HARBIN, Aug. 2 (Xinhua) -- China's chief justice has urged people's courts around the country to make more efforts to maintain social harmony by improving the judges' ability to better resolve public grievance and resentment.     Wang Shengjun, President of the Supreme People's Court, made the remarks during his visit to northeast China's Heilongjiang Province on Sunday.     The people's courts at all levels should organize more professional trainings for the judges to improve their practical abilities required for better handling the people's discontent, Wang said.     The courts should encourage more young judges to work at grassroots positions in which they will encounter complaints and deal with group incidents in the front line, he said.     The people's courts around the country should also improve their working efficiency by adopting more equipment and infrastructure with information technologies, Wang said.

NANJING, Aug. 16 (Xinhua) -- Liu Yunshan, head of the Publicity Department of the Communist Party of China (CPC) Central Committee, has called on authorities at various levels to step up patriotic education in the run-up to celebrating the 60th anniversary of the founding of the People's Republic of China.     Liu, also a member of the CPC Central Committee Political Bureau, made the remarks during a recent inspection tour in the eastern province of Jiangsu.     Liu said patriotic education should serve the development and stability of China's reform, and should be included in the process of tackling the global financial crisis, and maintaining the country's steady and relatively fast economic development.     He urged the authorities to incorporate patriotic education into the daily life of the Chinese people, to "turn their love for the country into concrete actions."     Patriotic education should focus on China's youths and teenagers, Liu said, adding that the development of "red tourism", which mainly consists of visiting sites related to the history of the CPC and its armed forces, should also be highlighted.

BEIJING, Oct. 1 (Xinhua) -- A grand military parade will be held at the heart of Beijing Thursday morning to celebrate the 60th anniversary of the founding of the People's Republic of China, underscoring the country's self-defensive policy.     "As an important force safeguarding world peace and development, the People's Liberation Army (PLA) will continue pursuing a national defense policy that is defensive in nature and pose no threat to other countries," said Lieutenant General Fang Fenghui, commander-in-chief of the parade and commander of PLA Beijing Military Area Command in an interview with Xinhua.     "We will stick to our country's policy to safeguard world peace and promote common development," Fang said.     China adheres to a long-standing defensive policy of "no first use of nuclear weapons" from the very beginning it developed its nuclear ammunition, Fang said.     Addressing the United Nations Security Council nuclear summit in New York on Sept. 24, 2009, Chinese President Hu Jintao proposed that all nuclear weapon states abandon the nuclear deterrence policy based on first use of nuclear weapons and take credible steps to reduce the threat of nuclear weapons.     "To realize a safer world for all, we must first and foremost remove the threat of nuclear war," Hu said. "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard."     According to the White Paper "China's National Defense in 2008"released on Jan. 20 this year, China noted that its nuclear missiles of the Second Artillery Force "are not aimed at any country in peacetime."     China has been reporting on its national defense policy in a white paper every two years since 1998, introducing its national defense policy, the structure and development of the forces, the budgets and use of defense expenditure.     Chinese leaders have made repeated commitments to world peace and development since the nation's founding in 1949.     "For now and in the future, China would never seek hegemony, nor would we turn to military expansion or arms race with other countries," Chinese President Hu Jintao told heads of 29 foreign navy delegations attending the PLA Navy celebration in Qingdao on April 23, 2009.     "China will unswervingly stick to the road of peaceful development, which demands China to adhere to the defensive national defense policy," Hu said.     During the process of reform and opening up, the Chinese army takes it as the fundamental purpose to safeguard world peace, development and stability, as well as national sovereignty, security and development.     Wang Xinjun, a research fellow of warring theory and strategy at the PLA Military Science Academy, said defensive armaments were the majority of the PLA ammunitions as offensive weapons account for a very small proportion of its depot.     "This is the most distinctive aspect that makes PLA different from the troops in other countries," Wang said. "The core of Chinese military strategy lies in defensiveness rather than offensiveness."     Preparing to disclose many of its latest national defense strength in the parade, China holds on to its goal of a peaceful development.     "What poses threat to another country is not one country's military strength, but the policy it follows," said Major General Gao Jianguo, spokesman for the joint headquarters for the parade in Beijing.     "China unswervingly persists in taking a road of peaceful development, striving for a harmonious world that highlights global peace and common prosperity," Gao said. "Our military ties with foreign countries are based on equality, mutual trust and cooperation."     Through non-alignment, non-confrontation and non-targeting at any third party, China has established military ties with more than 150 countries and set up military attaché offices in 109 countries. Meanwhile, 101 countries have set up military attaché offices in China.     Among the permanent members of the United Nations Security Council, China currently sends the most peacekeepers. More than 13,000 Chinese peacekeepers have carried out 18 UN peacekeeping operations since China's first dispatch of military observers to such operations in 1990.     Since the end of last year, the Chinese navy has carried out escort missions in the waters of the Gulf of Aden off Somali and has escorted more than 800 ships.

