LANZHOU, Jan. 18 (Xinhua) -- Chinese Vice Premier Li Keqiang urged the restoration of people's livelihood in the quake-hit regions during his visit in northwestern Gansu Province between Jan. 15 and Jan. 17.     Some areas of Gansu were shattered by the devastating May 12 earthquake centered in Wenchuan of neighboring Sichuan Province last year. BEIJING, Dec. 7 (Xinhua) -- A Tibetan postwoman walking over 200,000 kilometers in ten years to send mails for mountain villagers, a Beijing Olympic champion and a rocket engineer have been selected as Chinese youth's role models in 2008, it was announced on Sunday.      Others honored as the top ten Outstanding Chinese Youth of the Year included two journalists, a worker at a joint venture auto company and a soldier soprano, the All-China Youth Federation, organizer of the annual activity, said in a brief statement.     Although the federation published little information of the ten winners on Sunday, their inspiring stories had been intensively reported through the media.     All of their stories are about selfless devotion to career, remarkable contribution to the well-being of fellow country people, and great inspiration.     Nyima Lamo, a 32-year-old Tibetan woman, has been working as a mailwoman for almost ten years for mountain-locked villages in Deqin County, southwest China's Yunnan Province, according to a report on the website of the China Central Television (CCTV).     Because poor road conditions made transportation impossible, Nyima Lamo has to walk on foot across deep valleys and snow-capped mountains, often risking her life, in order to send mails to villagers.     She would not take pregnancy leave even when she was nine months pregnant because she did not want to delay letters, the report said, adding that the total length of roads Nyima Lamo had walked was more than 200,000 km.     Zhao Haiqing's story touched millions of Chinese after his hometown in Beichuan County of Sichuan Province was deadly struck by an 8.0-magnitude earthquake on May 12.     The 36-year-old village official, also injured in the quake, led fellow villagers to rescue 67 people trapped under debris and transport over 2,100 injured people to hospitals. BEIJING, Nov. 20 (Xinhua) -- China has been studying a fuel tax reform to replace the current road tolls imposed upon vehicles, the National Development and Reform Commission (NDRC), the country's top economic planner, announced here on Thursday.     The announcement came after media reports said on Wednesday that the government was likely to impose the fuel tax as early as next month.     The NDRC together with the Ministry of Finance and the Ministry of Transport has jointly held discussions on related issues including abolishing road and waterway maintenance fees, lowering refined oil prices and improving the fuel pricing system.     The planner didn't specify when to launch the long-awaited reform.     The introduction of a fuel tax in China was first proposed in 1994 but has been delayed amid concerns that it would impose too great a burden on those who consumed more oil.     The government has instead collected road maintenance fees from automobile users regardless of how much gasoline or diesel oil they use.     Analysts said the on-going oil price drop presented a good opportunity for China to resume its fuel tax reform.     World crude oil prices fell to the current 53.62 U.S. dollars, down more than 60 percent from the peak price of 147 U.S. dollars in mid-July.

BEIJING, Oct. 21 (Xinhua) -- Chinese President Hu Jintao said the country's trade unions should play an active role in promoting coordinated labor relations on Tuesday.     Addressing a symposium attended by the newly-elected leaders of the All-China Federation of Trade Unions (ACFTU) and representatives of the 15th national congress of the ACFTU, Hu said trade unions should listen to the employees and voice their opinions.     He called on trade unions to earnestly safeguard the legitimate rights and interests of employees and coordinate labor relations to promote social stability.     He added that trade unions need reform and should explore new solutions to deal with problems. BEIJING, Dec. 25 (Xinhua) -- The Standing Committee of the National People's Congress, China's top legislature, studied the implementation of the Law on Labor Contract and the Law on Compulsory Education Thursday at a plenary session.     The legislative session was attended by Wu Bangguo, chairman of the NPC National Committee, and presided over by Chen Zhili, vice chairwoman of the NPC Standing Committee. The third plenary session of the sixth session of the 11th Standing Committee of China's National People's Congress(NPC) is held at the Great Hall of the People in Beijing, China, on Dec. 25, 2008. Wu Bangguo, chairman of the Standing Committee of the NPC, attended the session.    Lu Yongxiang, vice chairman of the top legislature, read a report at the session on the practice of the Law on Compulsory Education, which was put into force in 1986 with an overall revision in 2006.     The top legislature checked the implementation of the law in 2007 and 2008, respectively.     Over the past two years, Lu said, the law has entered the stage of an overall popularization throughout the country as it has been fully supported by the state finance and the policy of free compulsory education has been achieved.     But there have been difficulties for the implementation of the law in rural areas, including the lack of funds and quality teachers and the existence of safety problems for school buildings and management in the countryside.     Hua Jianmin, vice chairman of the NPC Standing Committee, made a report on the implementation of the Law on Labor Contract, which went into effect on Jan. 1, 2008. The top legislature checked the practice of the law from mid-September to mid-October, he said.     According to Hua, the implementation of the new law is good in general as the number of labor contracts signed has witnessed a remarkable rise this year and the rights of transient workers from rural areas have been better protected.     However, the practice of the law has met new problems since October, when the impacts of the current global financial crisis spread and the growth of world economy slowed down, he said.     Hua urged that more efforts should be made to publicize the law, so as to better implement it and give greater attention to the protection of laborers' rights.     At the session, the lawmakers also heard reports on the handling of 462proposals and 6,279 pieces of suggestions, comments and criticisms from NPC deputies during the First Session of the Eleventh NPC in March 2008.     Meanwhile, the meeting heard reports on the amendments of the Law on Earthquake Relief and the Patent Law. The NPC Law Committee suggested that the top legislature approve the two amended laws.     It also heard a report on Wu's recent visit to five African nations and the Commission of the African Union.
