Finance and Civil Affairs, the regulation pledges that military personnel who gets disabled because of war, work or illness will be rearranged to other working positions by the government after retirement.     The retired disabled veterans will also be provided with a certain amount of compensation fee according to their different levels of disabilities.     Other welfare include medical care subsidy and a basic housing allowance of at least 100,000 yuan (14.706 U.S. dollars) to each disabled veterans, the regulation said.     Non-commissioned officers at junior grades who are diagnosed as mental illnesses and enlisted soldiers who are diagnosed as disabilities from level I to level IV will be sustained by the government for the rest of their lives, it said.     The regulation is the first of its kind in China.