BEIJING, July 31 -- China can expect to be a major target of rising trade protectionism - particularly from the United States and India - as the world struggles to recover from the global financial crisis, the Ministry of Commerce (MOFCOM) said Thursday.    The crisis has pushed trade protectionist cases to a historical high.     "The US is abusing trade protectionist tools to help its own industries tide over the economic slowdown. The loss for Chinese businesses is huge," said Zhou Xiaoyan, deputy director of the China Bureau of Fair Trade for Imports & Exports.     As a consequence, China will have an even harder time than it does now, encountering anti-dumping, anti-subsidy and special protection cases, officials said.     From last September to this June, the main World Trade Organization members, including the US and European nations, launched 77 cases worth .8 billion against China, increasing the number by 112 percent from a year earlier.     Zhou said, moreover, that due to the sharp competitiveness of Chinese products and to the advantage it has of cheap labor costs, sufficient funds and high-quality technology, the country will be targeted for some time.     The fair trade bureau, which is under MOFCOM, is responsible for dealing with trade protectionist cases.     Cases centering on green barriers, such as a carbon tariff measure that the US might launch against developing nations to protect its businesses, will be another hot trend.     China has especially been facing trade protectionist measures related to labor-intensive categories.     The US and India have been among the most aggressive in the rising wave of protectionism, officials said.     In April, for example, the US launched an anti-dumping and anti-subsidy investigation of oil-well steel tubing worth .2 billion, one of the largest ever for China.     And also in April, the US launched a case against Chinese tire makers valued at about .2 billion, also the largest such case for China.     The tire case, if approved by President Barack Obama in the fall, could spark a series of such cases by other nations.     "The US has been a leader in launching measures against China," said Wang Rongjun, a professor at the Institute of American Studies of the Chinese Academy of Social Sciences.     "The US," Wang said, "expects to transfer part of its economic slowdown to China, which is believed to be the quickest to recover."     China and the US are each other's second-largest trade partner. The two nations have stressed since late 2008 that they have been fighting trade protectionism, including at the China-US Strategic and Economic Dialogue held in Washington this week.     And in the case of India, it now has the most cases pending against China - from last September to June, it accounted for about 40 percent of the total. The cases cover a wide range of products, including textile, steel and chemicals.     "As newly emerging nations are being brought directly into competing against China, the upward trend will continue," Zhou said.     Despite falling exports, China still holds the largest share of labor-intensive products in the American and European markets, which threatens Indian businesses.     "Compared with the US, India is far from reasonable," said Fu Donghui, managing director of the Beijing Allbright Law Firm, which deals with anti-dumping and anti-subsidy cases.     "The Indians find any opportunity to challenge the Chinese. As long as there is any call from an Indian enterprise, the Indian government will launch an investigation, even without research."     The MOFCOM plans to focus on cases involving the US and India. "We expect to find out the reasons behind that growth and learn how to avoid them in the future," Zhou said.     For years, the Chinese government shied away from appealing to the WTO for help in battling trade protectionist measures.     "The government should have actively appealed to the WTO to prevent foreign nations from abusing its rights," Fu said.     China will now use the WTO tools to prevent its businesses from being hurt by foreign counterparts, but, nonetheless, it will be prudent, Zhou said.

