BEIJING, April 12 (Xinhua) -- The Chinese government's proposals for strengthening cooperation with the Association of Southeast Asian Nations (ASEAN) show that China remains fully confident about the prospects of China-ASEAN cooperation.     During a meeting in Beijing with envoys of the 10 ASEAN countries, Chinese Foreign Minister Yang Jiechi briefed them about the Chinese government's proposals for enhancing China-ASEAN cooperation in an all-round way. Yang has just returned home from Thailand late Saturday where scheduled ASEAN meetings were postponed due to domestic unrest in that country. The agreement, which was scheduled to be signed during the scheduled meetings, would be conducive to the establishment of the China-ASEAN free trade area.     This demonstrates that that the series of relevant measures China has already decided to adopt will remain unchanged and that China has full confidence in the future of China-ASEAN friendly cooperation, despite the postponement of ASEAN meetings.     Strengthening and deepening cooperation is the common wish of the two sides, and is also an important avenue for fighting protectionism and enhancing their ability to resist risks in the current economic circumstances.     As close neighbors, China and ASEAN countries have enjoyed increased cooperation in various areas. In the face of the global financial crisis, it has become the consensus of both sides that they should work together to ride out the present difficulties.     Expanded cooperation between China and ASEAN will help augment their ability to tackle the crisis.     Making joint efforts to push for the signing of an investment agreement displays the determination of both sides to promote trade and investment liberalization, fight protectionism and achieve a win-win result.     Furthermore, the China-ASEAN free trade area, to be completed in 2010, will play an important and profound role in further strengthening China-ASEAN relations and boosting cooperation in the whole of East Asia.     China and ASEAN countries are close and friendly neighbors. The key to continued development of bilateral relations lies in mutual trust, confidence and unremitting efforts.     Only with that can the two sides enjoy solid cooperation and join hands in achieving sustainable development.

BEIJING, Feb. 22 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Sunday called for all efforts to rescue the miners trapped or injured in the coal mine blast in north China's Shanxi Province.     As of 6 p.m., 74 people were confirmed dead from the accident which occurred early Sunday morning at the Tunlan Coal Mine of Shanxi Coking Coal Group.     The president and premier urged rescuers to spare no efforts to save the trapped miners and ensure the safety of rescuers, and prevent secondary accidents.     Vice Premier Zhang Dejiang headed for the site Sunday evening to direct the rescue operation and console the injured miners and families of the victims. Zhang also declared to set up an investigation team to probe into the cause of the accident.     Leaders from the State Administration of Work Safety and Shanxi provincial officials have also arrived at the scene. BEIJING, March 27 (Xinhua) -- China's top political advisor Jia Qinglin Friday urged the Tibetan people to maintain stability and cherish prosperity achieved in the autonomous region ahead of Serfs Emancipation Day.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made those remarks at a meeting held here to commemorate the event which falls on Saturday.     Jia appreciated the endeavors of people living in the Tibet Autonomous Region who have made great contributions to the social and economic development of the region. BEIJING, Feb. 10 (Xinhua) -- China's State Council, or the cabinet, issued a notice Tuesday that urged governments at all levels to make every possible effort to expand employment.     The notice said that the deepening global financial crisis makes it more difficult to offer jobs for new labor force and unemployment risks continue to increase. In response, governments should adopt a more vigorous employment policy to maintain stable employment and social order.     Governments at all levels should give priority to employment of enterprise staff, college graduates, laid-off and migrant workers and demobilized officers.     They should take active measures to reduce employment burdens on enterprises and supervise their layoff activities to protect workers' legal rights.     If an enterprise's job-cutting plan involves more than 20 workers or more than 10 percent of the entire staff, the company should file a report to the local trade union or notify all staff 30 days before the layoff.     Tax authorities should offer exemptions, including turnover tax and individual income tax, to laid-off workers who started their own business and extend the exemption approval deadline to the end of 2009.     Enterprises that sign one-year or above contracts with laid-off workers and pay their social insurance fees will also be exempted from several taxes with the approval deadline also extended to the end of 2009.     Workers who fail to find employment by end of 2009 will be able to continue claiming social security subsidies for a maximum of one year.     The notice also required governments to improve employment services such as professional training, adding that new employment and unemployment rates would be key factors in assessing government success

GUILIN, (Guangxi), Feb. 14 (Xinhua) -- China will tighten water resources management and take measures to reduce waste to cope with worsening water shortage, Water Resources Minister Chen Lei said here Saturday.     Water shortage impelled us take into consideration of overall economic and social development and economical use of water resources to ensure sustainable economic and social development, Chen said at a national conference in Guilin, in southern Guangxi Zhuang Autonomous Region.     China is planning to reduce water consumption per unit of GDP to 125 cubic meters by 2020, down 60 percent from now, Chen said.     Water consumption averaged 229 cubic meters per 10,000 yuan worth of products, according to statistics provided by the Ministry of Water Resources (MWR) at the end of 2008. That figure was down 10 percent compared with the previous year.     Statistics released Saturday showed the country lacked 40 billion cubic meters of water every year, with almost two thirds of cities suffering various levels of water shortages.     More than 200 million rural people face drinking water shortages.     At the same time, farmland stricken by drought reached 230 million mu (15.3 million hectares) every year, nearly 13 percent of the total farming area.     The most severe drought in half a century, which is hitting China this spring, affected 111 million mu of crops so far, with 4.68 million people and 2.49 million livestock threatened by water shortages, according to official statistics from the State Flood Control and Drought Relief Headquarters.     "We must take strict measures to preserve water resources in the face of the severe lack of water worsened by factors such as overuse, pollution and drought ," Chen said.     The ministry also expected to increase 79.5 billion cubic meters of water resources by 2020 and secure water supplies for both urban and rural people.     Chen proposed reinforcement of laws and regulations on water allocation, consumption and preservation as a fundamental way to achieve this goal.

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.

PATTAYA, Thailand, April 11 (Xinhua) -- China, Japan and South Korea agreed here Saturday to continue pushing forward the Six-Party talks aimed at realizing denuclearization of the Korean Peninsula.     The consensus was reached when Chinese Premier Wen Jiabao, Japanese Prime Minister Taro Aso and South Korean President Lee Myung-bak met here to discuss the recent rocket launch by the Democratic People's Republic of Korea.     Discussions about related issues should be conducive to maintaining the progress of the Six-Party talks, peace and stability on the Korean Peninsula and in Northeast Asia, Wen said.