BEIJING, Aug. 8 (Xinhua) -- East China is bracing for typhoon Morakot's approach after it slammed into Taiwan Friday night.     Weather forecasters said late Saturday Morakot was likely to land on the coast from Cangnan, Zhejiang province, to Xiapu, neighboring Fujian province, between 8 a.m. and 10 a.m. Sunday. Although the typhoon this year is expected to weaken to a tropical storm before it arrives in the Chinese mainland, it was packing winds of 137 kilometers an hour at 7 a.m. Saturday and churning northwestwards at a speed of 15 to 20 kilometers an hour. The urban area of Linbian Township in Pingtung County of southeast China's Taiwan, is flooded Aug. 8, 2009, because of heavy rainfall brought by typhoon "Morakot".     It has already unleashed torrential rain in Fujian where, at five sites, water levels have been recorded at 0.02 to 0.66 meters above warning levels. A man calls for people to evacuate to avoid typhoon in Cangnan County, east China's Zhejiang Province, Aug. 8, 2009. The province has evacuated around 317,000 people to avoid the approaching Typhoon Morakot so far. The earlier tropical storm Goni has also wreaked havoc in South China Sea, leaving as many as 156 fishermen and crew members from Cambodia, Vietnam and China missing at once.     Chinese maritime authorities had rescued 146 by 6 p.m. and the remaining 10 from China were still missing.     PREPARATION IN FUJIAN     More than 480,000 people in Fujian have been evacuated and its Zherong County received more than 300 mm of precipitation on Saturday afternoon.     In Luoyuan county of Fuzhou city, Fujian's capital, people stayed at home during the weekend and roads were almost empty. Fewer sellers appeared in the county's vegetable market. Fishing boats moor at a port to avoid the approaching Typhoon Morakot in Jinjiang, southeast China's Fujian Province, Aug. 8, 2009."The fields were flooded," said Li Sailian, a vegetable seller.     "Strong winds broke the ropes tying down the horsebeans, and the crown daisies (chrysanthemum greens) were destroyed," she said.     Li brought all her available stock to the market, fearing the storm would destroy it completely.     In downtown Fuzhou, where several big trees have already been toppled by gale-force winds, people were rushing to supermarkets for necessities before the typhoon arrived.     All flights from Saturday noon onwards at the airport in Fuzhou were cancelled, leaving more than 120 passengers stranded. Airport staff were helping with refunds.     Seventeen of the 312 flights to and from the airport in coastal Xiamen city were cancelled, most of which were heading to Anhui, Guangdong and Taiwan.     In Putian City, also in Fujian, all scenic sites and ports have been closed and school classes suspended. A team of 26,222 people has been formed and equipped with flood-control materials, said Huang Dongzhou, director of the city's flood control office.     All of the city's 7,168 fishing ships have returned to harbor, Huang said.     The province's Ningde city is strengthening its defences to bear the brunt of Morakot, local meteorological authorities said.     People there are also reinforcing reservoirs with bricks and stones. Water in the city's 20 major reservoirs is only at 54 percent of their combined capacity, so officials with the flood control office said they think the rainfall will help with drought relief, as long as proper measures are taken to ensure safety.     Residents are also busy reinforcing their own houses.     Chen Kongsheng, a 61-year-old man, has attached four large rocks to the girders of his house, so that the typhoon "won't tear off his roof".     About 118,000 people in the city have been evacuated, said Chen Rongkai, Communist Party chief of the city.     Ningde has readied 103 rescue boats, 15 rafts and 8,300 life jackets to help people affected by the typhoon.     EFFORTS AND TROUBLES ELSEWHERE     In adjacent Zhejiang Province, rainfall exceeded 50 millimetres on 6.8 percent of the province's land on Friday night. The highest reading was 110 millimetres in Cangnan county bordering Fujian.     An expressway from Wenzhou of Zhejiang to Fujian was closed for 12 kilometers, while another from Hangzhou to Anhui Province was cut by landslides. Waves from approaching Typhoon Morakot hit a dike in Cangnan County, east China's Zhejiang Province, Aug. 8, 2009. Power supply to 80 villages was also cut. Nearly 500,000 residents and tourists in danger areas had been evacuated by 9 p.m. and the province has called nearly 30,000 ships back to harbor.     More than 50,000 soldiers were prepared for emergencies in Zhejiang, said the local government.     Shanghai was put on high alert and the World Expo venue is being protected around the clock. An 80-year-old man is evacuated in Cangnan County, east China's Zhejiang Province, Aug. 8, 2009. The province has evacuated around 317,000 people to avoid the approaching Typhoon Morakot so farMore than 80 foreign ships were delayed or had their voyages cancelled.     "We are unlikely to resume if the typhoon moves northwestwards," said the captain of a Japanese cargo ship, which was scheduled to sail for Japan Saturday at noon.     In addition, more than 140 flights in Shanghai had been delayed by about 10 p.m..     Anhui issued its first typhoon warning this year, and advised residents to stay indoors.     East China's Shandong province has also warned local governments to take measures beforehand to reduce losses from extreme weather.     Morakot, which means "emerald" in Thai, is the eighth storm to hit China this year. It landed in Hualien of Taiwan at 11:45 p.m. Friday, and left at least six people dead or missing. A further 12 were injured. Morakot also overturned cars and cut power supplies.     WAVE ALERT LEVEL RAISED     On Saturday afternoon, the National Marine Environmental Forecasting Center upgraded its alert level for both stormy tide and sea wave from "orange" to "red", the highest level.     The center said as a result of Typhoon Morakot, the stormy tide along the coast of Zhejiang Province and northern part of Fujian Province would be 0.5 meters to 1.8 meters high until Sunday afternoon.     The sea in southern part of the East China Sea and Taiwan Strait will be very rough, with monster waves as high as eight meters, the center warned.     Other coastal areas from Shanghai to Guangdong Province will all experience abnormally high waves, from 2.5 meters to six meters high, it said.     China adopts a four-grade warning system for stormy tide, tsunami, sea ice and sea wave, which uses four colors (red, orange, yellow and blue) to indicate different levels of emergency.

URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Deputy Mayor of Urumqi Zhang Hong speaks during a news conference in Urumqi, capital city of northwest China's Xinjiang Uygur Autonomous Region, Sept. 4, 2009. Zhang Hong said on Friday the situation was basically under control in the city.     SYRINGE ATTACKS     Fresh protests broke out this week after hundreds of Urumqi residents reported that they were stabbed by syringes. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. BEIJING, Sept. 21 (Xinhua) -- China's Defense Minister Liang Guanglie stressed on Monday that the absolute control under the Communist Party of China (CPC) has guaranteed the country's armed forces have achieved landmark progress in the past six decades.     Liang, a State Councilor and also member of the Central Military Commission (CMC) as a full general, made the remark during an exclusive interview with Xinhua less than ten days leading to a grand military parade scheduled on China's National Day.     The minister said a solid ideological and political leadership by the CPC is the greatest difference between the People's Liberation Army (PLA) and the armed forces of Western countries, by which the Party's troops have endured various tests and shown loyalty, bravery and services to the people.     The PLA has achieved leaping upgrades in its defensive combat abilities to realize that the armed forces could effectively safeguard the country's sovereignty and territorial integrity, Gen. Liang said.     Liang emphasized that the PLA could not make the achievements without several rounds of disarmament and its internal reforms to optimize the military resources and command systems since the People's Republic of China was founded in 1949.     The PLA once had 6,000,000 uniformed members. The most high-profile cut was conducted by late CMC Chairman Deng Xiaoping who made a surprising decision in 1985 to reduce ranks by 1,000,000, mostly from the army and military schools.     After the latest cut in 2005, the PLA now has 2.3 million servicemen, although it remains the world's most populous armed force.     Gen. Liang said that after consistent efforts by scientists and researchers as well as China's improving industrial capacities, the PLA's arsenal has been equipped with all major weapon systems on the land, in the sea and air just like other major military powers.     "We now have military satellites, advanced jets, new main battle tanks, sophisticated warships and subs," Liang said, adding that some of the weaponry have caught up with world-leading standards.     After nearly 60 years of construction and development, China has set a strategic target to realize basic defense and military modernization, he said.     Achieving this objective, the Army's mobility level will be upgraded to give greater regional capabilities, and the Navy will be capable of both a strong coastal defense and certain measures for blue water combat, Liang said.     The Air Force will be transformed from a fleet that could only provide homeland air defense to an aerial power capable of a combination of offensive and defensive operations, and the Second Artillery Corps, China's strategic missile troops, will become a truly efficient force with both nuclear and conventional striking power, he said.     The military parade on Chang'an Avenue in front of the Tian'anmen Square on Oct. 1 will probably be the best footnote to Liang's remarks.     According to Lt. Gen. Fang Fenghui, general director of the parade, 52 types of new weapon systems developed with China's own technologies will be showcased to celebrate the 60th anniversary of the founding of the PRC.     China will unveil for the first time the PLA's airborne early warning and control (AEWC) aircraft, unmanned aerial vehicles (UAV) and other novel military hardware which have seen active service.     With a distinctive theme of "Made in China" to be showcased by the military parade, the Defense Minister said the Chinese defense industry has been also upgraded from copying Russian made weapons in 1950s and 1960s to a self-reliance on designing and manufacturing from the 1970s onwards.     Another progress is the improved heritage of national defense mobilization which has played a unique role and advantage in the PLA's service in peace time and in missions to help civilians in emergencies, Liang said.     The two events that impressed the 68-year-old minister most were the PLA's engagement in fighting a severe flood disaster in 1998 and the devastating earthquake in Sichuan Province last year.     "The troops and even many veterans were quickly mobilized and gathered to fight the flood at the front line in spite of danger to life," Liang said.     "I also witnessed very moving moments during the earthquake relief work when quake survivors saved by the PLA soldiers expressed their sincere appreciations," he said.
